Shuld the bidder partner with anther institutin t deliver the services described in these Terms f Reference, it is expected that the partner institutin als jins the CTC Netwrk. 1 BACKGROUND INFORMATION The Climate Technlgy Centre and Netwrk (CTCN) is the peratinal arm f the United Natins Framewrk Cnventin n Climate Change (UNFCCC) Technlgy Mechanism and hsted by the United Natins Envirnment Prgramme (UNEP) in cllabratin with the United Natins Industrial Develpment Organizatin (UNIDO) and supprted by 11 partner institutins with expertise in climate technlgies. The missin f the CTCN is t prmte accelerated deplyment and transfer f climate technlgies at the request f develping cuntries fr energy-efficient, lw-carbn and climate-resilient develpment. These requests fr Technical Assistance (TA) are being submitted t the CTCN by the Natinal Designated Entity (NDE) f the respective cuntry. The scpe f services under these Terms f Reference shall be executed based n a restricted slicitatin prcess where nly accepted Members f the CTC Netwrk, are eligible t submit prpsals. 2 2 CONTEXT OF THE ASSIGMENT United Natins Industrial Develpment Organizatin The Ecnmic Cmmunity f West African States (ECOWAS) Centre fr Renewable Energy and Energy Efficiency (ECREEE) tgether with the guidance and cntributins frm the Ministries f Energy, the 15 ECOWAS Member States develped the ECOWAS Prgramme n Gender Mainstreaming in Energy Access (ECOW-GEN 2013). It was established against the backgrund that wmen s ptential in the energy sectr was underutilized and that empwering wmen and men t make significant cntributins is necessary fr the achievement f Universal Energy Access, in line with glbal initiatives: Sustainable Energy fr All (SE4ALL) and Sustainable Develpment Gals (SDGs). Building n this, the ECOWAS Member States, thrugh the Energy Ministries, represented by ECREEE, are develping a Reginal Prject n Mainstreaming Gender fr a Climate Resilient Energy System in ECOWAS. The purpse f this reginal prject is t develp and harness the capacity f the regin s ppulatin (i.e. plicy makers, entrepreneurs, prject develpers, etc.) t adpt and implement a gender-respnsive apprach t imprve energy access, and strengthen the regin s energy sectr capacity in reducing carbn emissins and better respnding t climate change impacts. 3 OBJECTIVE OF THE CONTRACT The purpse f this technical assistance is t supprt ECOWAS Member States t achieve their universal energy access gals and ambitins thrugh integratin f gender inclusive features in climate resilient energy plicies and practice. The specific fcus f this cntract is n strengthening capacity t peratinalize the ECOWAS Plicy fr Gender Mainstreaming in Energy Access that was adpted in This sets ut the curse f actin and principles, t ensure that wmen and men benefit equally in the regin s energy interventins. One f the Plicy s bjectives is t, Ensure that all energy plicies, prgrammes and initiatives, including large energy infrastructure and investment, are nn-discriminatry, gender-inclusive, gender-balanced, and directed twards addressing inequalities, particularly energy pverty, differentially affecting men and wmen in the regin. The trainings prpsed will bring tgether energy and gender experts frm the Ministries f Energy in the ECOWAS regin as well as Sustainable Energy rganizatins frm each f the ECOWAS Member States. Scpe and Activities f the Prpsed Cntracted Services The Cntractr is expected t undertake the fllwing line f activities: Output 1: Capacity building - Mainstreaming Gender fr a climate resilient energy system in ECOWAS A capacity needs assessment will be carried ut in the ECOWAS regin based n the current state-f-play f gender mainstreaming in sustainable energy related prjects, prducts and services. Based n the results btained, training wrkshps will be develped and delivered t targeted grups frm each f the ECOWAS cuntries (Benin, Burkina Fas, Cape Verde, Gambia, Ghana, Guinea, Guinea-Bissau, Ivry Cast, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Lene and Tg). 3 United Natins Industrial Develpment Organizatin Activity 1.1 Capacity needs assessment This activity will help t determine gaps in capacity which wuld then be addressed in the trainings. Undertake stakehlder mapping f varius institutins with links t energy, gender and climate change (starting frm plicy making institutins t village level institutins/netwrks invlved in energy prjects, prducts and services); Assess capacity needs f key stakehlders/institutins in all the 15 ECOWAS cuntries n different levels f influence thrugh review f selected existing prjects and surveys; Take a review f the existing capacity building prgrammes n energy and gender (such as reginal training prgrammes f the ECOWAS Centre fr Renewable Energy and Energy Efficiency (ECREEE), ECOWAS Gender Develpment Centre (EGDC) and ther capacity building prgrammes n gender and energy s that the training cntents and assessment tls t be develped d nt duplicate what already exist at the reginal and natinal level but instead cmplement and upscale them. Activity 1.2 Training wrkshps This activity fcuses n delivering trainings t the stakehlders f each cuntry. A training wrkshp f 3 days will be rganized (tentatively in Accra, Ghana; r Dakar, Senegal) fcusing n gender mainstreaming in clean energy interventins; frm plicy making, managing staff, prjects implementatin, investment prmtin t entrepreneurship r manufacturing. The characteristics f the trainings t be develped are the fllwing: Duratin: T be imparted during a 3 day-training; Place: tentatively in Ghana r Senegal (cntractr t decide depending n lgistics and budget); Participants: Tw types f trainings t be develped fr tw differentiated audiences: - Gender Fcal Units within the Energy Ministries (15 participants), wh are in charge f develping and implementing