The Prvince released its Five Year Review f Husing and Hmelessness Plans - A Guide fr Ontari Service Managers (the Guide) at the end f April. This Guide prvides the Prvincial expectatins fr this required five year review including the majr cntent areas that must be assessed and included. Since the prvincial Guide was nly recently published, staff have nt yet develped a full strategy fr this update which will require a significant amunt f cntent review, analysis and public cnsultatin. Staff want t ensure that the Cmmittee is a fully engaged partner in this update prcess and have identified a list f majr issues and areas f emphasis fr the Cmmittee t cnsider prviding review, input and guidance n t staff and any cnsultant eventually hired. It is expected a reprt will be prvided t the Cmmittee at its next meeting, utlining in full detail the wrk plan and strategy fr the full update prcess and dates fr the Cmmittee t be aware f s that the five year review can be cmpleted by the spring f Recmmendatin: This reprt is fr infrmatin purpses nly. 33

While the Act is specific that it is up t the Service Manager t review and amend its plan as it cnsiders necessary r advisable, the Ministry f Husing (MHO) has prduced a Guide t prvide a framewrk f prvincial expectatins fr this five year review (). In 2016, the MHO released the Plicy Statement: Service Manager Husing and Hmelessness Plans t update the 2011 Ontari Husing Plicy Statement. This Plicy Statement prvides the basis fr the Guide. At a minimum, the Service Manager is required t write a reprt t the Ministry n changes made t any Plan shwing cnfrmity with this Plicy Statement. Climate Change and Envirnmental Sustainability Majr Plicy Areas Needing Cnsideratin in the Review as Identified by Staff The fllwing items are plicy areas which staff have identified were either nt fully addressed in the existing 10-Year Plan, r where circumstances have changed in the past five years and shuld nw be cnsidered in the Plan: 1. End f Operating Agreements A majr study was cmpleted n the impact f the End f Operating Agreements since adptin f the 10-Year Plan. The findings f this study need t be included r referenced in the update and directin prvided. 2. Lw Vacancy Rate After many years f psitive prgress n the vacancy rate, in 2017 the vacancy rate saw histric lws nce again. This is a majr factr affecting affrdability and ecnmic develpment in the city which requires cnsideratin. 3. Cmpatibility with New and Updated Official Plans The City f Kingstn, Cunty f Frntenac, Twnship f Suth Frntenac and the Twnship f Nrth Frntenac have all adpted new r updated Official Plans since the 10-Year Plan was apprved and it is imprtant that these plans are in alignment with the 10-Year Plan. 4. Supprtive and Transitinal Husing There is a general cnsensus amngst scial husing prviders and ther cmmunity agencies that there is nt enugh supprtive husing t be able t meet demand 35

Changes have been made t legislatin permitting a brader range f transitinal husing types since the 10-Year Plan was adpted. 5. Inclusinary Zning The 10-Year Plan includes numerus recmmendatins related t Inclusinary Zning which is nw permitted under the Planning Act. City Planning staff will be prviding further infrmatin t Cuncil n this new legislatin and the requirements f this new legislatin in Overflw Shelter Optins and Slutins This is an area that has undergne significant scrutiny since the 10-Year Plan was apprved as shelters have clsed due t reduced demand and the success f the Plan. Slutins and intentins were; hwever, reviewed extensively in 2017 by the Cmmittee and recmmendatins put int place. Husing and Hmelessness Cmmittee Invlvement in the 5 Year Review Nw that the Prvincial Guide has been released, staff will be develping a cmprehensive prcess and plan t review and update the 10-Year Plan by the spring f This plan will identify a public engagement strategy as well as a detailed wrk plan t meet the prvincial requirements. Since the Cmmittee is nly meeting n a quarterly basis, and fllwing the discussin frm the last Cmmittee meeting, this reprt is intended t intrduce the majr tpic areas that staff expect t address in the five year review and t determine the Cmmittees interest in each. This will be used t infrm the Department s detailed wrk plan t prperly address these majr tpics f interest and t ensure the Cmmittee