Public Meeting 4.1 Introduction: Purpose of Meeting This meeting is the statutory public meeting held pursuant to Sections 17(15)(d) of the Planning Act, R.S.O. 1990, c. P.13, as amended, to seek public input on all components of the Town's Official Plan that were not previously considered as part of Phase 1 of the Official Plan Review such as: general land use designations, housing, economic development, environmental protection and updates to the OP schedules. Four (4) Official Plan Amendments have previously been adopted as part of the Phase 1 review pertaining to policy areas of Employment Lands, Downtown Revitalization, Growth Projections and Housing Mix and Seniors Housing. Comments presented at this public meeting are being recorded by staff. Personal information is being recorded according to the Municipal Act and the Municipal Freedom of Information and Protection of Privacy Act. Questions Page 1 of 27

2 Special Council Agenda April 30, 2018 regarding the collection and use of personal information should be directed to the Clerk. Upon adoption of the new Official Plan by Council, the Official Plan will be forwarded to the County of Simcoe for approval. As such, the Official Plan is not subject to appeal until approved by the County. The public must verbally express any comments or concerns here tonight or submit their comments in writing to the Clerk prior to Simcoe County's decision on the matter. If a person or public body does not make oral submissions at the public meeting, or make written submissions to Council before a decision is made on the proposal, that person or public body is not entitled to appeal the decision to the Local Planning Appeal Tribunal and may not be added as a party to the hearing of an appeal, unless, in the opinion of the Tribunal, there are reasonable grounds to do so Statutory Public Meeting - Official Plan Review (a) Planning Report The consultant, Gregory Bender, Senior Project Manager, Planning, Landscape Architecture and Urban Design with WSP will now present the proposed draft Official Plan (b) Public Participation Members of the public are now invited to address Council and provide any comments and ask questions. Please provide your name and address and speak directly into the microphone. If residents have prepared a written submission that they are reading from, please submit it to the Clerk upon completion of your presentation. The consultant and planning staff are now invited to respond to questions from the public. Council is now invited to ask final questions of the consultant and planning staff. (c) Further Action Council will not make a decision on this matter tonight, but will receive the presentation, the staff report and public comments for information. Therefore, prior to leaving the meeting, persons requesting formal notice of Council s decision on the proposal must provide their full name, mailing address, and telephone number on the Attendance Register at the rear of Council Chambers. RECOMMENDATIONS: That Report DES regarding a Public Meeting for Phase 2 of the Town's Official Plan Review, being held on April 30, 2018, be received; and That the comments made at the Public Meeting be received for information purposes, and that the Official Plan Review Project team consider and address the matters raised at the Public Meeting in its recommendation report. 2. PREAMBLE: Subsequent to the adoption of the four (4) Official Plan (OP) Amendments that were prepared as Phase 1 of the Town s Official Plan Review and Update, WSP and Staff embarked on Phase 2 of the project. Phase 2 of the project focuses on the preparation of a new Draft Official Plan document that includes a vision, goals and objectives and formulation of policies in all other topics not covered in Phase 1 such as: general land use designations, housing, economic development, environmental protection and updates to the OP schedules. Further to the Community Workshop held on June 8, 2017 and the Public Open Houses held on April 9, 2018, the Public Meeting being held on April 30, 2018 is the last of the statutory public consultation events which the Town is required to hold as part of Phase 2 of the Official Plan Review project. The purpose of this report is to: Provide a recap of the Phase 2 process; Provide a brief summary of the structure of the new Draft Official Plan and the primary policy areas; Provide a summary of the public consultation events undertaken; and Recommend that Council receive the comments made during this Public Meeting and direct the Project Team to consider and address the matters raised in its Statutory Public Meeting - Official Plan Review (a) Planning Report The... BASIC DATA PERTAINING TO THE MATTER: The subject matter being considered at the Statutory Public Meeting being held on April 30, 2018 is the consideration of a new Draft Official Plan prepared as Phase 2 of the Town of Bradford West Gwillimbury Official Plan Review and Update. The new OP builds on the four (4) Official Plan Amendments (OPA's) that were adopted by Town Council as part of Phase 1 of the OP update. In particular, the first four (4) amendments were as follows: Growth and Population Review (OPA No. 24) Seniors Housing Policy Update (OPA No. 25) 2016 Employment Lands Review (OPA No. 26) Downtown Revitalization Strategy Implementation (OPA No. 27) The Phase 1 OPA's were adopted by Council on March 21, 2017 and were subsequently sent to Simcoe County for approval. Simcoe County approved the Seniors Housing and Downtown Revitalization OPA s however they were appealed to the OMB by one property owner. The Growth and Population and Employment Lands OPA s were appealed for the County s failure to make a decision within the prescribed Planning Act timeframe. 