3 CPM Implementatin Planning Guide OVERVIEW CPM Implementatin Planning: A Gal-Oriented Apprach All Califrnia Child Welfare agencies are implementing the Cre Practice Mdel (CPM) ver the next few years. Each cunty needs t assess what ways f ding business already supprt the CPM and what aspects f the CPM practice behavirs, leadership behavirs, and rganizatinal elements need t be launched r strengthened. This will lk different fr each cunty, given their lcatin, size, service ppulatin, and gals. As with any jurney, it is imprtant t begin with the end in mind. It starts with describing what will be happening when yur cunty reaches the next level f CPM implementatin, then wrking backwards t design what it will take t get there. Cllectively planning tward achieving this future state helps cunties strategically target their CPM implementatin effrts tward the gals the child welfare agency and its partners want t achieve. Guiding the Way thrugh CPM Implementatin While each cunty will create its wn pathway fr CPM implementatin, all cunties can fllw a prcess infrmed by Implementatin Science t develp and launch their specific Implementatin Plans. Research shws that by attending t key areas f capacity building Organizatinal Readiness, Wrkfrce Develpment, Engaged Partnerships, and Quality Imprvement the evidence-supprted practice f CPM is mre likely t take hld. This Guide is designed as a reference and instructin manual fr the jurney ahead. It features a 3-part prcess supplemented with easy-t-use tls and templates. Part #1: CPM Implementatin Snapsht: Where Are We Nw? Cunties can take a snapsht f their CPM Implementatin status using the CPM Implementatin Snapsht. Organized by tpic area, this assessment and analysis tl fcuses cunties n fur key capacities necessary fr active implementatin f CPM. The tl cncludes with a sectin fr cunties t scre and analyze their assessment findings, then identify implementatin pririties n which t fcus lcal planning effrts. Part #2: CPM Implementatin Plan: Where Are We Ging and Hw D We Get There? Cunties identify the changes the child welfare agency and its partners want t achieve by addressing the CPM implementatin pririties identified thrugh the Snapsht prcess. In ther wrds, each cunty asks themselves, What changes d we want t see happening in the near term related t each pririty? The CPM Implementatin Plan Template guides cunties thrugh the specifics f cnducting gal-riented actin planning. As a result, cunties create their wn pathway fr getting frm where they are nw t achieving their CPM implementatin bjectives. Part #3: CPM Implementatin Supprt: What Will Supprt Our Prgress? Cunties are encuraged t identify what kinds f supprts might help them carry ut their CPM Implementatin Plan. Emphasizing reginally based supprt, the CPM Implementatin Supprt Prcess guides cunties t crdinate their supprt needs thrugh their Reginal Training Academy using the tls and resurces generated by the Develpment Circles. 4 CPM Implementatin Planning Guide APPROACH By and Fr Directrs Cunty Child Welfare Directrs play a key leadership rle in preparing and supprting their peple and rganizatins fr CPM implementatin. As part f the CPM Directrs Institute, Directrs will g thrugh a sequence f rientatins, assessments and decisins, crdinated thrugh webinars, cnvenings and cunty team wrk t create a clear path tward launching r strengthening CPM in their lcatin. T ensure quality implementatin f CPM dwn the rad, Directrs are encuraged t begin r cntinue cultivating a lcal team f CWS leaders with the management authrity and functinal expertise t mve CPM implementatin frward in yur cunty. While these leadership teams may lk different acrss cunties, having ne wrking in cncert with the Directr thrughut implementatin is a key t success. A Supprted Prcess Thrughut the 3-part CPM implementatin planning prcess utlined abve, cunties will have access t a multifaceted supprt system. Sme supprts will be crdinated reginally. Others invlve cllabratin with peers r access t nline infrmatin. Overall, pprtunities fr cntinued learning and guidance create a slid supprt infrastructure n which cunties can rely as they prgress thrugh CPM implementatin. Sme have partnership agreements in place that uphld CPM engagement principles; ther cunties have lng-standing teaming appraches that reflect CPM practice behavirs; still thers are adapting recruitment effrts t better align jb expectatins with CPM. T identify what CPM capacities are already in place, which t incrprate next and which t priritize fr actin, it s