is prperly engaged in this five year review. Husing Services Act, 2011 FIVE-YEAR REVIEW OF HOUSING AND HOMELESSNESS PLANS A GUIDE FOR ONTARIO SERVICE MANAGERS INTRODUCTION The develpment f Service Manager Husing and Hmelessness Plans prvides an pprtunity t engage the brader cmmunity, assess lcal needs and pririties and identify ptential strategies t achieve utcmes. Planning is a cmplex and intricate prcess, which is undertaken at a pint in time. It is imprtant t acknwledge that plans are develped in an envirnment f change and uncertainty. Nnetheless, there is value in the planning prcess and in updating Husing and Hmelessness Plans t reflect the changing envirnment. Updating Husing and Hmelessness Plans ffers an pprtunity fr municipalities t reflect n, t plan and t try t imprve a system f husing and hmelessness that will lead t better utcmes fr Ontarians. HOUSING AND HOMELESSNESS PLANS Under the Husing Services Act, 2011 (HSA), Service Managers 1 are required t have a 10-year Husing and Hmelessness Plan (thereafter referred t as plan ) which addresses matters f prvincial interest and is cnsistent with plicy statements issued under the HSA. T prvide plicy cntext and directin t Service Managers t supprt the develpment f lcally relevant plans, the Ministry f Husing (the Ministry/MHO) released the Ontari Husing Plicy Statement in August Ontari municipalities have service delivery respnsibility fr mst husing prgrams thrugh 47 Service Managers. This includes: Cnslidated Municipal Service Managers typically reginal gvernments, cunties, r separated cities. District Scial Service Administratin Bards special agencies created by the prvince and given the funding and administrative respnsibilities fr nrthern Ontari regins, including lwer tier and unrganized territries. 3 40

9 Lcal plans were initially develped by Service Managers in cnsultatin with lcal cmmunity members and service prviders and came int effect n January 1, The HSA stipulates that, at least nce every five years, Service Managers must review their plans and make amendments as necessary r advisable. As initial plans were required t be apprved n r befre January 1, 2014, Service Managers must initiate the five-year review f their plans by January 1, As part f the review prcess, Service Managers need t prvide a written reprt f their review t the Ministry. If, as part f the review, a Service Manager determines it necessary t amend their plan, cnsultatins with the public and the Minister need t take place befre a revised plan can be apprved by the Service Manager. 2 In 2016, the MHO released the Plicy Statement: Service Manager Husing and Hmelessness Plans t update the 2011 Ontari Husing Plicy Statement. The revised plicy statement aligns prvincial pririties with the 2016 update t the Lng-Term Affrdable Husing Strategy. Service Managers must ensure their plan is cnsistent with the revised plicy statement ( Husing and Hmelessness Plans play a critical functin in setting ut hw Service Managers are addressing husing and hmelessness lcally, including husing affrdability, crdinatin f hmelessness and related supprt services, and hmelessness preventin. The five-year review prcess ffers an pprtunity fr Service Managers t ensure that plans cntinue t reflect lcal cntext regarding husing and hmelessness and align with the HSA and the revised plicy statement. 2 Frm the HSA, 2011: 9 A service manager may amend its apprved husing and hmelessness plan, either after a review under sectin 10 [Peridic Review] r at any ther time, and sectins 7 and 8 apply, with necessary mdificatins, t the amendment. 2011, c. 6, Sched. 1, s. 9. 12 PURPOSE OF THIS GUIDE This Guide prvides suggestins and resurces t supprt Service Managers t cmplete the five-year review f their plans. This Guide has been develped t: Help Service Managers align their plans with the updated plicy statement Prvide Service Managers with helpful tls (checklist and templates) Imprve measurement f prgress n prvincial pririties, including the updated Lng-Term Affrdable Husing Strategy cmmitment t end chrnic hmelessness by 2025 Increase cnsistency and rigur in plans Supprt cntinuus imprvement and evidence-infrmed decisin-making Accrding t the HSA, Husing and Hmelessness Plans need t include the fllwing: 1. An assessment f current and future husing needs within the Service Manager s service area (Assessment); 2. Objectives and targets relating t husing needs (Objectives and Targets); 3. A descriptin f the measures prpsed t meet the bjectives and targets (Planning); and 4. 