DISCLOSURE OF INTEREST Nil. DELEGATIONS AND PRESENTATIONS 1. Aquatarium Mr. Tony Barnes Mr. Barnes presented the Aquatarium's annual report to the Committee. A copy of Mr. Barnes presentation which was received after the agenda was published is attached to the minutes. Page 1 of 19

2 Finance, Administration & Operations Committee Minutes Tuesday, June 20, Request for Development Charge and Building Fees Waiver Mr. Michael Veenstra, Spring Valley Homes Ltd. Mr. Veenstra addressed the state of residential building activity and what is required to keep our industry from imploding. Mr. Joe Malovic also addressed the committee indicating that their development is also facing challenges and asked that building permit and development charges be waived. Mr. Veenstra indicated that Cornwall and Gananoque do not have development charges. The issue is due to the negative growth in Brockville. Mayor Henderson confirmed that Cornwall is implementing development charges at this time. A copy of Mr. Veenstra's presentation which was distributed at the meeting is attached to the minutes. Moved by: Councillor Fullarton THAT the correspondence from Michael Veenstra be received. CORRESPONDENCE & COMMUNICATIONS 1. Request for Declaration of Municipal Significance (Downtown Brockville) Moved by: Councillor Deery THAT Council approve the request from the Downtown Brockville to be held in Downtown Brockville August 19th, 2017 be declared as an event of Municipal Significance for the purpose of the issuance of Special Occasion Permits required by the Alcohol and Gaming Commission of Ontario (AGCO), subject to all necessary permits and approvals being obtained and compliance with all City of Brockville By-laws. 3 Finance, Administration & Operations Committee Minutes Tuesday, June 20, 2017 STAFF REPORTS Vacancy Rebate Program Review Moved by: Mayor Henderson THAT the City of Brockville provides the appropriate resolution to the Ministry indicating that the City will be opting out of the Vacancy Rebate Program at the end of Motion to Amend Moved by: Mayor Henderson, AS AMENDED ON A LATER VOTE THAT the residual funds from the elimination of the vacancy rebate program be applied to reduce the commercial and industrial ratios. The vote on the original motion, as amended, was now taken and the motion, as amended, was carried. Amended Motion Moved by: Mayor Henderson THAT the City of Brockville provides the appropriate resolution to the Ministry indicating that the City will be opting out of the Vacancy Rebate Program at the end of 2017; and THAT the residual funds from the elimination of the vacancy rebate program be applied to reduce the commercial and industrial ratios. (Halpenny Insurance) for the City s insurance policy for the period of July 1, 2017 to December 30, 2018 as received in the amount of $372,347 (excluding applicable P.S.T); Update on "Waste Free Ontario Act" Moved by: Councillor Fullarton THAT this report be accepted for information on the Waste Free Ontario Act Backflow Prevention By-law Moved by: Councillor Fullarton THAT Council authorize the enactment of a by-law to protect the City s drinking water system through the use of a backflow prevention by-law in the City of Brockville, as attached to staff report Page 4 of 19

5 Finance, Administration & Operations Committee Minutes Tuesday, June 20, Water Treatment Plant Backwash Water System Moved by: Councillor Deery THAT Council approvefunding in the amount of One Hundred and Fifty Thousand dollars ($150,000.00) for the design and construction of a backwash water system at the City s Water Treatment Plant; and THAT the funds in the amount $24, be allocated from a surplus in the 2014 Water Equipment/Construction Capital account ; and THAT the remaining funds be allocated from the Water Rate Long Term Capital Asset Reserve Routine Disclosure Policy Moved by: Councillor Blanchard THAT Council receive Staff Report , Routine Disclosure Policy, (Schedule A to Report ) for information; and THAT the Routine Disclosure Policy be implemented for the release of certain types of information without requiring a formal Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) request. 6 Finance, Administration & Operations Committee Minutes Tuesday, June 20, Hospital Financing Moved by: Councillor Fullarton THAT Council approves the financing requirement of the expansion of the Brockville General Hospital from the building permit and plumbing fees and development charges in the approximate amount of $325,000 and through the incremental increase to fiscal policy and arena reserves in each of 2018, 2019, 2020 and 2021 in the amount of $4,435,000. Motion to Amend Moved by: Mayor Henderson THAT the following be deleted from the motion: REFERRED ON A LATER VOTE "incremental increase to fiscal policy and arena reserves in each of 2018, 2019, 2020 and 2021 in the amount of $4,435,000"; and THAT the following be inserted: "use of existing Fiscal Policy funds and a planned incremental additions to Fiscal Policy reserve and an additional increase to the annual levy in the amount of 0.75% in each of the years 2018 and Motion to Refer Moved by: Councillor Blanchard THAT the decision on the financing method for the Hospital Redevelopment be referred to the 2018 Budget deliberations. Request for Information Report Building and Development Charge Statistics (Councillor Fullarton) Moved by: Councillor Fullarton THAT the Director of Finance is directed to prepare a report providing the following information: number of houses built during the five year development charge holiday number of houses built during the time since the holiday ended - effect in last 2 years on building starts revenue per year from development charges and related building fees community comparison - North Grenville/Leeds Grenville other municipal comparisons - building fee rates and number of new builds FAO - CONSENT AGENDA Moved by: Councillor Fullarton THAT the following items be placed on Consent Agenda: 1. Request for Development Charge and Building Fees Waiver 2.
