Kell Vice Chair: Derrick Pirie ACO Member: David Steele Councillor: Doug Lougheed Committee Coordinator: Kevin Jacob 1. CALL TO ORDER The meeting was called to order by the Chair at 7:00 p.m. 2. APPROVAL OF AGENDA (2.1) Approval of the Agenda for. Councillor D. Lougheed That the agenda for be approved as printed. 3. DISCLOSURE OF INTEREST AND THE NATURE THEREOF None declared. 4. PRESENTATIONS AND DELEGATIONS (4.1) Rachel Sullivan, Economic & Community Development Officer, re: Town of Innisfil s Signage Program. Ms. Sullivan provided an overview of the Town s new Wayfinding and Municipal Identity Signage program. The program was adopted following a Ministry of Tourism, Culture and Sport s RT07 Needs Assessment Study which identified issues relating to a lack of consistent, coherent wayfinding signage throughout the Town of Innisfil. 2 Page 2 of 6 [Item 4.1 continued from previous page.] While the development of the program was initially delayed due to the ongoing Town branding exercise, it has since been reactivated and is nearing completion. The final report will include: Results of a Signage Audit; A signage hierarchy and proposed wayfinding approach; A signage fabrication and installation specifications package; as well as a tender document package which will allow staff to proceed seamlessly to tender the construction of components of this signage program, subject to budget availability. As a next step in the development of the signage master plan, an internal committee involving members from Development, Engineering, Municipal Law, Parks and the Communications Officer will be formed to oversee the implementation of the initiative. This Committee will develop a detailed implementation plan which is expected to take a phased-in approach. To minimize costs, consideration will be given to existing signage and how it could blend with new signage to create a uniform look as well as to implement new signage when existing signs require replacement or as new signs are required. Ms. Sullivan also provided examples of the Town s existing municipal signage and mock-up designs of both potential municipal identity and wayfinding signage. Mr. Pirie asked what other municipalities are utilizing these types of signs? Ms. Sullivan noted that the Town of Penetanguishene and others along Georgian Bay have developed this type of signage program. Councillor D. Lougheed commented that he was envisioning heritage signs similar to what Bradford West Gwillimbury has created in noting the location of ghost towns within their municipality. Mr. Steele commented that the design of the municipal identity signs would allow for heritage notations to be included at the bottom of them. Ms. Sullivan then provided the Committee an overview of a proposed new Economic and Community Development Fund which would include a component to support heritage preservation initiatives. The intent of the Fund is to help seed new ideas and strategies associated with both heritage preservation and economic development. Town staff is tentatively scheduled to present a draft report to Council on June 19 with the intention of setting out general parameters and process respecting access to these funds. 3 Page 3 of 6 [Item 4.1 continued from previous page.] Mr. Steele asked if this fund will be separate from the Heritage Tax Relief By-law. Ms. Sullivan confirmed that it will be. Councillor D. Lougheed stated that the revamped Community Grant Program would also include a heritage aspect to it. Mr. Pirie suggested that some municipal gateway signs could include the year that particular town or village was established. Councillor D. Lougheed inquired if a heritage component for a heritage sign initiative going to be a budget item or does the Heritage Committee have to include a signage line item in its budget? Ms. Sullivan advised that a heritage signage program potentially could be funded through the Economic and Community Development Fund but details will still need to be confirmed. D. Pirie That the presentation by Rachel Sullivan, Economic & Community Development Officer regarding the Town of Innisfil s new Highway Signage Program be received with thanks. 5. BUSINESS ARISING FROM MINUTES OF THE PREVIOUS MEETING (5.1) Minutes of the April 4, 2013 Committee meeting Open Doors Innisfil Mr. Steele advised that approximately 70 visitors stopped by the Grange Hall during Open Doors Innisfil. He was pleased to see a mix of local residents and visitors to the area. He commented that next year s event needs to be better publicized. Councillor D. Lougheed commented that this was the first edition of the event and it was a good learning experience for the organizers.

4 Page 4 of 6 6. NEW & UNFINISHED BUSINESS (6.1) 2014 Heritage Committee Budget Submission Committee members provided comments concerning the 2014 Committee Budget submission. The total budget request for 2014 is $13,900. Councillor D. Lougheed D. Pirie That submissions for the proposed 2014 Heritage Committee Budget be received; and That the submission be approved by the Committee and forwarded to the Town Clerk for submission to the Director of Finance. (6.2) Cookstown Heritage Conservation District Study Sub Committee Update The Committee was provided Staff Report DSR regarding HCD Phase 1 Study which will be received by Council on May 15. the Cookstown The report recommends that Council approve the continued work on the development of a Heritage Conservation District for Cookstown. The Phase Two HCD plan will set out a very detailed set of implementation policies that will address the preservation and maintenance of the historic building stock in the proposed HCD area. There will be continued public participation in the development of the Phase Two HCD Plan and an increased involvement of an enlarged HCD Steering Committee with additional stakeholders. Mr. Steele commented that it is a very thorough report and hopes that Council approves the initiation of Phase 2. Councillor D. Lougheed stated that he hopes to see grant programs identified in Phase 2 of the Study to assist local homeowners. Councillor D. Lougheed [Item 6.2 continued on next page.]

SIMCOE COUNTY ACO MONTHLY UPDATE (7.1) Update by David Steele, President of the Simcoe County Branch of the ACO. Commented that the Simcoe County Branch recommends more heritage aspects be added to the Open Door Innisfil itinerary next year. Reported that 216 delegates have registered for the Conference to date. He noted that the Lake Simcoe Session has been amended to include panelists Barb Love and Marj Mossman on the Heritage Lake Simcoe initiative; Dr. Cynthia Wesley-Esquimaux on the First Nations perspective of the lake; and Paul Marshall and Joanna McEwen on the early development of Lake Simcoe s shoreline and its railway history and underwater archaeology. 8.
