6 City f Mnticell, Illinis EXECUTIVE SUMMARY Cmmunities tday are faced with the difficult task f allcating limited resurces amng a seemingly unlimited number f demands and needs fr public services. In many instances, lcal fficials must determine the merits f ne prject ver anther withut the benefit f cmparisn, which may result in misjudgment and further limit the cmmunity s ability t act precisely n majr budget allcatin decisins. One methd available t lcal units f gvernment t help manage and systematize the priritizatin prcess is thrugh a Strategic Plan. The City f Mnticell has taken the next steps in defining itself as an ecnmically stable, viable and sustainable cmmunity. By underging the strategic planning prcess, Mnticell s leaders are becming practive, rather than reactive, thus lessening the need t manage crisis by crisis. The strategic planning prcess assisted the City in creating a visin, develping a missin statement and defining its lng and shrt term gals. Next, the gals were rganized and priritized thrugh which actin steps were created. The intentin f this prcess is t make implementatin f the visin and gals easier and mre effective fr the City. T begin, a link t an nline cmmunity survey was distributed via the City s website, Facebk page, and newspaper. This effective, lw cst tl was an easy way t reach the entire cmmunity. Additinally, infrmatin was cllected frm the Cmprehensive Plan Steering Cmmittee, the Dwntwn Enhancement Plan Steering Cmmittee, Stakehlder interviews, and frm high schl students. The infrmatin gathered frm the survey was then rganized and presented t the Cuncil during an evening wrkshp. The Cuncil spent an evening discussing the assets and liabilities f the cmmunity. Frm these assets and liabilities, the Cuncil frmed lng term gals fr the cmmunity. This shrt, but effective prcess resulted in the fllwing Strategic Plan. Key elements f this plan are Parks and Recreatin, Transprtatin, Land Use and Husing, Public Infrastructure and Utilities, Ecnmic Develpment, Dwntwn, and Quality f Life. Once the gals were established, an implementatin plan was utlined which included respnsible parties, actin items, timeframes, and ptential funding surces all f which were priritized. 7 City f Mnticell, Illinis ASSETS AND LIABILITIES The Cuncil was presented with the assets and liabilities defined by the cmmunity survey, the steering cmmittees f the Cmprehensive Plan and the Dwntwn Plan, City Staff, Stakehlder Interviews, and the High Schl Students. Frm these, the Cuncil priritized their assets and liabilities. The fllwing sectin summarizes the Cuncil s discussin. QUALITY OF LIFE Thrughut the prcess, ne phrase kept appearing whether it referred t current cnditins r abut future cnditins: High Quality f Life. Cuncil agreed that every decisin they make shuld ensure that the result will reinfrce the high quality f life expected by the residents. Assets & Liabilities 3

PARKS & RECREATION GOAL: PROVIDE ACCESS TO FACILITIES AND OPPORTUNITIES FOR ALL AGES OF THE COMMUNITY. 1. Cntinue t facilitate and imprve park and recreatin facilities, prgrams, amenities and special events. 2. Study feasibility f a Cmmunity Indr Recreatin Facility. 3. Imprve supply f infrmatin (unifrm interpretive signage, websites, nline frms, maps, etc.) at and fr cmmunity facilities and key attractins. 4. Pursue grants t update cmmunity facilities. 5. Evaluate parks fr cmpliance with ADA standards and prepare a transitin plan t make necessary changes ver time. TRANSPORTATION GOAL 1: ENSURE ALL RESIDENTS ARE ABLE TO SAFELY GET AROUND THE CITY VIA VEHICLE, BICYCLE, OR FOOT. 1. Analyze future rad extensins and cnnectins fr future develpment areas t maintain prper street cnnectins and traffic flw. 2. Require sidewalks fr all new develpment and majr redevelpment prjects, whether sidewalks currently exist adjacent r nt. Encurage neighbring prperties t install sidewalks. 3. Install sidewalks where nne currently exists. 4. Assess need fr bike racks thrughut the cmmunity. 