1 NATIONAL DATA SERVICE (NDS) AND NATIONAL DATA SERVICES CONSORTIUM (NDSC) ELEMENTS OF AN INTERIM CHARTER Preamble This interim charter is designed t prvide guidance fr the peratins f the Natinal Data Service (NDS) and the Natinal Data Services Cnsrtium (NDSC) during the initial develpment and launch phases. As an emerging netwrk f individuals, rganizatins, and cnsrtia, this charter is designed t signal the shared visin f success and define a prcess where cmmunicatin, crdinatin, and decisin making are specified n an emergent basis, t match the requirements fr the wrk taking place. A key feature f this apprach is that elements f the NDS and NDSC have flexibility in structuring their peratins prvided they address key functinal requirements as specified in this dcument. In this sense, NDS and NDSC are emplying an experimental, cntinuus learning apprach t the scial structure, cmplementary t cntinuus learning with the technlgy. This is a living dcument that can be adjusted by a majrity f the NDS Steering Cmmittee, in cnsultatin with the NDSC general membership. Overarching Visin A successful Natinal Data Services Cnsrtium (NDSC) will advance the frntiers f discvery and innvatin by enabling pen sharing f data and increase cllabratin within and acrss fields and disciplines. Success will be achieved thrugh crdinated and cncentrated effrts, develping an pen envirnment f federated, interperable, and integrated natinal- scale services. Researchers, schlars and plicy makers, teams and large cllabratins will prvide guidance t NDS and NDS will help them t efficiently, cnveniently, securely, and sustainably stre, curate, share, publish, access, discver, verify, attribute, visualize, and perate n f all frms f schlarly and research data. Interim Specificatin f Membership, Cmmunicatins, Crdinatin, and Decisin Making During the current launch phase there are six primary types f activities fr which perating guidelines need t be prvided fr membership and fr ensuring effective cmmunicatin, crdinatin and decisin- making. These are: The NDS Cnsrtium The NDS Steering Cmmittee The NDS Executive Directr, Prject Manager, and Operatins Team The Architecture and Infrastructure Develpment Teams The Dmain Crdinating Cmmittees Current Pilt Prjects In develpment are tw additinal elements NDS Share and NDS Labs. 1

2 The degree f specificatin will vary fr these elements s that nly the minimum critical structure is specified n mre and n less. Als, the specificatin may vary between the tw current develpment teams and the tw current crdinating cmmittees, as well as amng the fur current pilt prjects. As new types f activities are added, additinal perating guidelines will be specified. The aim is t experiment and add t the structure n a pull basis, respnsive t the evlving scpe f activities. Template fr Interim Operatins In the sprit f agile develpment and innvatin, the steering cmmittee, peratins team, develpment teams, crdinating cmmittees, and wrking grups all have flexibility t specify their peratins as apprpriate fr their wrk. In general, hwever, such specificatins shuld include the fllwing: Purpse/missin Overall structure and cmpsitin Frequency and lcatin f meetings (including virtual) Decisin- making (e.g. cnsensus, vting, etc.) Mechanisms and cmmitments fr inclusin, transparency, cmmunicatins, and dcumentatin Intended duratin (e.g. nging r with target cmpletin date) Deliverables A template will be prvided t a each f these entities in rder t have their perating specificatins in a cnsistent frmat. NDS Cnsrtium At present, the cnsrtium is defined as current and past participants in NDS wrkshps. An interim membership cmmittee will be frmed t develp categries f membership (fr example, these culd be individual, rganizatinal, and cnsrtia members) with a specified value prpsitin assciated with the specified categries f membership, alng with an applicatin prcess. There may be an pt in frm f membership that is generally pen, s lng as peple r rganizatins indicate alignment with NDS Visin, gals, and bjectives the aim is t be bradly inclusive, but t als ensure cnstructive engagement and verall prgress. The rles and respnsibilities f the NDS Cnsrtium include: Cnstructive engagement in advancing the NDS visin, gals, and bjectives Transparency and inclusiveness in decisin making Apprpriate balance between deliberatin and actin Agile apprach t existing and new technlgies Apprpriate balance between general purpse services and discipline/cmmunity- specific services Apprpriate balance between security and penness Integrating innvatin in scial systems with innvatin in technical systems Overarching cmmitment t creating value and mitigating harm The many types f stakehlders relevant t the NDS are spelled ut at the end f this dcument. 2

