1 Attachment # 5 Kentucky Fire Cmmissin Junir Firefighter Prgram Guidelines General Requirements and Infrmatin The dcuments prvided in this mail-ut are required. If a department has ther dcuments that their gverning bdy recmmends, thse dcuments shall be supplemental t the dcuments prvided in this packet. All dcumentatin shuld be maintained n file within yur department recrds. It is the understanding f the Fire Cmmissin that all JRFF s that fllw the apprved guidelines as set frth by the Fire Cmmissin will be prtected under wrkman s cmpensatin insurance at n cst t the department. Hwever, Fire Cmmissin makes n representatin that this cverage shall cntinue in the future and shall nt be respnsible fr any claims, damages, r ther liability arising frm the participatin f any individual in the JRFF Prgram shuld such cverage be denied. JRFF s ages may ride in fire apparatus in accrdance with each fire departments SOP and lcal, state, and federal traffic laws. All fire departments must have and maintain a Department apprved ridealng prcedure at all times befre JRFF s may participate and shall submit a cpy f the SOP t the Fire Cmmissin Office with the JRFF Prgram Ntificatin Frm. JRFF may participate in the state FF identificatin prgram fr picture ID s. JRFF s are NOT certified firefighters althugh may btain a JRFF Identificatin as apprved by the Prgram Crdinatr, Fire Department Chief, and Kentucky Fire Cmmissin. Officially participating JRFF s may qualify fr wrker s cmpensatin benefits upn meeting eligibility requirements. Child labr laws d nt apply t JRFF vlunteers. These laws are between an emplyer and emplyee. Fire Departments are respnsible fr cmplying with any lcal, state, r federal law that is relevant t the duty f adults t reprt knwn r suspected child abuse r neglect. The Fire Cmmissin shall nt accept liability based n any failure f an individual member r department t cmply with such laws. Sme insurance cmpanies d nt permit anyne under 21 t participate in drivers training as permitted in the guidelines. This shuld be handled in-huse and remains the respnsibility f the Fire Chief. It shall be the respnsibility f the spnsring fire department t ensure that all equipment and apparatus which will be utilized is certified and inspected t the applicable laws, regulatins, cdes, and standards. 2 JRFF s shall never: Serve as the Incident Cmmander during nn-emergency and/r emergency respnses; Participate in the place f trained persnnel during nn-emergency r emergency respnses; Engage in any nn-emergency r emergency activities which may expse the JRFF t any situatin which may be Immediately Dangerus t Life r Health (IDLH) as defined by the U.S. Natinal Institute fr Occupatinal Safety and Health (NIOSH) invlving any fire r smke cnditins t include structure, vehicle, dumpster, wildland, liquids, gases, r rubbish fires; and/r perating in any Hazardus Materials cntrl activities. Operate hydraulic r pwer tls while n an nn-emergency r emergency incident scene; Participate in ventilatin n an nn-emergency r emergency incident scene which invlve the JRFF encuntering an IDLH; Climb ladders during nn-emergency r emergency incident respnses t include aerial and/r grund ladders Be respnsible fr apparatus peratins; r Be respnsible r participate in traffic cntrl activities Respnd t an incident either nn-emergency r emergency t the scene while perating a POV (Privately Owned Vehicle). Install and/r perate a POV with any type f emergency warning device while respnding t a nn-emergency r emergency incident and/r have such warning devices installed in their POV (Privately Owned Vehicle). JRFF s n an incident scene may assist with the fllwing activities: Accuntability; Rehabilitatin Area (Rehab); Exterir peratins f hse t include peratins and relcatin f hse 3 r less in size, rlling and lading f hse utside an IDLH atmsphere; Retrieval f equipment and/r tls frm apparatus JRFF s shall be: A high schl graduate r equivalent; r Educatinal Requirements Enrlled in public, private, r hme schl in gd standing wh meet the attendance regulatins as set frth by federal, state, r lcal authrities; A student must maintain a curse grade average r the equivalent f the letter C in all curses f study; and Gvernr s Cmmissin n Fire Prtectin Persnnel Standards and Educatin Cmmnwealth f Kentucky

3 Prhibited frm participating in any fire department activities during regular schl hurs unless authrized by educatinal institutin and fire department. JRFF s: Training Requirements May attend ther classes nt identified belw when apprved by Fire Chief and Prgram Crdinatr, when n IDLH activities are invlved; JRFF years f age, whm are prperly equipped with persnal prtective equipment, are permitted t participate in classrm and skills/hands-n training in the fllwing areas: FF Olympics when apprved by the Fire Chief and Prgram Crdinatr Administratin and Organizatin Safety Cmmunicatins Fire Behavir (See belw requirements fr live fire training) Prtable Extinguishers (using a burn pan n larger than 36 x 36) Persnal Prtective Equipment Frcible Entry (may include pwer/hydraulic tls when under direct instructr supervisin) Ventilatin (may include pwer saws when under direct instructr supervisin and when secured with fall prtectin) Rpes and Knts (See Rescue fr Technical Rpe Rescue) Ladders (shall include the use f a ladder belt r safety harness fr fall preventin) Aerial Ladders (shall nt exceed 60 degree climbing angle and 75 feet in height, shall include use f a ladder belt r safety harness fr fall preventin) Hse/Nzzles/Appliances (shall nt exceed hse line greater than 3 ) Fam (shall nt exceed hse line size greater than 3 ) Fire Cntrl (see Live Fire chart belw) Lss Cntrl (Salvage/Overhaul) Emergency Medical Care (shall meet all gverning agency requirements) Rescue (see Rescue chart belw) Water Supply Sprinklers (Fire Prtectin Systems and Alarms) Hazardus Materials (shall nt be subject t Live prducts r an IDLH) may nly be simulated peratins. IMPORTANT LIABILITY INFORMATION: It is imprtant t remember that any deviatin frm these training specificatins culd result in departmental r persnal liability. The Fire Cmmissin des nt, and shall nt; apprve participatin f any JRFF s in any activities that fall utside these guidelines. The Fire Cmmissin des nt, shall nt, and cannt waive any svereign immunity enjyed as a result f its status as a state agency fr the Cmmnwealth f Kentucky.
