Fulton Construction Ltd. for the rehabilitation of Vimy Boulevard and portions of Prince Avenue and Carswell Street. Being a By-Law to authorize the Mayor and Clerk to execute an agreement with Gem Health Care Group Ltd., in relation to the property located at 470 Raglan Street North, Town of Renfrew. IX. NEW AND UNFINISHED BUSINESS X. CLOSED SESSION 1) Pursuant to Section 239 2(e) of the Municipal Act, 2001 ~ litigation or potential litigation, including matters before administrative tribunals, affecting the municipality. More specifically to discuss and update on potential litigation involving the former Fire Chief. XI. 3 CORPORATION OF THE TOWN OF RENFREW Minutes of the regular meeting of the Council of the Corporation of the Town of Renfrew held in the Council Chambers on Tuesday, August 14 th, 2018 at 7:00 p.m. PRESENT WERE Mayor Eady Reeve Emon Councillors: Coulas, Jamieson, Sidney, Windle ALSO PRESENT Clerk Bulmer, Deputy Treasurer Coughlin, Director Asselin, Director Hill, Ivan Burton (Town Planner) Media (MyFm, Mercury, Cogeco) I. CALLING THE ROLL II. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF None Declared. III. PETITIONS AND DEPUTATIONS MOVED by Reeve Emon, Councillor Sidney THAT representatives from Renfrew Minor Ball appear before Council to receive a cheque for their Volunteer Parking Services during the recently held Sawtech Log and Rural Expo. - CARRIED - Reeve Emon was pleased to present a cheque in the amount of $3,000 to Susan Sarsfield, President of Renfrew Minor Baseball. The group did a great job of assisting with gate/parking support during the recently held Sawtech event and were excellent ambassadors for the Town. It proved to be a very successful partnership. Ms. Sarsfield introduced the rest of her group of volunteers and thanked the Town for the money which will be used to purchase new uniforms. Mayor Eady acknowledged Reeve Emon for all of his efforts in helping to organize and make Sawtech the success it was. Deputy Clerk Charkavi, Councillor Windle and Recreation Department Staff were also thanked for their hard work. IV. CONFIRMING OF MINUTES MOVED by Councillor Windle, Reeve Emon THAT the minutes of the Regular Meeting of Council held July 17 th, 2018, be adopted as printed. - CARRIED -

COMMUNICATIONS MOVED by Councillor Sidney, Councillor Coulas THAT the communication from the Renfrew BIA, dated August 10, 2018, requesting the use of the Town Hall Parking Lot on Saturday, September 1, 2018, from 8:00 a.m. 2:00 p.m., for their Touch a Truck, Meet a Machine event, organized to encourage visitors downtown, be received and approved MOVED by Councillor Jamieson, Councillor Coulas - CARRIED - THAT the communication from the Renfrew Collegiate Institute (RCI), dated July 3, 2018, requesting the closure of Queen Street South, behind the Technical Education wing, on September 4, 2018, between the hours of 8:00 a.m. and 11:00 a.m., to host a street party to celebrate the students return for another school year, be received and approved. - CARRIED - Concerns were raised concerning the possible impact upon a resident of Queen Street South whose home is in close proximity to the proposed event location. It was suggested that RCI be asked to take measures towards ensuring that the event be partitioned in a manner that would avoid unnecessary conflict with the neighbouring residential homes MOVED by Councillor Jamieson, Councillor Windle THAT the communication from the Renfrew Agricultural Society, dated August 2, 2018, requesting the assistance of the Renfrew Firefighters during the Renfrew Fair s Demolition Derby, to be held on September 5, 2018, be received and approved; and FURTHER THAT the cost of this service be expensed under Grants to Organizations for financial recording purposes MOVED by Councillor Sidney, Councillor Windle - CARRIED - THAT the letter from C. Godard, dated July 19 th, 2018, offering to sponsor the planting of a Vimy Oak in Low Square in honour and remembrance of a family member (and the thousands of other Canadian Soldiers who lost their lives in war), be received and referred to the Parks & Recreation Committee. - CARRIED - VI. REPORTS MOVED by Councillor Jamieson, Councillor Coulas THAT Planner Burton s report, dated August 9, 2018, concerning a Zoning Bylaw Amendment for 73 Plaunt Street South, be received. - CARRIED -

