2 SECTION 1 INTRODUCTION This sectin prvides an intrductin t the preparatin f the Twnship f Brick Fld Management Plan. 1.1 BACKGROUND The Twnship f Brick is vulnerable t flding and has experienced devastating lsses ver the years. The Twnship has develped this Fld Management Plan t identify the Twnship's knwn fld prblem areas; establish gals, bjectives, plicies and implementatin prgrams t reduce flding and fld-related hazards; and t ensure the natural and beneficial functins f the fldplains are prtected. The Twnship has experienced devastating lsses ver the years. Since January 1978, residents have submitted $255,852,114 in fld insurance claims (Federal Emergency Management Agency [FEMA] NFIP Statistics, 2015). Due t these high lsses and the impact f recent severe strm and flding events, the Twnship intends t apply fr the Natinal Fld Insurance (NFIP) Cmmunity Rating System (CRS) as a way t help strengthen fldplain management in the Twnship and t reduce fld insurance premiums fr residents. The Twnship f Brick participated in in the 2014 Ocean Cunty Hazard Mitigatin Plan, but based n the fld histry f the Twnship and recent majr flding events, the Twnship supprted the develpment f a twnship-specific Fld Management Plan t mre clearly address reducing its fld vulnerability. The Twnship has prepared this Fld Management Plan as an up-t-date tl fr fld preparedness and fld hazard mitigatin. Elements and strategies in this plan were selected because they meet varius state r federal prgram requirements as well as the needs f Twnship f Brick and its citizens. This plan identifies resurces, infrmatin, and strategies fr reducing risk frm fld hazards. It will help guide and crdinate mitigatin activities. The plan was develped t meet the fllwing bjectives: Meet the needs f Twnship f Brick as well as state and federal requirements. Meet planning requirements allwing the Twnship t jin CRS with an enhanced classificatin. Crdinate existing plans and prgrams s that high-pririty initiatives and prjects t mitigate pssible disaster impacts are funded and implemented. Create a linkage between the Fld Management Plan and ther established lcal, Cunty, and reginal plans t ensure the Twnship, Ocean Cunty, and ther reginal entities can wrk tgether in achieving successful mitigatin. All citizens, businesses, and visitrs f the Twnship f Brick are the ultimate beneficiaries f this plan. Participatin in develpment f the plan by key stakehlders helped ensure that utcmes will be mutually beneficial. The plan s gals and recmmendatins can lay grundwrk fr the develpment and implementatin f lcal mitigatin activities and partnerships CRS Origins Hazard Mitigatin is any sustained actin taken t reduce r eliminate the lng term risk and effects that can result frm specific hazards. FEMA defines the Cmmunity Rating System as a prgram develped by FEMA t prvide incentives fr thse cmmunities in the Regular Prgram that have gne beynd the minimum fldplain management requirements t develp extra measures t prvide prtectin frm flding. The NFIP prvides federally backed fld insurance t encurage cmmunities t enact and enfrce fldplain regulatins. The NFIP's CRS was implemented in 1990 as a mechanism fr recgnizing and encuraging cmmunity fldplain management activities that exceed the minimum NFIP standards. The Natinal Fld Insurance Refrm Act f 1994 cdified the CRS in the NFIP. Under the CRS, fld insurance premium rates Fld Management Plan Twnship f Brick, New Jersey 1-1

3 are adjusted t reflect the reduced fld risk resulting frm cmmunity activities that meet the three gals f the CRS: (1) reduce fld lsses; (2) facilitate accurate insurance rating; and (3) prmte the awareness f fld insurance. There are 10 CRS classes: class 1 requires the mst credit pints and gives the largest premium reductin; class 10 receives n premium reductin. A cmmunity that des nt apply fr the CRS r that des nt btain the minimum number f credit pints is a class 10 cmmunity. The CRS recgnizes 18 creditable activities, rganized under fur categries numbered 300 thrugh 600: Public Infrmatin, Mapping and Regulatins, Fld Damage Reductin, and Fld Preparedness (An Evaluatin f the Natinal Fld Insurance Prgram s Cmmunity Rating System, Federal Emergency Management Agency, Octber 1998). The Twnship f Brick is a Categry 10 cmmunity (additinally, it als has mre than 110 prperties n the updated list f repetitive lss prperties). As a Categry 10 cmmunity, in rder fr the Twnship f Brick t jin the CRS prgram, it must be in full cmpliance with the NFIP and then submit an applicatin fr the CRS prgram. The Twnship must have adpted this Plan in rder t receive credit fr the Plan nce the Twnship is accepted int the prgram. Enrlling in the CRS prgram will help the Twnship receive a reductin in fld insurance premium fr perfrming activities that reduce the impacts f flding. This will be a huge benefit t Twnship residents, as there are currently 4,220 plicies in-frce, with an annual ttal premium f $4,275,299 (FEMA NFIP Statistics, 2015). Jining the CRS prgram will als encurage the Twn t carry ut fld mitigatin actins n a regular basis Organizatins Invlved in the Mitigatin Planning Effrt The Twnship f Brick intends