3 TENDER NOTICE TECHNICAL BID Sealed percentage rate tenders are invited for the Work of shifting and refitting of ESP HV Rectifier Transformer sets of Unit no 1, 2, 3 and 4 at KLTPS, Panandhro for 11 months period on as and when 1. Estimated Cost : Rs Tender Fee (non refundable) : Rs Earnest Money Deposit of tender : Rs Security Deposit : 5% of order value. 5. Last date of issue of tender : N.A. 6. Last date of receipt of tender : Up to 15:30 hrs. 7. Date of opening of tender : Onwards 16:00 hrs. 8. Time limit of work : 11 months 9. Validity of tender :180 days from the date of opening of tech bid. Note:- The tender fee & EMD will be paid or by Demand Draft only in favor of Gujarat State Electricity Corporation Ltd., payable at Dena Bank, SKV Nagar, Panandhro branch Filled tender shall be accepted by RPAD/speed post only. The technical bid & price bid should be kept in two separate sealed covers and these two covers should be kept in main sealed cover. The tender will be opened in the presence of contractors, who wish to remain present at the time of opening of tenders. Tender fee & EMD have to be submitted along with technical bid, if not found offer will out rightly rejected. The undersigned reserves the right to reject any or all tenders without assigning any reason thereof. Details of tender fee & EMD paid (DD No. & date) is invariably to be mentioned on the cover of the tender. In absence, offer will be rejected. D.D. for EMD and tender fees in favor of GSECL. Without Payment of EMD, the offer will be liable for rejection. 3. Copy of service tax number should be registration made in Govt. is to be attached in Technical bid. 4. P.F. code number & PAN No. 5. Service tax registration certificate copy. 6. Signed copy of GSECL s scope of work and terms and conditions. Note: Based on the scrutiny of above documents, the price bid of only technically qualified bidders will be opened. 5 SCOPE OF WORK Scope of Work 1. All the activity related to shifting and refitting the ESP HVRT set of Unit no 1 to 4 is to be done by contractor like, A. Disconnection of power cable B. Dismantling of TR set and bus duct completely. C. Shifting of TR set at ground level as per instruction. D. Refitting of TR set and power and control cable connection work. 2. Necessary scaffolding for above work is to be arranged by contractor. Terms and conditions 1. Contractor has to commence the work after conformation from EIC. 2. Welding machine, gas cutting set and other required tools/tackles for the work will be arranged by party. 3. GSECL will not provide any materials, man power, tools/tackles etc for above said work. 4. Electricity will be provided at free of cost for welding machine as well as lighting point at one point. 5. The contractor has to increase the man power if required to complete the work in stipulated time limit. 6. Any part damaged during work is to be replaced by the contractor at their own cost. 7. Contractor can use hoist if available in working condition otherwise contractor will arrange the same to execute the work. 8. Time limit to shift ESP transformer from ESP roof to ground level is 05 days and for reinstall/refit ESP transformer at its position on ESP roof is 05 days. 9. Transportation from colony to plant and vise versa will be arranged by contractor. 10. The validity of WO will be 11 months after work commencement however it will be extended for further six months without consent of party and quantity will be enhanced proportionately. 11. The decision of the chief Engineer (G), KLTPS shall be final in case of any dispute. 12. Contractor shall strictly follow all safety rules as per factory act. As the work is to be carried out in restricted area, Contractor's person shall strictly observe all safety norms. The Contractor shall take care to prevent any type of accident for safety of his persons. Any fatal / non-fatal, Electrical / Mechanical accident occurs; GSECL in no case shall have any responsibility for contractor's person and for any legal complications thereafter. 6 GENERAL TERMS AND CONDITIONS 1. The decision of the Chief Engineer (G), KLTPS shall be final in case of any dispute. 2. Party should have to arrange all necessary components, tools & tackles and men power to execute the work. 3. This work will be carried out within the total cost of the work order value, i.e. there may be change in estimated quantity in size and length of cable taken in estimate. However payment will be made for actual work carried out by contractor. 4. Time Limit: The time limit for work contract will be 11 months from work commencement or receipt of defective cards. The electronic cards will be repaired and delivered within 90 days from date of receipt of defective cards. 5. Security deposit: The successful tenderer will have to pay total 5% of the order value as security Deposit out which 2.5% is to be paid in cash / DD and remaining 2.5% will be recovered from the first R.A. bill. 6. Contract Agreement and indemnity bond: The successful tenderer/ contractor will have to enter into an agreement with GSECL and the cost of the stamped paper will be borne by the contractor. The contractor will also have to execute an indemnity bond on required value of stamped paper (Rs 100/-) as per GSECL's rules. The cost of the stamped paper will be borne by the contractor. 7. Un-satisfactory progress of work:if your work is found unsatisfactory or not progressing according to the schedule given by the GSECL, the GSECL may take such action as deemed fit to see that work is completed in time at your risk and cost. 8.