6 DES Statutory Public Meeting - Official Plan Review Page 3 of 7 Schedule D-2 - Wetlands Schedule D-3 Source Protection Schedule D-4 Aggregate Resources, Constraints and Hazards The Draft OP has been produced for public consultation purposes but it is not in its final format. The document will be finalized by the project team upon review of all pertinent information, including input received from the public, landowners, stakeholders and other interested parties. The final OPA's will be presented to Council through a staff report at a later date. THE NEW DRAFT OFFICIAL PLAN As mentioned above WSP and Staff began work on updating the balance of the OP (Phase 2) shortly after the Phase 1 OPA s were adopted and submitted to the County. The process began with the review of the existing OP and background research and review of the balance policy areas that needed to be addressed in the OP update. WSP conducted a Community Visioning Workshop which was held on June 8, 2017 and prepared a Policy Directions Report which incorporated the community vision and reviewed and analyzed all relevant supporting documentation and provided directions on policies and recommendations for topics not covered in Phase 1. The Directions Report was presented to Committee of the Whole on October 3, 2017 whereby endorsement of the report was recommended to Council. Council ratified the recommendation and endorsed the report on October 17, The general Policy Directions identified in the report were as follows: Create Healthy and Complete Communities; Promote Economic Development; Develop Resilient, Sustainable Infrastructure; Conserve and Enhance Natural and Cultural Resources; Protect Public Health and Safety; and Promote Food Security. For ease of reference, the Staff Report (DES ) presented to Council can be accessed by clicking the following link: OP Directions Report October 3, 2017 Upon receiving endorsement of the Directions Report, WSP began work on the new OP document. The first Draft of the OP was delivered to Staff for internal review in late December of The document was circulated to the Senior Management Team and their respective departments and the County of Simcoe for initial comment in January This was a red flag review to determine if there were any major issues with the first Draft that needed to be addressed before the document was issued for public review and comment. Upon consideration of the initial internal comments, WSP prepared a revised Draft OP for issuance for public comment. On March 23, 2018, the Draft OP was issued to Council Members. Subsequently the Draft document was posted on the Town's OP webpage on March 27, 2018 for public review and comment in advance of the April 10, 2018 Public Open House and the Statutory Public Meeting - Official Plan Review (a) Planning Report The... General OP Content and Structure The new OP contains an updated Vision based on the feedback at the Community Visioning Workshop and is written as follows: In Bradford West Gwillimbury, we are building on our tradition of agriculture and history within a growing community that will provide opportunity for all who call it home. This Vision is supported by a number of Goals and Objectives that are based on the policy directions identified in the Policy Directions Report and are written as follows: Create Healthy and Complete Communities; Promote Economic Development; Promote Food Security; Conserve and Enhance Natural and Cultural Resources; and Develop Resilient, Sustainable Infrastructure. The new OP is restructured in seven (7) sections including: Part A Introduction and Policy Context This section provides the Provincial and Simcoe County policy context that guides the local OP policies and contains the aforementioned Vision and Goals and Objectives for the Town. Part B Town Wide Polices This section contains general policies that apply to the Town as a whole and govern development in all areas of the Town. Policy area include: population targets and growth management, heritage preservation, economic development, transportation and housing. Part C Land Use Designations This section identifies land use designations and associated permissions for areas within the Bradford Settlement Area (urban) and those areas outside the urban area (Countryside). The designations include: Residential, Commercial and Mixed Use, Employment, Community Facilities, Environmental Protection, Agriculture, Rural, Mineral Aggregate Operations and Natural Heritage System. Part D Secondary Plans This section simply incorporates the existing Bond Head Secondary Plan and the Highway 400 Employment Lands Secondary Plans into the new OP. The Highway 400 Secondary Plan is a combination of the previously approved Secondary Plan (OPA 15) and the recently Council adopted OPA No. 26. It should be noted that the separate Community Plan Area policies have been removed as development will now be guided by applying all applicable Statutory Public Meeting - Official Plan Review (a) Planning Report The... Part E Special Policy Areas The section simply consolidates all previously approved special policy areas, including the two new Downtown Bradford Gateway Special Policy Areas adopted as part of the Downtown Revitalization OPA No. 27. Part F Implementation, Interpretation and Monitoring This section provides administrative policy that guide the implementation of the plan and interpretations of the policies and the