t implement this Plan with the participatin f its varius departments, rganizatins and gverning bdy, as well as by crdinating with relevant Federal and state entities. Crdinatin helps t ensure that stakehlders have established cmmunicatin channels and relatinships necessary t supprt mitigatin planning and mitigatin actins included in Sectin Multiple Agency Supprt fr Hazard Mitigatin Primary respnsibility fr the develpment and implementatin f mitigatin strategies and plicies lies with lcal gvernments. Hwever, lcal gvernments are nt alne; varius partners and resurces at the reginal, state and federal levels are available t assist cmmunities in the develpment and implementatin f mitigatin strategies. Within the State f New Jersey, the New Jersey Department f Envirnmental Prtectin (NJDEP) and the New Jersey Office f Emergency Management (NJOEM) prvided hazard mitigatin planning assistance t the Twnship. Additinal input and supprt fr this planning effrt was btained frm a range f agencies and thrugh public invlvement (as discussed in Sectin 3). Oversight fr the preparatin f this plan was prvided by the Planning Cmmittee, which includes representatives frm: Brick Twnship Cuncil Brick Twnship Department f Public Wrks Brick Twnship Engineer/Fldplain Administratr Brick Twnship Office f Land Use and Planning Brick Twnship Planning Bard Fld Management Plan Twnship f Brick, New Jersey 1-2

Additinally the Brick Twnship Cnstructin Cde Official (f the Building Department) is respnsible fr enfrcing cdes within the Twn limits. Finally, the fldplain administratr is ne and the same with the Twnship Engineer and prvides versight fr all fldplain related issues. In additin, a representative frm FEMA attended cmmittee meetings as available and cntributed t the public discussin and a member f the press attended selected cmmittee and public meetings and supprted the disseminatin f infrmatin n the planning prcess t the public. This Fld Management Plan was prepared in accrdance with the fllwing regulatins and guidance: 44 Cde f Federal Regulatins part Fld Management Plan Develpment in accrdance with the Natinal Fld Insurance Act f 1968 (42 U.S.C. 4104c et seq. CRS Crdinatr s Manual (FIA-15/2013) DMA 2000 (Public Law , Octber 30, 2000). 44 Cde f Federal Regulatins (CFR) Parts 201 and 206 (including: Feb. 26, 2002, Oct. 1, 2002, Oct. 28, 2003, and Sept. 13, 2004 Interim Final Rules). FEMA Mitigatin Planning Hw-t Series (FEMA thrugh 4, 2002), available at: GUIDELINES FOR FLOOD PLANNING The first pririty fr this plan is t benefit the citizens f the Twnship f Brick by prviding the greatest pssible prtectin against the hazard psed by ptential flding. In additin, the plan has been develped t fllw as clsely as feasible the guidelines fr fld planning presented by FEMA fr CRS prgram credits. 1.3 CRS STEPS FOR COMPREHENSIVE FLOOD MANAGEMENT PLAN Develping a cmprehensive fld management plan is amng the activities that earn CRS credits tward reduced fld insurance rates. T earn CRS credit fr a fld management plan, the cmmunity s prcess fr develping the plan must include at least ne item frm each f 10 steps (see Appendix B fr details): Planning prcess steps: Step 1, Organize Step 2, Invlve the public Fld Management Plan Twnship f Brick, New Jersey 1-3

5 Step 3, Crdinate Risk assessment steps: Step 4, Assess the hazard Step 5, Assess the prblem Mitigatin strategy steps: Step 6, Set gals Step 7, Review pssible activities Step 8, Draft an actin plan Plan maintenance steps: Step 9, Adpt the plan Step 10, Implement, evaluate and revise. 1.4 IMPLEMENTATION OF THE PLANNING PROCESS T supprt the planning prcess t develp this Fld Management Plan (FMP), the Twnship f Brick has accmplished the fllwing: Develped a FMP Cmmittee Prfiled the Fld Hazard Estimated the inventry at risk and ptential lsses frm fld hazards Perfrm a cmprehensive review f mitigatin alternatives Develped mitigatin actins and gals that address the varius hazards that impact the area Develped mitigatin plan maintenance prcedures t be executed after adptin f plan. T address the requirements f CRS and better understand their ptential vulnerability t and lsses assciated with hazards f cncern, the Twnship f Brick used the Hazards U.S. Multi-Hazard (HAZUS-MH) sftware package (discussed in greater detail later in this Plan) supplemented by lcal data, as feasible, t supprt the risk assessment and vulnerability evaluatin. HAZUS-MH assesses risk and estimates ptential lsses fr natural hazards. It prduces utputs that will assist state and lcal gvernments, cmmunities, and the private sectr in implementing emergency respnse, recvery, and mitigatin prgrams, including the develpment f FMPs. As required by CRS, the planning prcess has engaged the public thrughut prviding pprtunities fr public cmment and input. In additin, numerus agencies and stakehlders have participated as cre r supprt members, prviding input and expertise thrughut the planning prcess. This Fld Management Plan dcuments the prcess and utcmes f the Twnship's effrts. Additinal infrmatin n the planning prcess is included in Sectin 3, Planning Prcess. Dcumentatin that the prerequisites fr plan apprval have been met is included in Sectin 2, Plan Adptin Benefits f Mitigatin Planning The planning prcess will help prepare citizens and gvernment agencies t better respnd when disasters ccur. Als, mitigatin planning allws the Twnship t remain eligible fr mitigatin grant funding fr mitigatin prjects that will reduce the impact f future disaster events. 