1 THE CORPORATION OF THE TOWN OF COBOURG PUBLIC MEETING NOTES Date: November 2, 2015 Meeting Location: Council Chambers, Victoria Hall, Cobourg The Cobourg Municipal Council convened a public meeting this evening with the following persons in attendance: Mayor G. Brace CALL TO ORDER Chair, Deputy Mayor Henderson, Coordinator of General Government Services called the meeting to order. INTRODUCTION Chair, Deputy Mayor Henderson, explained the general purpose of the Public Budget Consultation meeting was to provide the public with an opportunity to make a budget presentation to Council and Senior Staff and to provide written submissions in advance of the 2016 Budget deliberation process. DECLARATION OF INTEREST None declared. NOTIFICATION PROCEDURE The Municipal Clerk advised that Notice of the Public Budget Consultation Meeting was published in the local newspaper and posted on the Municipal Website

2 Public Meeting Notes NOVEMBER 2, 2015 PUBLIC SUBMISSIONS Deputy Mayor Henderson explained the order of public submissions and requests all persons addressing the public meeting to state their name and address for the official record of the public meeting, to provide written comments and to limit presentations to 15 minutes. Individuals or Organizations were invited to come forward to make presentations to Council at the meeting and were asked to provide accompanying written submissions for the record. Cobourg Taxpayers Group Dennis Nabieszko, Cobourg Taxpayers Association presented a 'pre-budget' submission entitled 'Improving the Budget Process' and a document on 'Reading the Budget' highlighting a few of the key requirements that the Association deem to meet budgeting best practices including; adequate review time, strict percentage increase guidelines, reporting and capital and reserve funds in the written submission and attached hereto as Appendix "A". Cobourg Dragon Boat and Canoe Club Jeremy Fowlie, Cobourg Dragon Boat and Canoe Club attended the meeting to request Council budget support for a public accessible dock, accessible washrooms at the Cobourg Marina and a compound for the Cobourg Dragon Boat and Canoe Club as outlined in the written submission attached hereto as Appendix "B". Cobourg Marina Boat Owners including the Cobourg Yacht Club. Rob MacLeod and Stan Stewart, Cobourg Residents representing the Cobourg Marina Boat Owners and Cobourg Yacht Club Members attended the meeting to request that Council consider including a Cobourg Marina Funding Model, Boat Handling and Storage and dock security, locks and parking during the 2016 Budget deliberations as outlined in the written submission originally presented to the Parks and Recreation Advisory Committee and attached hereto as Appendix "C". Hope Bergeron, Cobourg Resident A written submission was sent by Hope Bergeron, Cobourg Resident requesting Council support during the 2016 Budget deliberations for transit shelters at the Cobourg Library and at Ewart Street/ Division Street, and that funds be set aside for bus replacements in future years and attached hereto as Appendix "D". Keith Matthews, Cobourg Resident A written submission was sent by Keith Matthews requesting Council support during the 2016 Budget deliberations to improve the condition of the walkway along the Cobourg Beach including cleaning of the sand and attached hereto as Appendix "E".

3 Public Meeting Notes NOVEMBER 2, 2015 Concert Band of Cobourg Written submissions were sent to Mayor Brocanier from the Concert Band of Cobourg requesting that Council support a one time grant to install a central air conditioning unit ($9,000) in the band room at 612 D'Arcy Street (leased to the Band by the Town of Cobourg), to provide the annual operating grant from the Town ($7,500) as has been the case in the past to cover operating costs noting that the Concert Band of Cobourg performs many times throughout the year in support of the Town's activities (Canada Day, Christmas concerts, Mayor's Levee, summer concerts in Victoria Park, Appreciation Awards etc.) without charging a performance fee as outlined in the letter attached hereto as Appendix "F". Vivian Vandenhazel, Cobourg Resident A written submission was received from Vivian Vandenhazel, Cobourg Resident (received after the meeting was adjourned due to a miscommunication by the Municipality in meeting times) requesting Council consider a review of Cobourg staffing, share more services between member municipalities, if consultants must be hired, hire ones that have a knowledge of Cobourg so they demonstrate expertise when speaking to the citizens and spend tax dollars responsibly and attached hereto as Appendix "G". NEXT STEPS Deputy Mayor Henderson, Chair expressed appreciation to all persons attending the meeting and those who sent submissions for consideration to Council advising that any future written submissions would also be considered by Council during the 2016 Budget deliberations which will be held in Open Session starting with a Budget Scrum at 11:00 a.m. on Tuesday, November 10, 2015 in the Council Chambers.
