2 Natinal Paramedic Re-banding update 1. PURPOSE/AIM 1.1 This paper infrms the Trust Bard f the prgress t date and the implementatin plan t meet the natinal milestnes fr the paramedic re-banding and assciated training plans. 1.2 The Trust Bard is asked t nte the cntents f the reprt and be assured f the prgress made against the natinal milestnes as set ut in the letter frm NHSI/NHSE frm December 2017 (appendix 1) and the implementatin plan and actins in place t achieve these (appendix 2). 2. BACKGROUND/CONTEXT 2.1 On 8 th December 2016 the new jb prfile fr all Paramedics was agreed by NHS Staff Cuncil in cnjunctin with NHS Emplyers. This re-banded all Paramedics frm Agenda fr Change pay band 5 t pay band 6. This agreement has becme knwn as Paramedic Re-banding. 2.2 The agreement, which was jintly decided by NHS Emplyers, the Department f Health, ambulance unins, the Assciatin f Ambulance Chief Executives, NHS England and NHS Imprvement is in recgnitin f the additinal respnsibilities and knwledge needed by paramedics t carry ut increasingly cmplex clinical wrk. 2.3 The natinal agreement is split int tw sectins, and delivery f bth sectins is required in rder fr the requisite funding t be released t the Trust. The first sectin included managing the matching and assimilatin f current Paramedics n t the new Band 6 jb prfile, implementing the NQP (Newly Qualified Paramedic) cncept, cnducting a natinal (and lcal) Training Needs Analysis and drafting a detailed plan fr the training needed. The Trust achieved all the requirements f the first sectin f the agreement, and the first part f the funding was released. Fr YAS this was 1,883,000 in 2017/ Sectin tw f the natinal agreement fcusses n the cmpetencies f paramedics. Ambulance Trusts must make sure that by end f March 2020 all paramedics will meet the minimum threshld criteria t wrk as a paramedic t the new natinally agreed jb descriptin and hence deliver n the bjectives f the Urgent and Emergency Care Review (UECR). 2.5 Sectin tw has been further detailed thrugh milestnes / key deliverables set ut in a letter frm NHSI/NHSE sent t the Trust in December 2017 (appendix 1). These include the detailed training plan t be agreed and implemented frm 1 st April 2018 and the cntinuus implementatin f this delivery f the skill-gap training with sme n track percentages fr planned and accepted and trained as detailed thrugh half-yearly milestnes frm 31 st March st March The Bard can be assured that prgress has been made n the delivery f the natinal agreement. We are n track which is detailed in sectin 3 f this paper. Page 2 f 5
3 2.7 With regards t the self-assessment/pdp prcess we have deplyed the necessary resurces within the YAS Academy and acrss the Trust wrking in true partnership acrss directrates and with staff side representatives. We have achieved a very high level f engagement with the prcess thrugh a mix f right measures f push thrugh management tiers and staff side supprt and adequate cmmunicatin t ur Paramedics fr them t understand the necessity f their psitive engagement and t ensure a win-win utcme fr all stakehlders. 3. PROGRESS UPDATE SECTION 2 OF THE PARAMEDIC RE-BANDING 3.1 The key deliverables are utlined in the letter frm NHSI/NHSE (appendix 1). We are asked t submit a mnthly (end f mnth) Prgress Reprt t NHSI (appendix 3). This reprt prvides the high level assurance f ur prgress. Belw are utlined in mre detail hw we are prgressing twards meeting the first milestnes which has the 31 st March 2018 as their deadline. Actins / Key deliverables Prgress Update By 31 st March 2018 (as f 16 th March 2018) Nn-cnveyance CQUIN incrprated int cntracts fr 2018/19 Trusts ready t start implementatin f the natinal B6 jb descriptin Onging delivery f the NQP Cnslidatin f Learning prgramme and SOPs Detailed training plans t be agreed and implemented frm 1 April 2018, based n an assessment f each individual paramedic's training needs In prgress / n track Training plan in place fr wrst case scenari f 200 Paramedics needing the skill-gap training rlled ut ver next 2 years Planned as 20 chrts f 10 learners; can easily be scaled up and dwn if necessary Identificatin f thse in need f skill-gap training thrugh self-assessment and PDP prcess Self-assessment cmpletin (16/3): 93.25% This is 1,340 f 1,437 which include permanent and bank staff Cmpletin update is cmmunicated n a daily basis t all relevant managers (including Deputy Directr f Ops and the Divisinal Cmmanders) with detailed breakdwn Apprximately 1% are nt cntactable Lng Term Sickness and similar. They will be remved frm the figures at the end f March and their selfassessment / PDP prcess will be included in their Return T Wrk when they return Detailed training plan will be in place ready fr implementatin frm 1 st April 2018 (see 3.4 and 3.5 belw) Page 3 f 5
