2 APPEALS DISCLAIMER No appeal may be taken as to the amount of an assessment unless a written objection signed by the affected property owner is filed with the municipal clerk prior to the assessment hearing or presented to the presiding officer at the hearing. The council may upon such notice consider any objection to the amount of a proposed individual assessment at an adjourned meeting upon such further notice to the affected property owners as it deems advisable. An owner may appeal an assessment to district court pursuant to Minn. Stat by serving notice of the appeal upon the mayor or clerk of the city within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the mayor or clerk.

7 INITIAL PROJECT SCOPE Presented at 12/2/2014 HEARING RED = RECONSTRUCTION YELLOW = OVERLAY $7.2 Million
8 OVERLAY Mill and overlay of asphalt streets is a preventative surface treatment in the City's Street Improvement Project. Two to three inches of the asphalt street are milled off and an overlay of new asphalt is applied. Gravel roads will be engineered for proper drainage and receive new bituminous surface. Curb & gutter repair will be done on a case by case basis IF curb & gutter existed before. Preliminary Assessment rate for overlay is $20.00 a lineal foot
9 RECONSTRUCTION Reconstruction includes utility replacement in the City's Street Improvement Project. Utility Replacement means water, sewer, and/or storm sewer replacement may be installed. Curb, gutter, and driveway approach replacement will be done IF it existed before. Sidewalks are only being replaced in the Downtown District, only on one side of the street, as per City Policy Preliminary Assessment rate for reconstruction is $50.00 a lineal foot
