5 Secnd Chance Act Funding Status In fiscal year (FY) 2009, $25 millin was apprpriated fr Secnd Chance Act grant prgrams. In FY 2010, $100 millin was apprpriated fr Secnd Chance Act grant prgrams, including the Family-Based and C-Occurring Prgrams. 8 Sectin 201: Targeting Individuals with C-ccurring Substance Use and Mental Health Disrders Sectin 201 f the Secnd Chance Act authrizes awards t States, units f lcal gvernment, and Indian tribes t imprve the prvisin f substance use and mental health disrder treatment t individuals: In prisns and jails during the perid f incarceratin and Thrugh the cmpletin f parle r ther curt supervisin after release int the cmmunity. BJA is seeking applicatins frm eligible applicants t implement r expand ffender treatment prgrams fr re-entering ffenders with c-ccurring substance abuse and mental health disrders. Eligibility -Wh Can Apply? Eligible applicants are limited t states, units f lcal gvernment, and federally-recgnized Indian tribes (as determined by the Secretary f the Interir). Entities that d nt meet this eligibility requirement (i.e. nn-prfit rganizatins, etc.) are nt eligible t apply fr this slicitatin. Hwever, eligible applicants must demnstrate partnerships with cmmunitybased substance abuse and mental health treatment prgrams t ensure crdinated reentry effrts and nging treatment and/r aftercare prgramming.
9 Sectin 201: Apprved Uses Treatment f c-ccurring substance use and mental health disrders in prisns and jails The term c-ccurring disrders (COD) refers t c-ccurring substancerelated and mental disrders. Clients said t have COD have ne r mre substance-related disrders as well as ne r mre mental disrders. At the individual level, COD exist when at least ne disrder f each type can be established independent f the ther and is nt simply a cluster f symptms resulting frm [a single] disrder. Prviding recvery supprt services, reentry planning and prgramming, and pst- release treatment and aftercare prgramming in the cmmunity thrugh the cmpletin f parle r curt supervisin
10 Sectin 201: Apprved Uses Applicants must demnstrate hw the fllwing six fundamental principles f evidence-based crrectinal practice are integrated int their prgram design: Objectively assess crimingenic risks and needs Enhance intrinsic mtivatin Target higher- risk ffenders Address ffenders greatest crimingenic needs Use cgnitive- behaviral interventins Determine dsage and intensity f services
11 Sectin 201: Prgram Design Elements Applicants shuld address the fllwing design elements in the prpsal: Use f actuarial-based assessment instruments fr treatment and reentry planning Use screening and assessment instruments t match individuals with the apprpriate level and type f treatment and reentry services Target crimingenic needs that affect recidivism Crimingenic needs include a histry f anti-scial behavir; anti-scial persnality pattern; anti-scial cgnitin; antiscial assciates; family and/r marital status; schl and/r wrk; leisure and/r recreatin; and substance abuse Prvisin f evidence-based substance abuse and mental health treatment Prvide substance abuse and mental health treatment practices and services that have a demnstrated evidence base and are apprpriate fr the target ppulatin, as determined by the risk/ needs assessment. Prvide integrated clinical treatment fr c-ccurring disrders prvided by treatment specialists with knwledge f the interactins between substance abuse and mental health disrders. Indicate hw treatment will begin prir t release and be cntinued int the cmmunity after release. Require urinalysis and/r ther reliable frms f drug and alchl testing fr prgram participants Prisn-based prgrams must prvide residential treatment facilities set apart frm the general crrectinal ppulatin. Offenders included in prisn- based prgrams must be within 6-12 mnths f scheduled release.

Assess insurance and benefit status and assist inmates with the applicatin prcess. Supprt f a cmprehensive range f recvery supprt services These may include, but are nt limited t, nging mental health and substance abuse disrder treatment, husing, physical health care services, cgnitive restructuring, jb placement services, and family reunificatin, amng many thers. Prvisin f sustained aftercare, case planning/ management in the cmmunity Use cnsistent pre- and pst-release case management and supervisin, sustained at least 6 mnths pst- release. Pst- release treatment and aftercare must be crdinated, including crdinatin with cmmunity partners t allw in-reach fr cmmunity-based treatment prviders. Prvisin f cmmunity supervisin services which fllw evidence-based practices This may include, but is nt limited t, individualized case planning based ff f risk and needs assessment, graduated respnses t vilatins, incentives and staff training in effective ffender management techniques.

14 Sectin 201: Mandatry Treatment Requirements Applicants must certify that the treatment prgram prpsed: Is clinically-apprpriate, will prvide cmprehensive treatment, and Has been develped in crdinatin with the Single State Authrity fr Substance Abuse and the State Mental Health Authrity. Applicants shuld prvide fficial dcumentatin that cllabrating service prvider rganizatins are in cmpliance with requirements fr licensing, accreditatin and certificatin as apprpriate. If an applicatin is being submitted by a tribe then a current authrizing reslutin f the gverning bdy f the tribal entity r cuncil must be included.

19 Sectin 201: Impact/Outcmes and Evaluatin Describe the current ability t cllect and analyze client-level perfrmance and utcme data. Outline hw and what data and infrmatin will be cllected and analyzed t determine the effectiveness f the treatment prgrams implemented r enhanced and describe hw randmized trials will be used where practicable. Describe hw perfrmance will be dcumented, mnitred, and evaluated, and identify the impact f the strategy nce implemented. Discuss hw variables like stakehlder supprt and services crdinatin will be defined and measured Describe hw evaluatin and cllabrative partnerships will be leveraged t build lng-term supprt and resurces t sustain the prject when the federal grant ends. 20 Sectin 201: Budget There is n match requirement under this slicitatin. Applicants must prvide a prpsed budget that is cmplete, allwable, and tied t the prpsed activities. Limitatin n Use f Award Funds fr Emplyee Cmpensatin; Waiver: With respect t any award f mre than $250,000 made under this slicitatin, federal funds may nt be used t pay ttal cash cmpensatin (salary plus bnuses) t any emplyee f the award recipient at a rate that exceeds 110 percent f the maximum annual salary payable t a member f the Federal Gvernment s Senir Executive Service (SES) at an agency with a Certified SES Perfrmance Appraisal System fr that year. (The 2011 salary table fr SES emplyees is available at Applicants must budget funding t travel t Department f Justice-spnsred grant meetings. 34 Sectin 113: Additinal Requirements Applicants must indicate hw minr children and family members f prgram participants will be identified, cntacted, and engaged in service prvisin. A prgram fr which a grant is made shall cmply with the fllwing requirements: Integrate techniques t assess the strengths and needs f immediate and extended family f the parent t supprt the treatment plan; and Ensure that each participant in that prgram has access t cnsistent and uninterrupted care if transferred t a different crrectinal facility within the state r ther relevant entity

Categry 1: Units r cmpnents f state and lcal gvernment agencies serving incarcerated adults. Categry 2: Federally recgnized American Indian tribes and Alaska Native tribes and/r tribal rganizatins serving incarcerated adults. Cntingent upn the availability f funds and the number f individuals t be served, awards f up t $300,000 will be made fr a perid f up t 24 mnths.