4 3.2 The actin r key deliverable titled Detailed training plans t be agreed and implemented frm 1 April 2018, based n an assessment f each individual paramedic's training needs is further unflded in the Prgress Reprt spreadsheet with an additinal actin added t it, which is PDP fr each paramedic fr implementatin n 1 April By April 2018 all Paramedics wuld have agreed a Persnal Develpment Plan (PDP) describing their training and develpment needs, with the aim that by April 2019 all training requirements will have been planned and accepted, and this training will be cmpleted by April The Trust has develped a cncept (f up t 6 days) that includes classrm based training, nline learning and self-directed learning with supervisry supprt. The detailed training plan has already been planned fr delivery ver the next tw years n a wrst case scenari basis f 200 Paramedics ptentially needing this skill-gap training. This has been planned as 20 chrts f 10 learners and can be scaled up and dwn if necessary. The agreed peratinal impact and abstractin csting was detailed fr 200 staff acrss the 2 years. 3.5 By end f March 2018 the self-assessment prcess needs t be cmplete. We knw that apprximately 1% f staff are uncntactable due t Lng Term Sickness and similar. Fr thse and any ther paramedic that we may nt have had the feedback frm, we will per default assume that they need all 6 days f the skill-gap training package and then scale dwn if it turns ut they need less r nthing nce we manage t d the assessment and PDP prcess (e.g. as part f Return T Wrk prcesses). This way we will achieve 100% - and a final detailed training plan that might then be adjusted slightly. 3.6 The self-assessment and PDP apprach has been agreed natinally acrss the Ambulance sectr and detailed thrugh NENAS (Natinal Educatin Netwrk fr Ambulance Services). A YAS-ified self-assessment tl was develped and rlled ut (paper based as well as nline) aligned t the natinal arrangements. All selfassessments and skill-gap PDPs are being captured electrnically. This will assist the Trust in evidencing the prcess, the utcme and the further prgressin f implementatin. 3.7 One f the key deliverables frm the letter (appendix 1) is nt included in the spreadsheet fr prgress update reprting (appendix 3): Onging delivery f the NQP Cnslidatin f Learning prgramme and SOPs including Clinical Validatin (remte clinical decisin making supprt). This is implemented and cntinuusly delivered in A&E Operatins with supprt frm Clinical Directrate and YAS Academy. T give a mre cmplete verview this is included in the table abve. 4. PARAMEDIC RE-BANDING RELATED FUNDING AND RISK 4.1 Fr YAS, the nn-delivery f implementatin f the sectin 2 f the Paramedic rebanding agreement will mean a ptential lss f funding fr the pay uplift f 1,547,000 in 2018/19. 5 4.2 A strategic and financial risk (1048) has been added t the Crprate Risk Register with the fllwing wrding: IF the paramedic band 6 Jb Descriptin skills requirement upskill training plan is nt in place fr thse paramedics that qualified pre-2008 (r have nt dne the IHCD mdule J r equivalent) by April 2018 THEN YAS will nt meet the develpment planning requirement frm NHSI RESULTING IN ptential fr the 1.54M funding attached nt being released t the Trust 4.3 The risk is nw lw as the training plan is in place as per abve. Hwever, the cntinued delivery f milestnes (appendix 1) will infrm the release f prtins f the funding, ptentially mnthly r quarterly (t be cnfirmed), and hence the risk f lss f sme funding is ptentially there up until the end f this sectin 2 f the Paramedic re-banding agreement which is end f March Our training plan includes a gd level f resilience, s we fresee n challenges arund delivery. 5. NEXT STEPS 5.1 The Paramedic Re-banding Grup will mnitr and gvern the cntinued implementatin aligned t the prject implementatin plan (appendix 2) infrmed by the natinal requirements (appendix 1 and 3). This grup is chaired by the Directr f Wrkfrce and OD and has strng representatin frm YAS Academy, HR, Clinical Directrate, A&E Operatins and Staff Side (all 3 unins with Paramedic members). 5.2 The grup will agree the detailed cntent and assessment scpe f the skill-gap training package fr thse Paramedics wh d nt meet the minimum threshld cmpetence criteria against the new Paramedic rle (the band 6 jb descriptin). 6. RECOMMENDATIONS 6.1 The purpse f this paper was t infrm the Trust Bard f the prgress made t date against the key deliverables required frm NHSI/NHSE with regards t the secnd sectin f the Paramedic re-banding agreement fr the Trust t meet the natinal milestnes. 6.2 It is recmmended that the Trust Bard 1.
