The CAPER summarizes hw Cmmunity Develpment Blck Grant (CDBG) funds were used t reach the gals and bjectives listed in the Cnslidated Plan during the CDBG prgram year. A public cmment perid n the CAPER was held frm April 22, 2016 t May 9, 2016, which was annunced in the Nrthglenn-Thrntn Sentinel n April 21, This public hearing is being held per the Citizen Participatin Plan and 24 CFR (d) and (e). RECOMMENDATIONS: Staff recmmends Alternative N. 1, t apprve the reslutin authrizing the submissin f the 2015 CAPER t HUD. The CAPER is a required reprt fr entitlement cmmunities that receive HUD funds. It reprts n the use f the funds nly and des nt need any further actin except its submittal t HUD. BUDGET/STAFF IMPLICATIONS: Nne. ALTERNATIVES: 1. Apprve submissin f the 2015 CAPER t HUD as is. 2. Request revisins t the CAPER prir t the submittal t HUD. The full reprt can be fund n the City website n the Neighbrhd Services pages The 2015 reprt includes prjects funded in 2015, as well as thse frm 2013 and 2014 that were started r cmpleted during the prgram year. This reprt must be submitted t HUD by May 27, During the 2015 prgram year 100 percent f the CDBG funds were used t benefit lw and mderate incme Thrntn residents. This exceeds HUD s requirement that at least 70 percent f the funds directly benefit lw and mderate incme individuals.

2 Page 2 The fllwing accmplishments were achieved during the 2015 prgram year, which ran March 1, 2015 t February 29, 2016: Brthers Redevelpment Inc., in partnership with the City, ffered a zer percent interest hme repair lan fr lw-incme Thrntn hmewners wh need t make large scale repairs t address health, safety r accessibility issues in their hmes. Eight peple applied fr the prgram and ne hmewner received a lan. A few f the peple wh applied did nt pursue the lan since they were cncerned with r unable t make regular mnthly payments. The City and Brthers evaluated and revised the prgram t allw hmewners wh are under 60 percent area median incme t qualify fr a deferred lan. The Help fr Hmes prgram prvided free minr hme repairs t 36 lw and mderate incme residents: 64 percent f these residents had a disability and 86 percent were 55 years r lder. In 2014, CDBG funds were used t install slar panels n Clinica Family Health Services Thrntn facility. The slar panels helped save the agency nearly $4,300 in energy csts in The amunt saved n energy csts helped subsidize a full year s health care fr five patients. During the 2015 prgram year the agency served 5,697 peple at the Thrntn clinic. Clrad Husing Assistance Crpratin (CHAC) used their matching funds t prvide dwn payment and clsing cst assistance t nine lw and mderate incme hmewners. Cmmunity Resurces and Husing Develpment Crpratin (CRHDC) sld the last f the seven previusly freclsed and vacant hmes the agency purchased and renvated. The City wrked t identify drainage issues and infrastructure needs that result frm the Schl Tributary draining int a lw-incme residential area. The study is scheduled t be cmplete the summer f The City began using the new Americans with Disabilities Act (ADA) accessible bus that was purchased t prvide transprtatin fr senirs wanting t take part in activities and prgrams thrugh the Senir Center. T date, 136 senirs have utilized the bus, f which 10 percent identified themselves as disabled. The City partnered with tw HUD certified husing agencies, CHAC and CRHDC. The agencies hsted eight hmebuyer wrkshps, which were attended by 350 peple. The City prvided the lcatin and advertised the wrkshps via flyers and the City s website. The City hsted tw energy efficiency wrkshps, which were attended by 14 peple. Neighbrhd Services partnered with the Water Resurces Divisin t prvide infrmatin n resurces and rebates available t Thrntn Water custmers, and prvide ideas n landscaping and ther imprvements that can reduce water usage in the hme. The City wrked with the Office f Fair Husing and Equal Opprtunity t update the City Cde language n grup hmes in rder t cmply with the Fair Husing Act. The 2015 CAPER was prepared in accrdance with HUD regulatins. Any cmments made during this public hearing and the public cmment perid will be recrded in the CAPER. As f this date, n public cmments have been received. HISTORY: July 24, 2015: HUD apprved the City f Thrntn s Cnslidated Plan and 2015 Annual Actin Plan, which identified the prjects the City planned t fund with that year s CDBG award.

The City cntinued t wrk diligently t cmplete prject that were funded under the Cnslidated Plan. During the 2015 prgram year the fllwing accmplishments were achieved: Ninety percent f the prjects identified in the Cnslidated Plan have been cmpleted as f the end f the 2014 prgram year and almst ninety-fur percent f the funds received by the City between 2010 and 2014 have been expended. 6 R E S O L U T I O N A RESOLUTION AUTHORIZING THE SUBMISSION OF THE CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT FOR THE 2015 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM YEAR. WHEREAS, the City elected t becme an entitlement jurisdictin beginning in 2010 pursuant t City Cuncil Reslutin C.D. N adpted n May 26, 2009; and WHEREAS, the U.S. Department f Husing and Urban Develpment (HUD) requires Cmmunity Develpment Blck Grant (CDBG) entitlement jurisdictins t submit a Cnslidated Annual Perfrmance and Evaluatin Reprt (CAPER) fr each prgram year and have a Citizen Participatin Plan available fr residents; and WHEREAS, the CAPER prvides infrmatin t HUD and Thrntn residents abut the year s accmplishments and hw the prjects helped t meet the gals and bjectives in the Cnslidated Plan; and WHEREAS, the City has prepared this dcument in accrdance with HUD regulatins, including hlding a public cmment perid, and a public hearing fr the purpse f receiving cmments n the CAPER.