3 NDS Steering Cmmittee The interim steering cmmittee will cntinue t guide NDS with respect t: Cmmunicating the shared visin Crdinating pilt prjects Clarifying relatins amng cnsrtia and acrss stakehlders Enabling develpment f grant prpsals Supprting crdinating cmmittees Cnvening meetings Cmmunicating prgress The cmpsitin f the interim steering cmmittee presently includes the NDS interim executive directr, the NDS interim prject manager, the chairs r c- chairs f the interim develpment teams, the chairs r c- chairs f the interim crdinating cmmittees, and an apprpriately diverse representatin f stakehlder types. An interim membership cmmittee will be tasked with defining the cmpsitin f the regular (nn- interim) steering cmmittee. Then, nce NDS cnsrtium membership is defined, the first general assembly meeting f the membership will be presented with the prpsed cmpsitin fr apprval ideally n a cnsensus basis, with a 2/3 vte if a vte is needed. Then the first steering cmmittee members will be elected fr the designated rles. The rles and respnsibilities f the steering cmmittee will cntinue as utlined abve fr the interim steering cmmittee, with additinal rles and respnsibilities t be specified as the need emerges. The NDS Executive Directr, Prject Manager, and Operatins Team The NDS interim executive directr, interim prject manager, and interim peratins team are respnsible fr the daily peratins f the Natinal Data Service, perating with directin and pririties frm the NDS steering cmmittee. Since these individuals are perating based n cntributed resurces, the scpe f their wrk is defined in cnsultatin with the rganizatin(s) cvering their salary and benefits. Once NDS has its wn funding, the steering cmmittee and these individuals will jintly assess their cntinuatin in these rles and additinal staffing decisins cmmensurate with funding and peratinal requirements. The Architecture and Infrastructure Develpment Teams The NDS Architecture Develpment Team is respnsible fr the develpment and evlutin f the layered architecture needed fr service delivery. The steering cmmittee prvides check and balance n strategic pririties set by this team. The NDS Infrastructure Develpment Team is respnsible fr the develpment and peratins f the technlgy infrastructure needed fr service delivery. This team is respnsible fr utilizing existing tls and technlgies where available and apprpriate, as well as establishing pilt prjects t address gaps where there are nt adequate tls and technlgies. The steering cmmittee prvides check and balance n strategic pririties set by this team. Decisin- making and cmmunicatin within each develpment team is t be structured based n what is functinal fr that team. Develpment teams are required t prvide a brief statement f their perating guidelines bth as essential infrmatin fr thers and as input int the identificatin f leading practices fr cmmunicatin and decisin- making. 3

4 The Dmain Crdinating Cmmittees The dmain crdinating cmmittees are respnsible fr the specificatin f user requirements in their dmain and the engagement f the brader dmain cmmunity. At present there are MDF and an Astrnmy crdinating cmmittees. These crdinating cmmittees wrk with the architecture and infrastructure develpment teams t specify tls and services that are general purpse and thse that are discipline/cmmunity- specific. Decisin- making and cmmunicatin within each crdinating cmmittee is t be structured based n what is functinal fr that cmmittee. Crdinating cmmittees are required t prvide a brief statement f their perating guidelines bth as essential infrmatin fr thers and as input int the identificatin f leading practices fr cmmunicatin and decisin- making. Pilt Prjects The pilt prjects prvide fcused develpment f new tls and services, integratin f existing tls and services, and wire- frame r mre advanced demnstratins f capability. Decisin- making and cmmunicatin within each pilt prject is t be structured based n what is functinal fr that pilt prject. Pilt prjects are required t prvide a brief statement f their perating guidelines bth as essential infrmatin fr thers and as input int the identificatin f leading practices fr cmmunicatin and decisin- making.