critical fr each cunty t start with determining Where We Are Nw with respect t effectively supprting the use f CPM. The CPM Implementatin Snapsht serves this purpse. Designed t help cunties gauge the status f their CPM implementatin effrts, the Snapsht is rganized int fur dimensins f active implementatin familiar t Directrs frm the Develpment Circles: Organizatin and Leadership Wrkfrce Develpment Using Data fr Understanding and Imprvement Strengthening Partnerships fr System Change Cmpleting the Snapsht is a cllective prcess that nt nly brings CPM t the frefrnt f the rganizatin s attentin, but als creates a shared view f what prgress has already been made t put CPM int practice in yur lcatin. Survey data will be shared with the Reginal Training Academies and the Directrs Institute t ensure the supprt ffered is designed t address the needs identified. Relevant Resurces While each cunty s leadership team is ultimately respnsible fr cmpleting the Snapsht, cunties will determine fr themselves wh and hw many staff and ther stakehlders will be invlved. Sme may be invlved in the prcess f respnding t questins, while thers will help draw cnclusins frm the findings. The assessment will be mst effective if thse invited t participate in the Snapsht prcess are familiarized with the CPM values and behavirs befrehand. Where shuld yur cunty start? Wh is accuntable t shw prgress? Which vices influence decisins, and by when? The CPM Implementatin Plan Template (Plan) is designed t guide yur cunty thrugh the prcess f decisin-making arund specific actin items t reach yur unique implementatin pririties. Based n pririties identified in the Snapsht prcess, cunties chse a planning hrizn and match pririties with implementatin bjectives, actin steps, and timeframes. Tgether, these cmpnents frm a rad map fr mving cunties CPM effrts frward. Thrugh the planning prcess cunty teams make the fllwing key decisins: Which pririties are strategic t address first? What is ur timeframe? What changes d we want t see? What actin steps need t be taken? Wh is the respnsible leader r team? What is the target date fr mnitring prgress? What will supprt ur prgress? Fr example, if yur cunty s fcus is n training and caching as the next advancement f CPM, it wuld be imprtant t nt nly include prgram managers, but als training persnnel and supervisry representatives as cntributrs t crafting yur CPM Implementatin Plan. Develpment f a CPM Implementatin Plan cnsists f engaging yur leadership team r ther partners t prceed thrugh the fllwing steps: Step #1: Establish a CPM Implementatin Planning Team Identify and empwer a grup wh can develp yur cunty s CPM Implementatin Plan, guide the prcess, and versee executin f the Plan. Decide wh needs t be invlved in develping the Plan, rient them t the prcess, and identify apprpriate frums in which planning can ccur. The cnfiguratin f the planning grup can vary based n many factrs (e.g., cunty size, staffing, cmpeting demands, etc.). Whether an existing team is leveraged fr this purpse r a dedicated grup is frmed, include individuals wh will have versight respnsibility fr implementatin f CPM in yur lcatin. Frmulate and empwer the Team t cnduct efficient, effective decisin-making while prmting a transparent prcess infrmed by relevant feedback lps. Page 8

Accmplishing the range f tasks identified by each cunty will require vigilance and cmmitment, all f which can be upheld with cntinued learning and guidance ideally in cllabratin with peers and reinfrced thrugh a reginally crdinated system f supprt. A prpsed multi-faceted apprach t meeting the supprt needs f cunties t actively implement CPM is described belw. As with cunties, supprt resurces and capacities vary acrss the state. S, prcesses and activities t supprt cunty prgress in CPM implementatin planning will be flexible and c-created t best address identified needs. Supprting Cunties fr Succ ess N matter where a cunty is with its CPM Implementatin effrts frm just getting started t making prgress t being well underway it will be beneficial t access supprt alng the way. The range f supprt needs spans many tpics including help with CPM implementatin planning, internal capacity building, utilizing implementatin supprt tls, leading rganizatinal change, and mre. A shared cmmitment t CPM implementatin statewide is reinfrced thrugh the existing infrastructure that supprts prfessinal develpment, active implementatin and technical assistance fr Child Welfare Services thrugh CWDA, CFPIC, CalSWEC, and the Reginal Training Academies (RTAs).