18 THE PLAN MUST INCLUDE: An assessment f current and future husing needs within the service manager s service area. Husing Services Act, 2011 I. ASSESSMENT The five-year review prcess is an pprtunity t cnsider if any substantial changes have taken place in the lcal cntext since the initial assessment f current and future husing needs, particularly in relatin t lcal demgraphic and ecnmic changes, and in alignment with the new plicy directins. SUGGESTIONS FOR THE REVIEW PROCESS: Cnsider the needs f all husehlds acrss the husing cntinuum (i.e. frm husehlds currently experiencing hmelessness t husehlds residing in wned market husing) when undertaking the assessment f current and future husing need. Assessments shuld be infrmed by an understanding f the anticipated cmpsitin f husehlds and their characteristics (i.e. size, age f ccupants, incme, family vs. nnfamily husehlds) t recgnize the husing characteristics (i.e. number f bedrms, affrdability) required t meet the needs f current and future husehlds. Cnsider the results f lcal hmeless enumeratin and describe hw the findings will be used t infrm lcal hmelessness plicies and prgrams. Assessment shuld examine lcal ecnmic cnditins and husing affrdability. T ensure cnsistency acrss different plicy and planning framewrks, the same infrmatin shuld be used t infrm Husing and Hmelessness Plans, husing strategies under the Grwth Plan, 2017 and Official Plans Census 2016 data frm Statistics Canada and updated data frm Canada Mrtgage and Husing Crpratin (CMHC) can be used t infrm up-t-date lcal needs assessment. Municipal land use planning dcuments prvide the framewrk fr where new grwth and husing will be accmmdated within municipalities. By incrprating these cnsideratins int the assessment f husing need, Service Managers, wrking with municipal land use planning departments, can ensure there is a cmmn understanding f hw the lcatin and characteristics f husing may shift ver the lng term, as well as hw t leverage and align existing prgrams and planning already undertaken t meet husing need

19 Municipal backgrund studies that identify lcal r reginal husing needs ver the shrt and lng term may als be f use t Service Managers. Such studies may include, but are nt limited t: vacant residential land supply, building supply, availability f sewer and water services (capacity) t accmmdate new develpment etc. These studies may als identify affrdability-related issues, and therefre culd be used as backgrund fr the requirement fr a target fr affrdable husing. Assessing Husing Need within the Greater Glden Hrseshe The Grwth Plan fr the Greater Glden Hrseshe, 2017 prvides directin t municipalities fr planning fr grwth in a way that builds mre cmpact, cmplete cmmunities with a diverse range f husing ptins that better cnnect transit t where peple live and wrk. Upper- and single-tier municipalities are required t update their fficial plans t cnfrm t the Grwth Plan, 2017 by July 1, The Plan requires that upper- and single-tier municipalities develp a husing strategy t supprt the achievement f Plan plicies. Sub-sectin f the Grwth Plan utlines the specific requirements related t planning fr husing, including the develpment f a husing strategy that will identify a diverse range and mix f husing ptins and densities t meet prjected needs f current and future residents and establishing targets fr affrdable wnership husing and rental husing. The need fr alignment between husing strategies and Husing and Hmelessness Plans is articulated in bth the Grwth Plan and the revised plicy statement. OBJECTIVES, TARGETS AND ACHIEVEMENT Service Managers have the flexibility t determine hw and where t fcus lcal prgramming, leading t variatin acrss the prvince in terms f the types and variety f prgrams delivered. Althugh each Service Manager may have unique lcal bjectives and measurable targets, prgrams acrss all Service Managers shuld be leading t reduced hmelessness and imprved husing utcmes fr Ontarians. During the review, Service Managers shuld clsely examine whether the bjectives and targets that were set in their initial plan cntinue t accurately address current husing needs r whether they need t be updated, given the cntext f changing external and internal factrs, the current husing and hmelessness prgrams and lcal husing plicies and/r initiatives. As stipulated in the HSA, the Plan als needs t articulate hw Service Managers will measure prgress and achievement f the stated bjectives (r desired husing utcmes) and targets identified in the plan. In accrdance with what is articulated in the plan, Service Managers then submit annual prgress 16 53