REPORTS cont d MOVED by Councillor Coulas, Councillor Sidney THAT By-Law , being a by-law to amend By-law No , being a by-law to regulate the use of lands and the character, location and use of buildings and structures within the Town of Renfrew pursuant to Section 34 of the Planning Act, with respect to the property located at 73 Plaunt Street South, Town of Renfrew, County of Renfrew, be read a first time and be deemed to have been read a second time MOVED by Councillor Jamieson, Councillor Windle - CARRIED - THAT By-Law , being a by-law to amend By-law No , being a by-law to regulate the use of lands and the character, location and use of buildings and structures within the Town of Renfrew pursuant to Section 34 of the Planning Act, with respect to the property located at 73 Plaunt Street South, Town of Renfrew, County of Renfrew, be read a third time and be passed MOVED by Reeve Emon, Councillor Windle - CARRIED - THAT the minutes from the Human Resources Committee meeting held July 25, 2018, be received MOVED by Councillor Coulas, Councillor Sidney - CARRIED - THAT the minutes from the Development & Works Committee meeting held July 24, 2018, be received MOVED by Reeve Emon, Councillor Windle - CARRIED - THAT Director Asselin s report dated August 10, 2018, concerning the Hiring of the General Foreman and Assistant Foreman, be received MOVED by Councillor Windle, Councillor Jamieson - CARRIED - THAT Renfrew Town Council endorses the hiring of Rick Trahan as the General Foreman effective October 1, 2018 in accordance with the Town of Renfrew Hiring Policy #3-19; and FURTHER THAT once Renfrew Town Council endorses the hiring of the General Foreman, that Renfrew Town Council support the promotion of Bill Butler to the position of Assistant Foreman effective October 1, 2018; and FURTHER THAT a Maintenance Labourer position be declared vacant and authority be provided to the Director of Development & Works to recruit and hire. - CARRIED -

REPORTS cont d MOVED by Reeve Emon, Councillor Coulas THAT Director Asselin be heard before Council to provide an update on the Downtown Reconstruction Project. - CARRIED - Director Asselin was pleased to report that the Downtown Reconstruction Project remains on schedule and on budget. The relining of the sanitary is now complete and new sanitary and laterals are being installed where relining was not possible. The new street lights are being installed as well as tree wells and other streetscape features. The concrete crew is returning and its anticipated that the section of roadway between Munroe and Railway will have completed sidewalks and be paved by mid-september. Regular communications are being sent out to stakeholders and the community and everyone s patience and understanding has been much appreciated. The general contractor, BEI, received positive feedback from Council for their great work in minimizing the impacts of the construction and assisting business owners, residents and visitors where possible. VII. BOARDS AND COMMISSIONS MOVED by Councillor Windle, Reeve Emon THAT the Renfrew Public Library s 2017 Annual Report to the Community, be received. - CARRIED - VIII. BY-LAWS By-Law No was given three readings and passed. IX. NEW AND UNFINISHED BUSINESS X. CLOSED SESSION MOVED by Reeve Emon, Councillor Sidney THAT Renfrew Town Council convene in Closed Session for the following matters: Pursuant to Section 239 2(c) of the Municipal Act, 2001 ~ a proposed or pending acquisition of land by the municipality or local board. More specifically as it relates to the property located adjacent to the Municipal Garage. - CARRIED - Council convened in Closed Session at 7:50 p.m.

Council rose from its Closed Session at 8:36 p.m. - CARRIED - It was reported that staff were provided with directions in relation to this land matter. No further details were made available at this time. XI. CONFIRMING BY-LAW MOVED by Councillor Jamieson, Councillor Windle THAT By-Law , being a by-law to confirm the proceedings of the Council of the Corporation of the Town of Renfrew at the meeting held on August 14 th, 2018, be read a first time and be deemed to have been read a second time MOVED by Councillor Coulas, Councillor Sidney - CARRIED - THAT By-Law , being a by-law to confirm the proceedings of the Council of the Corporation of the Town of Renfrew at the meeting held on August 14 th, 2018, be read a third time and be passed. - CARRIED - XII.
