1 East Hempfield Twnship Develpment Services Department SALDO PLAN AND SWM PLAN SUBMISSION REQUIREMENTS ** The Twnship strngly encurages predevelpment meetings fr all prpsed develpments and prjects. ** Twnship Staff will schedule INITALLY SUBMITTED PLANS fr the Planning Cmmissin and Bard agenda accrding t the East Hempfield Plan Submissin Schedule, attached as Appendix A. Twnship Staff will schedule Plans fr the Planning Cmmissin review and Bard actin WHEN ALL TECHNICAL ISSUES ARE RESOLVED as utlined and cvered in the Twnship Engineer reviews. It shall be the sle discretin f Twnship Staff, based n cnsultatin with the Twnship Engineer, in determining the exact date t place a prject/plan n an agenda. Fr initial submissin f all sketch, preliminary, and final plans, all applicatins must be accmpanied by: 1 set f full-size (24 X 36 ) paper prints, flded (unless flding is impractical) 1 digital cpy (CD/DVD/prtable drive/electrnic submissin via with PDF s f all submitted dcuments Cmpleted applicatin frm with all required signatures Written requests fr all required waivers/mdificatins A transmittal letter/frm explaining the prject and listing all submitted dcuments Prper applicatin fee Prper plan review (engineering) escrw fee EXCEPT FOR SKETCH PLANS, WHICH THE TOWNSHIP ENGINEER DOES NOT REVIEW, the applicant must submit an electrnic/digital cpy DIRECTLY t the Twnship Engineer, David Miller/Assciates Inc. All plans (LDP, Subdivisin, and SWM) must receive Zning Hearing Bard (ZHB) apprval prir t Planning Cmmissin review. 2 East Hempfield Twnship All PLAN RESUBMISSIONS shall fllw the East Hempfield Twnship Plan Submissin Schedule (Attachment A), shall be in a digital frmat, and must include: A transmittal letter/frm explaining what the prject is and listing all submitted dcuments transmittal frm must cnfirm delivery/submissin t Twnship Engineer and Twnship Traffic Engineer PDF s f all submitted dcuments Any additinal applicatin fees and/r plan review escrw fees as required All resubmissins t the Twnship Engineer and Twnship Traffic Engineer shall be in digital frmat, and the Directr f Develpment Services must be cpied n all crrespndence with the Twnship Engineers. FINAL PLAN APPROVAL Twnship Staff WILL NOT schedule Final Plans fr Bard apprval r cnditinal apprval until all assciated and related dcuments are als ready fr Bard apprval. Twnship Staff shall schedule all prject apprvals fr the same Bard meeting, and apprvals may include but nt limited t the fllwing: Cnditinal Final Plan apprval Cnditin Apprval r Apprval f mdificatin requests Cnditinal Apprval r Apprval f the MOU and Financial Security Agreement (Develper s Agreement) Establishment f Financial Security fr Public & SWM imprvements (if applicable) Cnditinal Apprval r Apprval f SWM O&M agreement Fllwing Bard cnditinal apprval f LDPs r Subdivisin plans: The applicant must sign the apprval letter and return t us as per the directins n the letter The applicant must submit the required financial security in a frmat acceptable t the Twnship The applicant must address any and all cnditins f Bard apprval The applicant is required t recrd the plans at the Lancaster Cunty Recrder f Deeds. **The Bard typically signs all dcuments after regular meetings, s staff must receive signed, sealed, and certified plans, and partially executed (signed by the applicant and witnessed and/r ntarized as required) agreements prir t the start f Bard meetings. Twnship staff cannt guarantee Bard executin and authrizatin f any plans and dcuments n the same night. ** (the Bard neither apprves SWM Plans nr signs the SWM Plans) ** The Directr f Develpment Services must receive tw (2) cpies f signed, sealed, and certified plans, and tw (2) cpies f riginal, partially-executed (signed by the applicant and witnessed and/r ntarized as required) fr Bard executin and authrizatin. ** ** Unless prir apprval is btained frm the Twnship, ALL pages are t be recrded. ** The Twnship must receive a paper cpy and a digital (PDF) cpy f all recrded dcuments nce recrding f all dcuments (Final Plans, agreements, etc.) is cmplete. 2 P a g e 1700 Nissley Rad ~ P.O. 3 East Hempfield Twnship STORMWATER MANAGEMENT PLANS Applicant shall fllw the initial plan submittal and plan resubmittal prcedures fr LDPs and Subdivisin Plans (REFERENCED ABOVE) Twnship staff review all SWM plans fr cmpliance with the Twnship s Zning Ordinance. Any SWM Plan failing t cmply with the Twnship Zning Ordinance must receive ZHB apprval prir t Twnship apprval. The Bard apprves the establishment f financial security and apprves the peratins and maintenance (O&M) agreements in the same manner as established fr Final LDPs and Subdivisin Plans. The Develpment Services Directr shall apprve SWM plans nce the Twnship receives the required financial security, the required SWM Permit fee and the required SWM Inspectin Fee (a separate check fr each fee), receives an riginal, hard-cpy and a digital cpy f the recrded SWM O&M agreement, t include the recding receipt, and receives the Twnship Engineer s review letter, signifying the applicant sufficiently addressed all staff and engineer cmments, t include Zning Hearing Bard (ZHB). THE PERMIT REVIEW AND APPROVAL PROCESS IS SEPARATE FROM THE SWM PLAN REVIEW AND APPROVAL PROCESS. The applicant must file the apprpriate Twnship Permit applicatin (Residential r Cmmercial Permit Applicatin) t the Twnship Zning Officer and/r the Twnship Building Cde Official (BCO) fr review and apprval. The applicant may receive the applicable zning and/r building permits nly after the Develpment Services Directr apprves and signs the SWM plan. ADDITIONAL REQUIREMENTS AND GENERAL PROCEDURAL INFORMATION All requests fr meetings with the Twnship Engineer shall be scheduled with the Twnship s Develpment Services Directr. The Develpment Services Directr must be cpied n all crrespndence with the Twnship Engineer. It is the APPLICANT S RESPONSIBILITY t submit written requests t the Twnship t reduce r t release a prject s financial security in accrdance with the PA MPC. Twnship Staff will nt accept r act n any verbal requests t release/reduce a prject s financial security. The Twnship must receive recrded, as-built plans, as reviewed and apprved by the Twnship Engineer, t release any remaining financial security nce a prject is cmplete, r as needed. Applicant, his/her agent, r representative shall submit ne (1) paper cpy f the as-built plans and ne (1) digital (PDF) versin f the as-built plans via CD/DVD/prtable drive/electrnic submissin via t the Twnship, and ne (1) digital (PDF & CADD) t the Twnship Engineer (DM/A). ** THE TOWNSHIP SHALL RETAIN A MINIMUM OF 10% OF THE ESTABLISHED FINANCIAL SECURITY UNTIL IT RECEIVES THE RECORDED, AS-BUILT PLAN. ** ** TOWNSHIP STAFF MAY AMEND OR REVISE ANY REQUIREMENTS AS NEEDED ** ** ALL PAPER PLAN SETS (SALDO OR SWM) SHALL BE 24 X 36 IN SIZE (ARCH D). ** 3 P a g e 1700 Nissley Rad ~ P.O.
