THAT the and be authorized to execute all documents relating to this matter. BACKGROUND The Five-Year Financial Plan Bylaw, , will be considered for adoption by Council on December 9. The 2014 Development Cost Charge (DCC) reserve fund expenditure s reflect capital funding requirements from DCC reserves in year one of the five-year financial plan. ANALYSIS Development Cost Charge Expenditure Bylaws support the 2014 capital portion of the Plan, and are in accordance with Section 935 of the Local Government Act. Estimated DCC activity and balances for 2014 are shown in Appendix A.
