2 IMPORTANT: 1. All the relevant documents as per requirement of the Tender also to be submitted physically along with the Tender Fee, EMD cover in sealed cover on OR before due date and time. All such documents should be strictly submitted by RPAD / speed post only. Otherwise the offer will not be considered and no any further communication in the matter will be entertained. The tender in physical form is to be submitted in single copy. (Price bid are not to be submitted with the physical documents). 2. Any deviation found in Data / Details / Documents between on line offer (E-tendering) and physically submitted documents (Tender document fee, EMD, Technical and commercial documents etc.) of bidder, offer of the same bidder will not considered and no any further communication in the matter will be entertained. Physical copy is for technical evaluation & reference only and tender will be evaluated on Data / Details / Documents of the online offer. For any discrepancy between online & physical bid, online bid will be considered as final. 3. It is mandatory for all the bidders to submit their tender documents by both form viz. on line (Etendering) and physically in schedule time. If tender documents submitted in only any one form, say either by on line or physically, in that case the same tender will not be considered. 4. The bidders are required to fill up all the online annexure / forms. This is intended for transparency and speedy evaluation of the bids. Instead of simply confirming / attached in bid / refer physical offer, the Bidder shall fill in the particulars against appropriate place in respect of each line appearing in each online annexure. Wherever required, bidder shall invariably have to submit supporting authentic documents in the physical bid. (In the absence of required details in the online annexure, the purchaser has every right to evaluate the bids accordingly and bidder can not raise any objection against any point during evaluation.) 5. LILO to Velanja from 66kV D/C Kim - Vav line on M/C towers suitable for ACSR Panther Conductor km by dismantling of existing 66kV H-Frame tap to Velanja line on turnkey basis. The estimated cost of this tender is : Rs. 5,38,48, Cost of the Tender Documents is Rs.15,000/- which is non refundable. 4 8 Clause No. 13:- Validity of the Offer: The Validity of the offer will be for 180 days from the date of tender opening (Technical Bid). 9 It is proposed to have integrity pact, to have best business practices in an atmosphere of trust to provide goods & services for the ultimate benefit of the society and Nation. GETCO management desires to have an integrity pact attached herewith to be signed by authorized person of vendor. However, this document is voluntarily and does not have any legal binding. 10 Qualifying Criteria:- TECHNICAL CRITERIA: 1. Erected 50 km (Route Length) of 66kV or above voltage class transmission line on towers in any financial year during last five years. 2. For experience of stringing, a) Only certificate issued by state transmission utilities / central transmission utilities / Joint Venture Company of Central utility shall be considered. b) Certificate issued by qualified major transmission companies will also be considered provided it is supported by purchase order copy and satisfactory completion certificate. FINANCIAL CRITERIA: 1. Minimum Annual Turnover (MAT) for best three individual years out of last five financial years shall not be less than 33% of the estimated amount of this tender. Details as per qualifying requirement to be submitted along-with offer, in a separate cover. CA certificate to be attached for MAT. (This is must) Supply/Order executed details for offered items with name of purchaser, date and location to be mentioned. Performance certificate for satisfactory operation/working for period as per qualifying requirement attached with specification. (This is must for getting the offer qualified) Note: Bidders have to submit detail in above format with supporting documents, failing which offers is liable to disqualified. 11 Penalty for delay. Refer clause no. 10 of SCC 12 The payment terms specified under Clause No. 86 of GCC: 13 The bidders are requested to submit their bids on line through our service provider M/s. (n) Code Solutions, one day prior to the due date for submission, in order to avoid all complications / disputes at later stage arising due to last moment submission. 14 (1) The Bidder must furnish the details break up of cost towards ED and VAT/CST as per Annexure'I' attached, which must tally with the total End Cost as mentioned in bidding schedule. (2) For calculation of PV on Tower materials, only ex-works component of tower material is to be considered and bidders to furnish the break-up of quoted price of tower material showing Ex-Works+F&I+ED+CST/VAT. (3) Value of ED/CST/VAT is included in price for all bought out items other than steel part. (4) The erection price is inclusive of service tax. (5) % Above/below quoted on FOR price shall be applicable to all items of Supply (Part-A, Schedule- 01), Erection (Part-B, Schedule-01, 02) uniformly.
