1 REPORT TO: Rob Adams FROM: Shawn Moyer DATE: March 6, 2019 REPORT: PU SUBJECT: 60% Design Stage RFP 2018-F18-04 Engineering for County Rd 12 RECOMMENDATION: That the report from the Director of Public Utilities regarding RFP 2018-F18-04 Engineering Services for County Rd. 12 be received for information. BACKGROUND AND ANALYSIS: The purpose of this staff report is to update Council on the status of the Engineering design for the new water main in Markdale on County Rd. 12 from Radford St to the east side of Cambrai Rd. This water main project was part of the six year financial and operational capital plan initially adopted in 2016, and was approved by Council during the 2018 budget deliberations. This update is to provide Council with the drawings at the 60% design stage for approval, at this point the drawings are ready to be finalized and sent out for Tender. The project Engineer, GSS Engineering, has also provided an updated cost estimate based on the design drawings. In addition to the water main replacement, the Public Utilities and Transportation departments have been in contact with the County of Grey to incorporate their design standards into the road reconstruction. At this time, the curbs and gutters are not being replaced and therefore no County contribution is being made at this time. The sanitary sewer and storm sewers were both inspected using CCTV and were reviewed by Municipal staff and GSS Engineering. Both were found to be in good condition and do not require replacement or upgrades at this time. In coordination with the Transportation department, replacing and upgrading the sidewalk on one side of County Rd. 12 to meet Accessibility Standards is included within this project. OPERATIONAL CONSIDERATIONS: As this report is for information purposes, there are no operational considerations. At this time the drawings are preliminary, when staff complete the review and take into

2 consideration any comments from Council or the public the final design drawings will be updated for tendering. GREY HIGHLANDS STRATEGIC PLAN: The recommendation included in this Staff Report support the following goals identified in the Strategic Plan: Sustainable and Principled Growth (3.3) by continuing with long-term strategic planning through a review of the financial plan, the Municipality is demonstrating its commitment to meeting the needs of both current and future citizens. Fiscal and Asset Management (4.2) Ensure the long term stability of municipal infrastructure and services with an emphasis on sustainability. This priority is being sought through the ongoing evaluation and replacement of the municipal infrastructure in a competitive process. FINANCIAL IMPACT: The preliminary budget for this entire project was estimated for $1,300,000. This price included pre-engineering, design and tender preparation, as well as contract management and construction. This also included upgrades to the road, sidewalk and storm sewers. At this time, only upgrades to the sidewalks on one side of County Rd. 12 will be included in this project, which would be funded through the Transportation levy budget. This leaves the balance of the project to be funded by the users of the Markdale Water system. The overall budget for this project is now estimated at $1,200,000, as the scope of the project has changed since the original project was proposed. The curb and gutter, along with the storm sewer are not being upgraded within the scope of this project, which was decided with the County of Grey. The project's construction cost (excluding engineering services) was estimated to be $876,845 excluding HST by GSS Engineering. This price is based on an estimate for the construction cost, and the official price will be determined once the tenders for construction are received and awarded. Recommendations for funding any shortfall will be made at that time. POLICIES/LEGISLATION:: Municipal and County Design Standards were used as a base line for the design of the road profile. CONSULTATION: The Director of Finance was consulted with respect to the financial implications of the project. The CAO was consulted with respect to the design standards and project timelines. The Director of Transportation and Environmental Services was consulted with respect to the Transportation levy budget contributions.