5. Initiate a trail system and intercnnectivity f parks. 6. Wrk with IDOT t ensure safe and prper crssings n 105 in the Dwntwn. 7. Increase accessibility thrughut the cmmunity by the cntinued installatin f ADA curb ramps. 8. Adpt Bicycle Master Plan. GOAL 2: ENSURE EFFICIENT AND SAFE TRANSPORT TO AND FROM SURROUNDING COMMUNITIES. 1. Explre the effectiveness/need f a Ride Share Prgram via the City s website t ensure residents can effectively cmmute t neighbring cmmunities. 2. Cnstruct and maintain unifrm interpretive wayfinding signage at key attractin lcatins t further prmte the assets f the cmmunity. 2. Create and enhance entry features t the cmmunity and t the dwntwn (e.g. landscaping, signage, banners, gateways, mnuments, etc.). LAND USE & HOUSING GOAL 1: THE CITY WILL CONTINUE TO PROVIDE ADEQUATE PROCESSES AND GUIDELINES TO ALLOW QUALITY HOUSING DEVELOPMENTS. 1. Cntinually analyze zning and subdivisin rdinances t ensure quality husing that meets current standards and needs. 2. Update land develpment rdinances t require cmpnents f traditinal neighbrhd design and cnsideratin f existing neighbrhd cntext. Greenspace, trails, landscaping and well design hardscape shuld all be cnsidered. 3. Evaluate surrunding cmmunities incentive prgrams and types/styles fr residential develpment t ensure Mnticell remains cmpetitive in husing develpment. GOAL 2: NEW DEVELOPMENT WILL BE CONTIGUOUS TO THE CITY. 1. Update land develpment rdinances t require cmpnents f traditinal neighbrhd design and cnsideratin f existing neighbrhd cntext. Greenspace, trails, landscaping and well design hardscape shuld all be cnsidered. GOAL 3: NEW DEVELOPMENT AND REDEVELOPMENT WILL MEET HIGH QUALITY STANDARDS. 1. Explre incentives t prmte rehabilitatin f existing husing within a histric preservatin cntext. PUBLIC INFRASTRUCTURE & UTILITIES GOAL: PROVIDE ENOUGH QUALITY AND ADEQUATE INFRASTRUCTURE TO ENSURE RESIDENTS A HIGH QUALITY OF LIFE. 1. Cnduct regular review f sewer/water capacities t serve future grwth and develpment. 2. Pursue shared services amng gvernmental agencies as pprtunities arise. Cntinue t develp the easy t understand ne-stp-shp fr ecnmic develpment n the City website, with links t partner resurces. 6. Participate in mnthly cmmunicatins with key stakehlders t discuss the future f the area and maintain an pen dialgue amng entities. DOWNTOWN GOAL 1: MONTICELLO WILL BE AN OVER NIGHT DESTINATION BRINGING A FULL DAY OF SHOPPING, DINING, SIGHTSEEING, AND RECREATING TO VISITORS. 1. Market t a develper t pen a Bed & Breakfast in r near Dwntwn Mnticell. 2. Implement a Dwntwn "Trlley"/Train Prgram which cnnects key areas f the regin. 3. Implement an interactive, multi-functinal wayfinding system/plan at and t key destinatins within the Mnticell regin. 4. Rebuild the Turism Bard t make it a cllabrative frce. 5. Encurage updating existing vernight facilities. GOAL 2: MONTICELLO WILL HAVE A WELL-DEVELOPED, HISTORIC DOWNTOWN WHICH IS AESTHETICALLY PLEASING AND MULTI-FUNCTIONAL. 1. Adpt and Implement Design Guidelines t preserve and enhance the histric character. 2. Educate building and business wners n guidelines and standards. 3. Take a field trip with business and building wners t cities with adpted and enfrced guidelines. 4. Create a recgnitin prgram fr gd design and maintenance within Dwntwn Mnticell. 5. Create incentive prgrams t encurage apprpriate (re)develpment within Dwntwn Mnticell. 6. Imprve streetscape alng Rute 105 (Market) thrugh the dwntwn. 7. Create Wi-Fi spts at key cmmunity facilities, including parks. 2. Adpt and Implement Dwntwn Enhancement Plan. 3. Cntinuusly update the City website and all scial media utlets t emphasize the assets f Mnticell as a vibrant, mdern cmmunity with a rich histry and an exceptinal quality f life nt fund in surrunding cmmunities. 4. Encurage businesses t be accmmdating tward elderly and families - i.e. autmatic drs. GOAL 2: THE CITY WILL SUPPORT THE ARTS AND THE BEAUTIFICATION OF MONTICELLO. 1.
