Approval of the Minutes 2-3 THAT the minutes of the Twinpad Committee meeting dated February 18, 2015 be adopted as circulated. 2 Minutes of the Twin Pad Adhoc Committee Feb. 18, 2015 Present: Councillors T. Blanchard, J. Baker, J. Kalivas, J. Ackerman, J. Francis, C. Cosgrove Guest: Doug Cross Regrets: M. Greenhalgh Meeting called to order at 4:04 pm D. Cross introduced himself and gave a brief background on the process that has been followed to date by the group looking to locate a sports dome in the Brockville area. Handouts were provided for all members present which were used throughout his presentation. He explained that the group had been working with the owner of the former Grenville Christian College property for a site location but those discussions fell through. They have also been in discussions with St. Lawrence College. J. Francis will speak to Doug Roughton, Dean of the Brockville Campus in order to get an understanding of how St. Lawrence College views this opportunity. (attached) Further discussion took place regarding the proposed facility details including the configuration of the dome, indoor turf, proposed sports that could be accommodated ie: basketball, volleyball, lawn bowling, tennis, pickle ball as well as age friendly programs. It was proposed that the clubhouse would offer education programs and they are currently in preliminary discussions with Goodlife Fitness to provide a scaled down version of the gym and making it co-ed. Councillor Baker discussed briefly what options would be available to waive taxes on the facility. Councillor Baker enquired about the timeline needed to prepare the site and have it up and operating. D. Cross said that it could be ready for October 1 st, If the City isn t ready to proceed for this year, waiting 1 to 2 years is acceptable. Councillor Baker informed Mr. Cross that the city requires approval regarding the twin pad along with the budget and location before committing to a location for the dome at the Memorial Centre site. Councillor Baker suggested that we plot the dimensions of a twin pad facility plus parking on the Memorial Centre property. This will allow us to see where the ball diamond(s) could be relocated. D. Cross informed the members that should this be approved for this year, the base could be prepared by mid June to July 1 st and ready for construction. The Committee thanked Mr. Cross for his presentation. Page 2 of 6

3 Following the presentation, the committee briefly reviewed the first meeting to the members who were not present. The meeting focused on location ideas, whether or not there would be 1 ice surface off the Memorial Centre or 2 ice surfaces at a new location. Repurposing of the Youth Arena and the relocation of the ball diamonds were also discussed. The final discussion was that the City has to make a decision on what they want built ie: 1 or2 ice surfaces plus indoor walking track. C. Cosgrove informed the committee that he has met with Task Force Engineering out of Belleville Ontario. They have designed and built arenas in eastern Ontario. They have offered to provide the City with concepts and building estimates for a new facility at no charge. C. Cosgrove will contact them and ask them for a written proposal on this project. The proposed facilities will have approximately ½ the seating of the Youth Arena in each ice surface. Meeting adjourned at 5:30 pm Page 3 of 6

We will provide you with a floor plan, elevations and a computerized rendering drawing as well as a budget estimate for the third ice pad facility proposed for the Brockville Civic Centre site. At this time we also envision an elevated walking track around the ice rink to make this a multi-use facility in addition to the existing amenities. The estimate would exclude any relocations of ball fields necessary for the addition on the north side of the Memorial Civic Centre. We can provide budget estimates for this work once the scope and available options are better understood. The above offer is being provided to assist the City of Brockville and the committee in exploring the options and establishing a budget to advance the project forward. It is being made with the understanding that it will not preclude TaskForce Engineerings opportunity to tender for Design-Build, Project Management or General Contracting construction delivery of the project. TaskForce Engineering Inc. has the necessary knowledge and experience with design and construction of arena facilities to provide you with the best value solutions and reliable cost estimates to meet your functional, aesthetic, energy efficiency and budget objectives. These include Wellington Arena, RCAF Flyers arena, Baltimore Arena and Norwood Arena. Steelway Building Systems are used in more arenas across Canada than any other pre-engineered building system. In addition to our extensive design and construction expertise, TaskForce has a long standing reputation for working with our customers in the interest of each other s success. TaskForce s single source design and construction delivery capabilities provides a distinct advantage to our customers over traditional design and general contracting tendering methods. The only real opportunity to save money on a construction project is during the planning and design phase. After that money can only be spent. That is why it is vitally important to engage a design professional who truly understands building costs so that they can assess the various options available along with the costs associated with each to ensure that the best value solutions are incorporated into the design so that all of the owners objectives are met. All too often designers do not have the necessary understanding of costs associated with various design decisions leading to substantial fees being spent and tenders coming in over budget. This results in many of the owners objectives being compromised. The owner is faced with the difficult decision to simply spend the extra money and compromise the budget objective or compromise the functional objectives by removing important things from the project under a less than favorable negotiating position. Neither one of these situations are necessary if the design and scope of work is established through a more controlled and better informed single source delivery method that we offer. Any concerns with maintaining a transparent and competitive process are satisfied in the fact that we can carry out the tendering and construction phase using an open competitive tender process on a full disclosure basis. This ensures maximum control of costs, quality and performance to ensure that all of your objectives are met. As a first step in the interest of working with you to help move this project forward and demonstrate the effectiveness of the delivery method, TaskForce can provide the following for the fee of $8, Review the overall objective with respect to function, aesthetic, energy efficiency, maintainability and budget requirements. Prepare a floor plan setting out functional relationships and tie-in with existing building etc. Prepare building elevations including 3D renderings showing concepts for tying in the expansion to the existing facility along with enhancing the overall image of the complex. Prepare an outline specification setting out various building and performance requirements. Prepare a detailed budget cost estimate along with options for consideration. Again, we are offering this service with the understanding that it does not preclude an opportunity for TaskForce to participate in the design and construction of this very interesting and important project. 6 TWIN PAD COMMITTEE Motion to appoint an Ad Hoc committee focussed on the Twin Pad Arena Project to expedite process and involve Council members directly in process. Committee Mandate Councillor Baker, Chair Councillor Kalivas Councillor Blanchard John Ackerman Marlene Greenhalgh John Francis Conal Cosgrove, Director of Operations Take work done to date by the arena advisory committee review locations, desired facilities, capital costs, operating costs, Community Benefit, Strategic Benefit, Economic Development Benefit,revenue,. Rank recommendations and options in a report to council. Operation Committee Chair will work with committee to set meeting dates, times.locations, secretarial functions etc Resources Committee will have to determine what / if resources are needed and make request to council for authorization to utilize funds currently allocated if necessary Conclusion Committee will operate until presentation of Final report of the committee to Council or until the end of the current term of council, whichever comes first.
