The consultant provided an overview of the Open House held on November 20 at the Senior s Centre. Approximately 60 people attended. The format was a presentation providing a summary of what the OCP is and some of the high level policy statements. People were encouraged to go through the interactive display and post comments on a scale to their level of agreement with the policy direction. There were few surprises and support that the policies were moving in the right direction. Any issues raised had already been addressed within the OCP. Ms. Ho advised one new comment regarding advancing life saving ambulance service was received. The CAC felt emergency services had been adequately addressed. Action Ms. Ho to provide a summary listing of all the comments received. <220pm> Mr. Liggett and Councillor Ripley entered the meeting. 1.0 Call to Order Chair Emma Dressler advised the committee reached quorum and called the meeting to order at 220pm. Chapter 1 Where We Live Our Homes and Neighbourhoods Ms. Ho advised that all neighborhoods and planning areas are aligned and designated on Schedule A Neighborhoods and Planning Areas map. She noted that under section 1.A.1 Housing Affordability, the requirement for 1% designation to affordable housing for new developments requiring rezoning had inadvertently been deleted during the revision process. The Director of Planning advised this requirement is not included in any other bylaw and needs to be

The CAC discussed including a definition of what affordable housing is for the Fernie community in the OCP. Recommendation Moved by Kevin McIsaac Seconded by Kerri Wall THAT the requirement for 1% designation to affordable housing for new developments requiring rezoning be reinstituted in the updated OCP. <230pm> Simon Howse entered the meeting. CARRIED Mr. Howse suggested there were many other alternatives available to achieve affordable housing and they should be looked at. The CAC discussed the process followed at the time Council adopted the amendment to the OCP requiring the 1% designation. Council considered as much as 20% and looked at what other communities were doing. Ms. Ho advised it is standard within most OCP s to have such requirements. Mr. Lennox advised there is currently only one rezoning application this policy would be applicable to. Ms. Ho advised she would provide the section on Affordable Housing from Whistler s OCP for the CAC s information. Next Steps WCS will provide a newsletter update to be published on the city website, etc. The next steps are to finalize the last revisions and send the draft OCP to Council Committee of the Whole and agency referrals (Ministry of Transportation, etc.. Ms. Ho confirmed that Section 9.B.2 Highway Corridor includes a policy statement that protects the miner s homes on the highway. <329pm> Chair Dressler exited the meeting and alternate Chair McIsaac assumed the role of chair. The committee resumed discussions regarding affordable housing with the following suggestions put some responsibility for affordable housing on employers the OCP should not be, and is not, restrictive; there is flexibility allowed in the current language DCC bylaw cannot be waived per the Local Government Act; this may be reviewed and amended in future

Recommendation Moved by Keith Liggett Seconded by Kevin McIsaac THAT the following policy statement be included in the Affordable Housing section of the OCP Require all new medium and high density multi-family developments requiring a rezoning to create 1% affordable housing units, which could be built within the development or off-site.
