RECOMMENDATIONS It is recommended that Council: 1. approve a budget increase of $731, (net HST included) to Capital Account No. CTU01006, Roadway Oversizing-Bedford West CCC, funded through cost sharing with Halifax Water. 2. approve an increase in the Gross Capital Budget of Capital Account CTU01006, Roadway Oversizing-Bedford West CCC, in the amount of $48,000 (net HST included) funded from Q131 - EUGS Co-Location Reserve as per the Budget Implications section of this report to reflect the cost sharing of the installation of a natural gas pipeline from Heritage Gas. 3. award Tender No , Hammonds Plains Road Widening - Central Region to Dexter Construction Company Limited for materials and services listed at the unit prices quoted for a Tender Price of $2,925,495.47, net HST included, from Capital Account No. CTU01006, Roadway Oversizing-Bedford West CCC, with funding authorized as per the Budget Implications Section of this report;

2 Council Report March 31, 2009 BACKGROUND The Approved Advanced 2009/10 Capital Budget includes funds for the widening of Hammonds Plains Road from Bluewater Road to Innovation Drive. DISCUSSION Tenders were called on February 24, 2009, and closed on March 6, Bids were received from the following companies: Name of Company Bid Price (Net HST Included) 1. Dexter Construction Company Limited $ 2,925,495.47* 2. Brycon Construction Limited $ 3,283, ACL Construction Limited $ 3,306, J.R. Eisener Contracting Limited $ 4,117, *recommended bidder The scope of work for this project generally consists of the widening of Hammonds Plains Road from Bluewater Road to Innovation Drive, including bicycle lanes on both sides, storm sewer upgrades, sanitary sewer force main replacement, water main replacement, gas pipeline installation, traffic signal installation at Gary Martin Drive, miscellaneous sidewalk and curb installation, asphalt pavement, gravels and all reinstatement. The road will also be lowered in the vicinity of Gary Martin Drive. It is anticipated that work will commence within three weeks of the tender award and take approximately 26 weeks to complete. This is a UNIT PRICE contract and the cost will be dependent upon the actual quantities measured and approved by the HRM Project Manager. There are no Local Improvement Charges associated with this work.

3 Council Report March 31, 2009 BUDGET IMPLICATIONS Based on the lowest tendered price of $2,925, (net HST included), funding is available in the Approved Advanced 2009/10 Capital Budget from Account No. CTU01006, Roadway Oversizing- Bedford West CCC. The budget availability has been confirmed by Financial Services. Budget Summary: Account No. CTU01006, Roadway Oversizing-Bedford West CCC Cumulative Unspent Budget $3,545,185 Plus: Halifax Water Cost Sharing $ 731,710 Plus: Budget Increase from Q131 $ 48,000 Less: Tender No $2,925,496 Balance $1,399,399 * This project was estimated in the Approved Advanced 2009/10 Capital Budget at $3,000,000. The balance of funds will be used to implement the remaining traffic-related projects planned for the Bedford West area. HRM contributes to these projects where existing residents derive benefit from the work carried out. Costs attributable to transportation, net of cost-sharing from Halifax Water and Heritage Gas, are $2,126,758. HRM s share of this amount is $1,276,055. The remaining $850,703 will be recovered from CCCs collected from the Interim Charge Area adopted by Council on July 31, FINANCIAL MANAGEMENT POLICIES/BUSINESS PLAN This report complies with the Municipality s Multi-Year Financial Strategy, the approved Operating, Capital and Reserve budgets, policies and procedures regarding withdrawals from the utilization of Capital and Operating reserves, as well as any relevant legislation. If approved this will increase the 2009/10 Gross Capital Budget. ALTERNATIVES There are no recommended alternatives to this course of action.
