DEVIATION FROM PLANS, POLICIES OR REGULATIONS The applicant is prpsing t pen a pharmacy within a larger cmmercial cmplex which ffers a brad range f medical services including dctrs, a medical clinic, a psychiatrist, a urlgist, and a chirpractr. T accmmdate the pharmacy, the applicant is prpsing t vary the minimum separatin requirement under Part 4, General Prvisins, Sectin 28 f Surrey Zning By-law N which requires a 400 metre separatin between the prpsed pharmacy and the existing drug stre at Street. RATIONALE OF RECOMMENDATION The prpsed variance wuld expand the range f medical-related services prvided n-site by permitting a pharmacy within the larger cmmercial cmplex. The additin f a pharmacy wuld allw a registered pharmacist t dispense prescribed medicatin n-site which is mre cnvenient fr clientele and allws medical staff t better mnitr verall patient health. The prpsed pharmacy is an apprpriate cmplementary use t the surrunding medical-related uses.

Existing tenants include dctrs, a medical clinic, a psychiatrist, a urlgist, a chirpractr, lawyer s ffices and a wealth management firm.
4 Staff Reprt t Cuncil File: Planning & Develpment Reprt Page 4 Prpsal The applicant prpses t establish a new pharmacy fr ne f the existing retail cmmercial units (CRU) (vitamin stre) within this cmmercial develpment. The prpsed pharmacy wuld expand the range f medical-related services prvided within the cmmercial cmplex. The applicant advises that the prpsed pharmacy wuld prvide the fllwing services and prducts: Dispense a brad range f pharmaceuticals; Hme health care, including mbility aids such as canes, walkers, wheelchairs, and aids fr daily living; Ostmy and diabetic supplies; Cmpunding; Vaccinatin clinic; Hearing aid clinic; Dispensary fr Blister Pack medicatins; and Outreach and cmmunity seminars and clinics. The prpsed pharmacy will have a flr area f apprximately 111 square metres (1,200 sq. ft.). As a result, the prpsed pharmacy is cnsidered a "small-scale drug stre" which is defined under the Zning By-law as "a cmmercial establishment with a grss flr area f less than 600 square metres [6,450 sq.ft.] which fills a brad range f pharmaceutical prescriptins and excludes methadne dispensary". Hwever, Sectin E.28 f Part 4 General Prvisins f the Zning By-law stipulates that a small-scale drug stre shall nt be lcated within 400 metres (1/4 mile) f an existing drug stre r methadne clinic. One drug-stre (The Medicine Shppe, lcated at Street) already exists within 400 metres (1/4 mile) f the prpsed pharmacy lcatin (Appendix III). As a result, the applicant has submitted a Develpment Variance Permit (DVP) applicatin t reduce the minimum 400-metre separatin requirement in rder t permit the prpsed pharmacy t lcate n the subject site (see By-law Variance sectin). 5 Staff Reprt t Cuncil File: Planning & Develpment Reprt Page 5 Applicant's Ratinale: The prpsed small-scale drug stre will be lcated in a cmmercial cmplex that has a number f businesses relating t healthcare and which ffer a wide variety f medical-related services. Patients attending the existing health-care related businesses lcated within the same cmmercial cmplex will be able t cnveniently take advantage f the prpsed pharmacy. The applicant advises that the prpsed pharmacy will nt dispense methadne. The prpsed pharmacy will cater t the needs f geriatric patients. These services will cmplement the services and prducts ffered by the ther medical establishments within the same cmmercial cmplex. Staff Cmments: The prpsed pharmacy will ccupy a relatively small flr area (apprximately 111 square metres / 1,200 sq. ft.) within a larger multi-tenant building and will dispense a brad range f pharmaceuticals and geriatric prducts. One existing drug stre (the Medicine Shppe) is lcated within 400 metres (1/4 mile) f the prpsed pharmacy. The existing cmmercial cmplex cntains a variety f healthcare-related businesses.