gender plicies in the respective cuntries. - Selected Organizatins that wrk within the Energy and Climate Change field (30 participants, 2 per cuntry). The cntractr will select ne rganizatin frm each ECOWAS Member State (see selectin criteria belw). The cntractr will develp a strategy fr them t replicate the trainings in their respective cuntries thrughut the year; ECREEE will hand-hld an encurage them t pursue the replicatins. Frmat: - The wrkshp fr the selected rganizatins will be a train-the-trainers, fcusing n gender mainstreaming in all phases f energy prjects. The starting pint f this training will be the intrductin f gender inclusive develpment and its imprtance, leading t a full understanding f the prvisins and implicatins f the ECOWAS Plicy fr Gender Mainstreaming in Energy Access, with practical guidelines that they can easily apply and disseminate; Page 3 f 6

4 United Natins Industrial Develpment Organizatin - The training t the Gender Fcal Units f the Ministries will fcus n enabling them t establish functinal gender fcal units and equip them with the skills t implement the ECOWAS Plicy fr Gender Mainstreaming in Energy Access in their respective cuntries; - Bth trainings will run in parallel during the 3-day-training, having sme specific mdules, sme cmmn parts and a retr-feeding effect that will benefit ne the ther. The respnsibilities f the Cntractr include: - Develpment f the training cntent and material preparatin (printing, etc.) as well as imparting the training; - Wrkshp Agenda t be shared with ECREEE 4 weeks befre the training; - Decisin f hst cuntry and venue arrangement; - Selectin f 1 Organizatin frm each ECOWAS Member State t participate in the wrkshp (in cnsultatin with EGDC, ECREEE and the Gender Fcal Units in the Energy Ministries). The rganizatins must be well psitined within the sustainable energy field (preferably prject implementers) in the respective cuntry and must have the means and human capacities t disseminate the knwledge by replicating the wrkshp; - Arrangement f flights and accmmdatin f training participants (45 participants in ttal); - Wrkshp minutes t be taken and shared with ECREEE 2 weeks after its finalizatin; - Any ther lgistical issue related t the wrkshps; - Cnduct the trainings; Deliverable 1: Develpment f bth trainings n gender mainstreaming in energy and climate change related interventins based n the results f the capacity needs assessment; Deliverable 2: Training t the Gender Fcal Units f the Ministries; Deliverable 3: Train-the-trainers t selected rganizatins invlved in energy prjects and climate change mitigatin and adaptatin; Activity 1.3: Training evaluatin and capacity building prgrams Based n the utputs frm the capacity needs assessment, this activity aims at the develpment f an evaluatin framewrk fr the trainings: Specific tls and guidance ntes related t gender mainstreaming, leading t the develpment f a mnitring and evaluatin framewrk fr gender mainstreaming in climate change; Indicatrs fr identifying success in mainstreaming gender int prject activities; Evaluatin f the trainings accrding t the evaluatin framewrk and methdlgies develped. 5 Deliverable 4: Trainings perfrmance is evaluated. United Natins Industrial Develpment Organizatin Output 2: Please nte that this cntract des nt include the services required in the apprved Respnse Plan under Output 2. Thrughut all activities the cntractr is asked t ensure gender equality bth in terms f invlvement f wmen in the activities as well as the utcmes and impacts f the activities. This has t be explicitly reflected in the budget and implementatin plan. The cntractr will furthermre be asked t regularly reprt prgress t the CTCN and natinal stakehlders based n previusly agreed milestnes. 4 GENERAL TIME SCHEDULE AND ACTIVITY/DELIVERY PLAN The activities under this cntract shuld be cmpleted within a perid f six (6) mnths frm the cntract signature. The prpsed plan fr implementatin f activities and deliveries: Output 1 Activity 1.1 Activity 1.2 Deliverable 1 Deliverable 2 Deliverable 3 Activity 1.3 Deliverable 4 Mnths All draft and final deliveries are subject t apprval frm the CTCN Climate Technlgy Manager befre these can be cncluded. 5 PERSONNEL IN THE FIELD (PROFESSIONAL EXPERIENCE AND QUALIFICATIONS) The Cntractr is expected t prvide the services f a team that shuld ideally cmprise the fllwing cmpetencies: Experience with and understanding f sustainable energy systems and its key market drivers; Practical experience with gender mainstreaming; Track recrd in develping capacity building curricula and delivering training t varius stakehlders; Understanding and experience with the needs and limitatins develping cuntries are facing in this regard (link between sustainable energy and gender); Page 5 f 6

6 United Natins Industrial Develpment Organizatin Experience with leading technical assistance prjects in develping cuntries, including M&E reprting and budget supervisin; Strng cmmunicatin and rganizatinal skills; Wrking experience in ECOWAS cuntries is preferred fr all f the abve items; Having natinal experts as part f the implementatin team is required; The CVs f the respective experts assigned t this assignment by the Cntractr must be prvided. 6 LANGUAGE REQUIREMENTS The wrking languages fr the purpses f this assessment are English and French, thus an excellent cmmand f bth is required fr the prpsed persnnel. Knwledge f Prtuguese wuld be an added value. Fr the engagement with the CTCN English will be the main language. All final deliverables must be submitted in English with selected sectins subsequently translated t French by the Cntractr. The training material ught t be prepared in the language (French r English) f the targeted audience. All delivered dcuments must be f such a quality, s that n further editing shall be required.
