Public Present: 7 The first performance of the 10 th anniversary Celebration Concert Series, which showcases 10 performances of local Abbotsford talent, was held before the meeting. Amar Bari, Pianist performed "Etude in F Major No.6 by Mozkowski". This concert series was developed to celebrate the 10 th Anniversary of the City of Abbotsford. 1. CALL TO ORDER Mayor Reeves called the meeting to order at 1 :05 p.m. 2. ADOPTION OF MINUTES.1 Minutes of the Executive Committee meeting - September 19,2005 Moved by Councillor Gill, seconded by Councillor Harris, that the minutes of the Executive Committee meeting of Council, held September 19,2005, be adopted. E CARRIED.

Boshard, Kidney Foundation of BC - Fundraising Event on October 19 and 20,2005 ( ) The delegation of M. Boshard, Kidney Foundation of BC, to invite Council to its fundraising event on October 19 and 20,2005, was not in attendance. 4. BUSINESS OUT OF MINUTES.1 Gurdwara Temple Procession (September 4, 2005) - Update ( ) Moved by Councillor Harris, seconded by Councillor Gill, that Report No. ADM dated September 10, 2005 from the Manager, Corporate Planning, regarding the Gurdwara Temple Procession held September 4, 2005, be received. E CARRIED..2 Information Regarding the 2005 General Local Election ( ) Moved by Councillor Gibson, seconded by Councillor Ross, that Report No. ADM dated September 10, 2005, from the Manager, Corporate Planning and Manager, Administration, regarding the 2005 General Local Election, be received. E CARRIED.

There were no questions or comments. Moved by Councillor Beck, seconded by Councillor Gill, that Report No. ADM dated September 16, 2005, be received from the Public Safety Inspections Coordinator, and: (1) the corporate officer be directed to file a notice in the Land Title Office against the title of the following properties, in accordance with Section 57 of the Community Charter: Hillcrest Avenue; ; l.r. Abu-Ulba; and (2) the Mayor and Director of Administration and Corporate Planning be authorized to execute all documents related to this matter. E CARRIED..4 Erosion and Sediment Control ( ) 5. REPORTS Moved by Councillor Fast, seconded by Councillor Ross, that Report No. DEV dated September 13, 2005, from the Director, Development Services regarding erosion and sediment control, be received. E CARRIED. 5.1 ADMINISTRATION AND CORPORATE PLANNING.1 City'S Response to the Fuel Spill- September 28,2005 ( ) Moved by Councillor Gill, seconded by Councillor Gibson, that the verbal report by Assistant Fire Chief, Operations, regarding the City'S response to the recent fuel spill on September 28, 2005, be received. CARRIED.

There were no questions or comments. Moved by Councillor Beck, seconded by Councillor Harris, that Report No. ADM dated September 23, 2005, be received from the Public Safety Inspections Coordinator, and: (1) the corporate officer be directed to file a notice in the Land Title Office against the title of the following properties, in accordance with Section 57 of the Community Charter: Rockwell Drive; ; E. Ho; Melmar Avenue; ; L.T. Nguyen; 2160 Broadway Street; ; T. T. Nguyen and A.T. Ly; and (2) the Mayor and Director of Administration and Corporate Planning be authorized to execute all documents related to this matter. E CARRIED. 5.2 CORPORATE SERVICES.1 Property Tax Exemption ( ) Moved by Councillor Fast, seconded by Councillor Peary, that Report No. COR dated September 28, 2005, be received from the Director, Corporate Services, and Director, Parks, Recreation and Culture, and: (1) Bylaw No , cited as "Tax Exemption Bylaw No.1, 2006" and Bylaw No cited as "Tax Exemption Bylaw No.2, 2006", proceed for three readings at the next Regular meeting; (2) the requests for property tax exemption from British Columbia Society for the Prevention of Cruelty to Animals (BCSPCA), for property at Industrial Way; and the Abbotsford Alano Club, for property at 2584 Cyril Street, be denied; and (3) staff conduct an in-depth review of the organizations that receive permissive tax exemptions. E CARRIED.

5 held October 3, 2005, at 1 :05 p.m. in the Matsqui Centennial Auditorium Page 5 Councillor Beck declared a conflict of interest with this item, due to a family relationship, and was excused from the meeting at 1 :29 p.m..2 Fraser Valley Regional Library - Funding Formula ( IFVRL) Moved by Councillor Gibson, seconded by Councillor Gill, that Report No. COR dated September 28, 2005, from the Director, Corporate Services, regarding the Fraser Valley Regional Library funding formula, be received. E CARRIED. Councillor Beck rejoined the meeting at 1 :37 p.m.. 3 Abbotsford Downtown Revitalization Tax Exemption ( ) Moved by Councillor Beck, seconded by Councillor Harris, that Report No. COR dated September 28, 2005, be received from the Manager, Financial Services; and Bylaw No cited as "Abbotsford Downtown Revitalization Tax Exemption Bylaw, 2005, Amendment Bylaw No.1, 2005", proceed for three readings at the next Regular meeting of Council. E CARRIED.

6 0005G7 held October 3, 2005, at 1 :05 p.m. in the Matsgui Centennial Auditorium Page DEVELOPMENT SERVICES.1 Landmark Realty Properties Ltd., 2200 West Railway Street; OCP Amendment and Rezoning Application ( R04-043) Moved by Councillor Beck, seconded by Councillor Harris, that Report No. DEV dated September 27, 2005, be received from the Senior Planner, and: (1) the Official Community Plan consultation under Section 879 of the Local Government Act, to redesignate the subject lands to Community Commercial, be the Public Hearing on the bylaw amendment, with notice mailed to affected property owners and occupiers as would be the case for a zoning map amendment; (2) staff prepare and present an amendment to Abbotsford Official Community Plan, 1996, to redesignate the Landmark Realty Properties Ltd., property located at 2200 West Railway Street, from Secondary Business to Community Commercial; (3) staff prepare and present an amendment to rezone the Landmark Realty Properties Ltd., property located at 2200 West Railway Street from General Industrial Zone (12) to Community Commercial Zone (C3), to expand the existing building for a real estate office, when road dedication, access control covenant, and issues of funding for items not budgeted by the City are resolved; and (4) the Mayor and Director, Administration and Corporate Planning be authorized to execute all documents related to this matter. E CARRIED.
