1 MINUTES OF THE PRE TENDER CONFERENCE CONSTRUCTION OF RISING MAIN, GRAVITY MAIN & DELIVERY CHAMBER OF STAGE 1B TO ARAPHAL CANAL LIFT SCHEME TAL. KARAD, DIST. SATARA UNDER TEMBHU LIFT IRRIGATION PROJECT. Pretender conference is held on December 23, 2011 in the office of the Chief Engineer (W.R.) Pune under the chairmanship of the Chief Engineer (W.R.) Following Officers and Bidders are present for the conference. A) Officers : 1. Er. R. D. Mohite, Superintending Engineer, Sangli Irrigation Circle, Sangli. 2. Er. S. K. Vasudeo Yadav Shree Sadgurukrupa Tapi JV, Thane During the Pre-Tender Conference, the contractors raised the following points & the same were replied by Chief Engineer(WR), Water Resources Department, Pune. Points raised by the contractors 1. Excavation item in soft strata includes all leads & lifts. However, the rate is for excavation only. The lead & lift shall be specified. 2. Excavation item in hard rock strata includes all leads & lifts. However, the rate is for excavation only. The lead & lift shall be specified. 3. All items specify that rates are with all leads & lifts. However, the schedule of rates does not specify such item. Request you to give us lead & lift considered for item. Further, the royalty taken into consideration is with government rate i.e. Rs. 200 per 100cft (brass). However, Government of Maharashtra has been auctioning sand reserves & whoever bids highest is being given rights for extraction & sale of sand. In this case the official royalty is 10 times or even more than the government considered official royalty for preparation of items in schedule of rates. We request you to consider the actual royalty paid & accordingly the rates Explanation Contractor shall visit the site; quote his offer as per his own assessment. Rehandling / removing and disposal of surplus material the lead & lift shall be specified. This shall not be for all leads & lifts. 5. There is rate difference in similar items for tender in items of excavation, refilling M.S. specials, gunnitting etc. Request to consider similar rate for similar items. 6. The rate for lowering, laying, jointing, hydraulic testing of M.S. pipes is not in schedule B. Request you to incorporate these items in schedule B as per current practice in MJP. 7. The rate for local transportation of gunnitted M.S. pipes is not in schedule B. Request you to incorporate these items in schedule B as per current practice in MJP. 8. Cement PPC, OPC 43 & 53 grade, Blast Furnace Slag Cement(BFSC) shall be allowed to use meeting I.S. standard and with ISI Mark not only OPC If insurance allowed from any nationalized insurance company, we may offer rebate on quoted prices as Directorate Government of Maharashtra Insurance does not award any insurance claim. However, co-insurance policy with Government of Maharashtra insurance share 60% and other nationalized insurance company 40% may be allowed as Government of Maharashtra insurance has only office in Mumbai. This practice is allowed in other departments such as MJP. Contractor shall visit the site and quote his offer as per his own assessment. The corrected wording of the item No. 4 in Schedule B is as below : Item No. 4 : Manufacturing, providing & supplying, lowering, laying, local transporting testing (hydraulic & ultrasonic ) including excise duty, spirally welded / ERW / SAW/ fabricated M. S. Pipes ( Commercial Quality ) of various diameters including procurements of plates, gas cutting to required size rolling, tack welding assembling in suitable lengths to form pipes, welding machine forming 'V' edge on both ends of pipes including all taxes ( Central and local), Railway freight, insurance unloading from railway wagon, loading into truck, transport to stores/ site, unloading, stacking etc. complete as per IS and IS as applicable as per specification. (No negative tolerance in thickness is permissible). Contractor shall quote his rate accordingly. The cement of different grades shall be allowed to be used with approval from quality control wing.

Equipment facility The following shall be deleted for tender or additional loading may be considered 1) New Mahindra Bolero - SLX Diesel - 1 Nos. 2) Computers - 6 Nos. 3) Laptop - 1 Nos. 4) LaserJet P1020 printer - 2 Nos And other equipment mentioned elsewhere which is not mentioned in Schedule B may be deleted. Or otherwise we offer to provide 1 vehicles of your choice. 11. The scope of work mentioned in Schedule B for survey work & specification has many more additions. The following scope has been included in specifications for which payment has not been considered in Schedule B. Request to consider the same. 1. Carrying out detailed alignment survey for Rising main with alternatives by taking levels at every 30m intervals, taking out details of all C.M. & C.D. works with requisite upstream & downstream details & submission of the computerized L sections in requisite format... etc. Complete. 2. Carrying out block contour 5m * 5m grid interval at sump well, pump house locations & drawing contours at 0.20 m interval..., etc. Complete 3. Providing & constructing permanent B.M. along pipe line alignment including double leveling & painting levels on it as directed by Engineer-incharge etc. Complete. (1 PBM/Km) 4. Providing and fixing stones of size 20 * 20 * 20 cm on approved alignment with 30 cm above ground including oil painting of two coats, lettering etc. Complete with all leads & lifts as directed by Engineer-in-charge etc. Complete 5. Taking trial pits of size 1.00 m * 1.00 m * 2.00 m depth on alignment of pipe line at every 500 m length for verification of strata... & Preparation of trial pits drawings... etc. Complete. 6. Taking trial bores in requisite nos. At sump well, pump house & D.C. locations for required depth & Following Equipment / vehicles facility shall be provided as per Clause No. 60 1) New Mahindra Bolero - SLX Diesel - 1 No. 2) Computers - 6 Nos. 3) LaserJet P1020 printer - 2 Nos 4)Godrej store well plain cupboards- 5 Nos. 4 preparation of log-register with the help of competent authorities... etc. complete 12. Further, we presume that the charges for approval for design & drawing from competent authority shall be paid by the corporation. If the designs and drawings are to be approved and vetted by CDO, then, the charges for the same shall be paid by the department directly to CDO or if we need to pay, then, the charges paid shall be reimbursed. 13. It is specified that every 10 th joint is to be tested. If it is done the pipe laying joints can be weak. We propose to test every 50 th joint. As during manufacturing of all pipes, welding is tested online X-Ray. 14. Defect liability period shall be for 12 months instead of 3 years from the date of completion. 15. The crop compensation shall be decided by department. However, for payment of crop compensation, the work should not be hampered. In the interest of work, we propose to make payment to concerned land owners for crop compensation which will be reimbursed by department at actual. 16. The statuary rise in tax structure after submission of tender such as M. Vat, Service tax, excise duty, central sales tax etc.shall be reimbursed at actual. 17. The backfilling will be done by us after laying of pipes. The shrinkage shall not be considered for the same. As per the MJP practice, shrinkage for pipeline refilling is not being considered. We request you to consider the same. 18. Earnest Money Deposit As per P.W.D. norms we request you to consider the Exemption Certificate also. 19. Appendix K (a) a) By the fault of Department side the time extension will be given then that extension will be with the price escalation. b) It is not possible or assumed to get the all construction material will get in the assumed leads. Because of these points, it is requested to delete Appendix K (a). Contractors request accepted. Testing shall be done as per provision in the relevant IS. Defect liability period is 24 months from date of recording of final bill. Crop compensation will be reimbursed to contractor as per prevailing Govt. norms after approval from competent authorities.