22 updates n their plans thrugh Annual Reprts t the Ministry. The revised plicy statement als requires that Service Managers reprt publicly n their plan. Many Service Managers had identified lcal utcmes as part f develping bjectives, targets and measures as part f their initial plans; hwever, these utcmes varied acrss Service Managers making it difficult t track prgress n husing and hmeless bjectives acrss the prvince. Rather than requiring each Service Manager t cllect data n these cmmn prvincial utcmes, the ministry is develping a prvincial husehld survey, with supprt frm a subcmmittee f Service Managers, which plans t cllect data n these utcmes cnsistently acrss the prvince. SUGGESTIONS FOR THE REVIEW PROCESS: Review the bjectives and targets identified in the initial plans and assess if new bjectives r targets need t be added, particularly t align plans OUTPUTS VS. OUTCOMES Outputs are direct prducts f prgram activities. This culd include the types f services delivered by a prgram r the number f peple served. Setting targets invlves knwing where yu are nw (using baseline data), what yu are trying t achieve, and determining the extent f imprvement needed t get there Indicatrs shuld be S.M.A.R.T.: Specific: what yu plan t achieve is clear Measurable: there is a way t determine whether yu have achieved it Achievable: realistic and attainable Relevant: aligns with gals Time-bund: timeframe is specified fr when results are expected t be achieved Since it is imprtant that the annual reprts include prgress made n the achievement f the stated bjectives, and in relatin t the 18 55

This template is meant t prvide a cnsistent frmat fr reprting n prgress f the plans based n the bjectives and targets articulated in the plan. Please nte that the template is nt intended t replace Service Mangers annual reprting frmat, rather t supplement hw prgress is reprted given that frmats vary acrss Service Managers. As part f annual reprting n the plans, Service Managers shuld incrprate any relevant cmmunity and stakehlder feedback n their prgress twards plan bjectives and targets, including any relevant recmmendatins and cmments, as they relate t gals, utcmes and measures. In terms f identifying and cmpleting cntent fr Table 1, Service Managers already currently reprt n several data elements (utput measures) using the Service Manager Annual Infrmatin Return (SMAIR) and the Grants Ontari Slutin (GOS). These utputs are listed in Table 2, by prgram. When establishing targets and measures fr their plan bjectives, Service Managers can utilize utputs frm existing reprting requirements that are relevant t tracking prgress n the bjective at hand. Using this apprach, prgress twards identified targets in the plans can be tracked using existing data cllected. Fr example (see Table 1), if the plan has an bjective f imprving husing stability, a CHPI utcme indicatr that captures the number f husehlds that have mved frm emergency shelter t lng-term husing culd be used as a measure f imprving husing stability. A target culd include the number f husehlds the Service Manager anticipates assisting t mve frm emergency shelter t lng-term husing within a year. In their initial plans, a number f Service Managers had identified lcal bjectives (utcmes). Service Managers culd revise r retain these initial lcal utcmes, identify relevant measures and targets, and reprt prgress n them as part f their annual reprting n the plans using the frmat prvided in Appendix 2. Using lcal knwledge f hmelessness ppulatins and, in particular, the results f lcal hmelessness enumeratin, Service Managers shuld determine hw best t meet the needs f peple experiencing chrnic hmelessness, as well as yuth and Indigenus peples, again, as apprpriate t the lcal cntext. Plicy and prgram respnses shuld be tailred t the unique needs f each ppulatin. Engagement with Indigenus partners is vital t ensure that respnses are culturally apprpriate and trauma infrmed.