schedules. Part G Glossary This section provides definitions for the key terms within the plan. They are generally taken from the higher order policy documents such as the PPS with some being defined using general conventions and previously accepted terms. It should be noted that the 4 originally approved OPA s have been incorporated into the new OP in the appropriate sections. The adopted policies are colour coded and the corresponding OPA is referenced in the margin for ease of reference. Given that these policies have been adopted by Council and are now with the OMB for approval they are not being revisited at this time as they are simply being carried forward into the consolidated version of the new Draft OP. Schedules In addition to the text, the new OP includes new and/or updates Schedules that are described in the policies and enhance the understanding of the plan. Schedules include: Urban Structure and Built Boundary (defined by Province), Land Use (Urban and Rural), Downtown Building Heights, Highway 400 and Bond Head Land Use, Transportation, County Greenlands and Provincial Greenbelt, Wetlands, Source Protection, and Aggregate Resources. PUBLIC CONSULTATION The public consultation events that have taken place to date for Phase 2 include the following: Community Visioning Workshop (June 8, 2017) Two (2) Public Open Houses (April 10, 2018) Presentation to Downtown Revitalization Committee (April 4, 2018) Presentation to Arts and Culture Advisory Committee (April 9, 2018) Presentation to Accessibility Advisory Committee (April 11, 2018) Presentation to Holland Marsh Drainage Board (April 12, 2018) Presentation to Active Transportation/Recreation Committee (April 18, 2018) Presentation to Holland Marsh Growers Association (April 19, 2018) Statutory Public Meeting - Official Plan Review (a) Planning Report The... 9 DES Statutory Public Meeting - Official Plan Review Page 6 of 7 Presentation to Traffic Committee (April 24, 2018) Presentation to Economic Development Advisory Committee (April 25, 2018) Presentation to the Simcoe County Chapter of BILD (April 27, 2018) In addition to the above, a presentation to the Heritage Committee is scheduled for the meeting being held on May 7, As part of advertising the public consultation events listed above, and engaging members of the public in the Town's consultation efforts, Town staff have reached out to members of the public by way of the following means: Developing online content for the Official Plan review project, for a project-specific page on the Town's website ( and publishing new projectrelated content when available including the new DRAFT Official Plan; Advertising the new DRAFT Official Plan and project events on the Town s Facebook page; Implementing a Twitter while advertising its use as a communications tool in this project and actively tweeting about consultation opportunities and the project in general (thus far); sending targeted s to approximately 350 unique addresses of those who have registered for project information and updates inviting people to attend the public consultation events, subscribe to the project mailing list, and follow the project's Twitter handle and the Town s Facebook page; Advertising the statutory Notice of Public Open House in the Bradford Topic on March 22, 2018 and advertising a more "reader friendly" version of the Notice in consecutive weeks leading up to the Open House; and Advertising the statutory Notice of Public Meeting also in the Bradford Topic on March 22, 2018 and advertising a more "reader friendly" version in consecutive weeks leading up the Public Meeting. With respect to public comments generated as part of prior consultation events and otherwise received in writing by other means (e.g., , mail), it is noted that all such comments received thus far and through to the completion of a recommendation report on the above captioned matters will form part of a final recommendation report in regards to the four (4) respectively-proposed Official Plan Amendments forming part of Phase 1 of the Town's Official Plan Review. NEXT STEPS After the Public Meeting is held Staff will continue to compile all the comments received from the public, Town Council, outside agencies, Simcoe County and Town Staff. The comments will be reviewed in detail with WSP to determine if there is a need to make any edits or revisions to the OP document. Upon consideration of the review and comments a final version of the OP will be produced and a recommendation in the form of a Staff Report will be presented to Town Council. This Staff Report is targeted to be presented in late June of this year. If there are any unforeseen circumstances that impact this target date it is Staff s intention to present a recommendation at the next earliest possible Council date. EFFECT ON TOWN FINANCES: The holding of a Special Council Meeting in the Town's review of its Official Plan is not anticipated to affect the Town's finances in a manner other than previously anticipated (e.g., consulting service fees are drawn based on the contract terms previously authorized by Council on May 3, 2016). 5. An Official Plan is a policy document adopted by Council under the Planning Act Statement of the Town s vision and goals Provides policy direction to guide growth and development to: establish how land may be used protect important natural features and agricultural resources plan for the provision of parks, community facilities, housing choices, and infrastructure The Official Plan provides the overarching tools to direct future growth and change within the Town. 2