Lead for the excess material of excavation Due to non land acquisition for the Rising Main & DISNET, the excess material should be disposed by the contractor with all leads & lifts with contractors own cost. It is requested to consider the actual leads for the disposal at the time of execution. 21. Various types of Sluice Valves, Air Valves & Non Return Valves- Mostly valves are manufactured at Kolkata. The manufacturers take 100% payment in advance for the material. As per tender payment schedule, our huge amount will be blocked for purchasing this material. So it is requested to revise the payment schedule as follows- (i) 85% payment after valves brought on site with test certificate. (ii) 5% after erection of valve. (iii) 5% after the hydraulic testing. (iv) 5% after successful commissioning. 22. Fabrication of pipe and specials including transportation The rate of M.S. pipe is variable in market. When we purchase the pipes, Engineer-incharge can visit the factory. Normally we pay 100% payment in advance to the manufacturers. It is very difficult to block huge amount in pipes. Therefore, it is requested to revise the schedule of payment for the M.S. pipe and specials as follows- (i) 85% payment shall be released after the pipes brought on site. (ii) 10% payment after hydraulic testing. (iii) 5% payment after successful commissioning of Lift Irrigation Scheme. 23. Advance on the construction material For the good progress of work, we will stock the maximum construction material on site. So it is requested to continue the same clause in tender. (i.e. to remove the delete stamp) 24. Tender Clause No.67 (Special Condition) If this continues, specification may change as per clause. (Mode of measurement and Contractor shall visit the site and assess the site condition and then quote his offer accordingly. The provisions in specifications regarding the mode of payment will be as follows- (i) 85% payment after valves with required specifications and make, brought on to the site with test certificate. (ii) 10 % after erection and satisfactory hydraulic testing. (iv) 5% after successful commissioning of the lift irrigation scheme. The provisions in specifications regarding the mode of payment for the M.S. pipe and specials as follows- (i) 85% payment shall be released after the pipes with required specifications, diameter and thickness brought on to the site. (ii) 10% payment after satisfactory hydraulic testing. (iii) 5% payment after successful commissioning of Lift Irrigation Scheme The changes are made accordingly for mode of measurements and payments for different items of works as mentioned above.

6 payment). 25. Clause No.53 (Special Condition) This is pipeline work. There is no need to withheld the amount against this component. So it is requested to release the amount at the tender rate in R.A. bills. 26. In online submission page on website in Form 1 & 2, Sr. No. 13 it is asked for Declaration regarding correctness of information submitted for bid capacity / pre qualification evaluation in format provided in Appendix N., but there is no Appendix N in the main Tender Document. Please Clarify. 27. In online submission page on website in Form 1 & 2, Sr. No. 11 it is asked Declaration regarding poor performance in format provided in Appendix O. We would like to bring it to your notice that there is no such Appendix O but there is Appendix M for poor performance declaration. 28. In online submission page on website in Form 2, Sr. No. 10 it is asked Form 2 for Measurement Sheet. We would like to bring it to your notice that there is no such Form Schedule B, Item No. 17 (b) : Air Valve Shaft of specific dia be given. 30. Schedule B, Item No. 18 (b): Sluice Valve Butterfly Valve of specific dia be given. 31. Clause 31 - Price Variation Clause: The contract work is to be executed in Sangli District while the Project Name suggest it is in Satara District while Consumer Price Index (New Series) is given for Solapur Centre Please Explain. 32. Clause 31 - Price Variation Clause : 5% variation for POL Component in Price Variation Clause is very less, it should be raised to 10% and other component may be adjusted accordingly. 33. Clause Quantities Put to Tender: Possible %age Variation be given. Reduced rate for excavation will be released along with payment of backfilling. Submission of Rs. 24 Lakhs in form of Bank Guarantee from Nationalized or Scheduled Bank should be allowed for total amount of EMD Applicable. 36. Govt. of Maharashtra as well as other & Central Government Department follow Arbitration Act 1956 for settlement of disputes for all the contracts under their control. We desire same Act may please be allowed for this contract. 37. Lapse in timely land acquisition process shall be considered in extension of Time Limit if requested for completion of the work. 38. Change of thickness of M.S. Rising mains according to IS The work is to be carried out as per drawing approved by C.D.O. Nashik & Competent authorities. O.C. signed by C.E.