6 An increased understanding f fld hazards faced by Twnship f Brick A mre sustainable and disaster-resistant cmmunity Financial savings thrugh partnerships that supprt planning and mitigatin effrts Fcused use f limited resurces n hazards that have the biggest impact n the cmmunity Reduced lng-term impacts and damages t human health and structures and reduced repair csts Benefits f Participating in the CRS The bjective f the CRS is t supprt the gals f the NFIP. T d this, the CRS prvides insurance premium rate discunts t plicy hlders in recgnitin that their cmmunities implement activities that wrk tward its three gals f reducing fld damage, supprting the insurance part f the NFIP, and pursuing a brad apprach t fldplain management. In this prcess, the cmmunity part f the CRS prgram includes state and reginal agencies and private rganizatins that supprt and assist city, cunty, and tribal gvernments that are participants in the NFIP. A clser lk at hw cmmunities can implement these three gals is as fllws: 1) Reduce fld damage t insurable prperty. Cmmunities are encuraged t map and prvide regulatry fld data fr all their fld hazards. The data shuld be used in their regulatry prgrams and shared with all users and inquirers. New buildings in mapped fldplains shuld be prtected frm the knwn lcal fld hazards, which may require setting standards higher than the minimum natinal criteria f the NFIP. Cmmunities are encuraged t reduce the expsure f existing buildings t fld damage, especially repetitive lss prperties. 2) Strengthen and supprt the insurance aspects f the NFIP. Cmmunities shuld encurage their residents t be aware f their fld risk and t purchase and maintain a fld insurance plicy t prtect themselves frm the financial impacts f flding. Cmmunities shuld als help make the prgram mre financially sund by implementing mapping and infrmatin prgrams that help t evaluate accurately the individual prperty risk fr fld insurance rating purpses, expand the plicy base, and reduce repetitive lsses. 3) Encurage a cmprehensive apprach t fldplain management. Insurable prperty is nt the nly fldplain management cncern f cmmunities, s the CRS recgnizes effrts that prtect lives; further public health, safety, and welfare; and prtect natural fldplain functins. The cmmunity staff shuld understand the physical and bilgical prcesses that frm and change fldplains and watersheds and take steps t deal with flding, ersin, habitat lss, water quality, and special fld-related hazards. Fldplain management prgrams need t prtect buildings, infrastructure, critical facilities, and natural functins and ensure that new develpment des nt cause adverse impacts n thers. A cmprehensive apprach uses all tls, including public infrmatin, planning, regulatry authrities, financial supprt, public wrks activities, and emergency management (CRS Crdinatr s Manual, FIA-15/2013). 1.5 HOW TO USE THIS PLAN This Fld Management Plan is rganized int the fllwing primary parts, which fllw the rganizatin f the CRS steps fr fldplain planning. Part 1 Planning Prcess and Prject Backgrund Sectin 1, Intrductin: Overview and summary f the Twnship f Brick Fld Management Plan Fld Management Plan Twnship f Brick, New Jersey 1-5

7 Sectin 2, Plan Adptin: Infrmatin regarding the adptin f the Plan by the Twnship f Brick Sectin 3, Planning Prcess: A descriptin f the Plan methdlgy and develpment prcess, FMP Cmmittee and stakehlder invlvement effrts, and a descriptin f hw this Plan will be incrprated int existing prgrams. Part 2 Risk Assessment Sectin 4, Twnship Prfile: An verview f the Twnship f Brick, including: (1) general infrmatin, (2) ppulatin and demgraphics, (3) general building stck inventry, (4) land use trends, (5) future grwth and develpment, and (6) critical facilities. Sectin 5, Risk Assessment: Dcumentatin f the hazard identificatin and ranking prcess, hazard prfiles, and results f the vulnerability assessment (estimates f the impact f hazard events n life, safety and health, general building stck, critical facilities, the ecnmy and future grwth and develpment). Descriptin f the status f lcal data and planned steps t imprve lcal data t supprt mitigatin planning. Part 3 Mitigatin Strategy Sectin 6, Mitigatin Strategy: Infrmatin regarding the missin statement, mitigatin gals, bjectives, capability assessment and mitigatin actin items identified by the Twnship in respnse t pririty hazards f cncern. Als under this sectin is a cmprehensive review f alternatives cnsidered with an emphasis n strengths, weaknesses, bstacles and pprtunities within the cmmunity. Part 4 Plan Maintenance Sectin 7, Plan Maintenance Prcedures: The system established by the Twnship f Brick t mnitr, evaluate, maintain and update the Plan. Each part includes elements identified in the CRS s 10 steps. These steps are ften cited within each subsectin t illustrate cmpliance with the requirement.
