3 (Annexure A ) INTENT OF TECHNICAL SPECIFICATIOS The intent of specifications is to carryout renovation/up gradation of Electrically operated Wire Rope Hoist with motorized Trolley( Double Girder) / crab unit of Existing 12.5 T Crane installed in O&M Store. The scope envisages replacement of Trolley (Crab Unit)/Bridge Girder, Rope drum with rope, Hook, motors, gear boxes and electric control (i.e. Electrically operated Wire Rope Hoist with motorized control) as detailed below. The bridge girders, wheels,dsl, End carriage shall be reused from the existing crane by the successful bidder, for which the bidder before quoting must visit the site to acquaint themselves with the actual site conditions. The site visit before bidding is mandatory as being a case of retrofitting. 1. Description : Design, manufacture, supply and Erection and Commissioning of electrically operated Wire Rope Hoist with Motorized Trolley (Double Girder)/crab unit, conforming to IS: 3177 & IS:807, tested to 25% overload and as per the following specifications a. Safe Working Load : 12.5 Tons b. Span : 21.5 Mtrs. c. Height of Lift : Mtrs d. Bay Length : 73.6 Mtrs. e. Location : Indoor f. Crane Operation : a) Pendent Control from floor level b) Through wireless remote control 2. Type of Hoist: Wire Rope Hoist with Motorized Trolley conforms to IS: 807, 3177 & Speeds: Operating speeds for :- Main Hoist : 3 meters/minutes Cross travel : meters/minutes Long travel : meters/minutes 4. Supply: The 3 phase electrical supply for the power shall be at 415±10% at 50 HZ. All the systems shall be properly earthed as per code. The control supply shall be at 110 VAC. The crane shall be operated only by means of push button operated pendant at a height of 1.0m from the ground level. The pendant shall be movable along the girder independent of the movement of the trolley. 5. Motors: The motors shall be totally enclosed fan cooled (TEFC) squirrel cage induction motor suitable for crane operation. All the motors shall be protected by suitable relays. The class of insulation for the motors shall be of Class "F" or better. All motors to be designed adequately. 6. Gears: Gear Box should be Helical ground gear to maintain the noise level with splash lubrication. 7. Bearings: Anti-friction Ball / Roller /Needle bearings shall be provided wherever required with grease nipples for easy lubrication of reputed make. 8. Rope Drum: Rope drum shall be of seamless pipe and will be duly machined

4 and grooved to accommodate full length of wire rope in one layer. The drum will be mounted on anti-friction ball / roller bearings. 9. Hook: Drop forged C Shank type swiveling hook conforming to IS:3815/8610 supported on thrust bearings with fail-safe hook latches. Hook shall be rated for 5T and shall be drop forged. 10. Wire rope: Steel Wire Rope of following specs:- Type : 6x37 or 36 FMC Tensile strength : Kg/mm2 Dia : 18 mm No of falls : Type of Motors : Totally enclosed Squirrel Cage Induction Motors, 150 starts/ hrs., totally enclosed TEFC with class F insulation and S4 Duty with 40 % CDF suitable for 3-Phase, 415V, 50Hz AC power supply, motor conforming to IS:325. LT motion must have motors of suitable ratings on both the sides. 12. Limit Switch: Snap action type, adjustable limit switches shall be provided for hoisting motion and two way lever type for CT & LT motion. Limit switches shall be provided to prevent over hoisting and over lowering of hook. Limit switches shall also be provided for extreme limits of Crab travel at both ends. 13. Brake: Brake should be AC/DC Disc type or EHT Type for Hoisting control & Disc type AC brake for, Cross Travel and Long travel motions. 14. Protective model: The crane protective panel shall b e S t e e l f a b r i c a t e d t h a t w i l l consist of Overload / single phasing protections, contactors, MCB, Time Delay relays, control transformers etc. 15. Power Supply: 415V, 3 phase, 50Hz, AC supply. All the systems shall be properly earthed as per IS code. 16. Painting: One coat of Red Oxide Primer with 25 micron DFT (Dry Film Thickness).The hoist should be painted with two coats of Enamel Paint (Colour Golden Yellow) each with a DFT of 25 micron and intermittent curing of 16 hours. Final touching will be done after erection & commissioning at site if required. 17. 5 ( Annexure B) SCOPE OF WORK A) Suppliers Scope: a) Dismetalling of Existing Hoists (12.5T) at SJVN site. b) Unloading & Erection of supplied hoists at SJVN site. c) Leveling and Alignment of Track (both sides). d) Inspection of crane span and Diagonal along with rectification,if required as per specifications. e) Replacement of existing Trolley/Crab unit with new crab unit (Double girder )having Electrical panel for Hoist, CT and LT Motion having requisite controls and protections like Main Switch, Fuses (HRC), Over Load protection, Under Voltage and Single phasing Protection, Timers and suitable contactors inside a steel panel. f) Replacement of Control cables, limit switches for all motions and pendent with cable. g) Replacement of pendent alongwith cable. h) Installation of wireless remote control ( Dual option i.e. pendent control as well as wireless remote control), the certificate for which shall be arranged by the supplier. i) Installation of suitable buffers j) Successful bidder must get the detailed drawings/scheme approved from SJVN prior to commencement of job. k) Necessary tools & equipments as required for unloading/dismetalling and erection shall be responsibility of supplier. l) Smooth Functioning of the Hoist (at SJVN sites) shall be the responsibility of the supplier. m) Final Load testing as per IS at 125% of rated load shall be conducted at site. n) All safety equipments like safety boot, safety belt, helmet, gloves, loader, goggles etc. required for erection personnel shall be arranged by the vendor. o) Vendor shall submit 02 sets of Drawings and Manuals and list of mandatory spares at the time of commissioning. B) SJVN Scope : a) Hydra/ crane shall be provided by SJVN at the time of unloading and erection (as and when required) free of cost. b) During commissioning period Electricity shall be provided free of cost. c) Reusable components like Girder, Wheels and DSL shall be used from existing crane. C) LOAD TESTING :Final Load 125% of rated load,after erection shall be the sole responsibility of the bidder. D) PERFORMANCE GURANTEE: The Performance of the Hoist shall be guaranteed for a minimum period of 12 months against any manufacturing defects from the date of final testing by SJVNL.

The acknowledgement copy is to be sent as a proof for the bid submission through tendering. 1.0 General Instructions 1.1 The SJVN Limited, hereinafter called "SJVN Ltd." / "Owner" is a Joint Venture of Govt. of India and Govt. of Himachal Pradesh having its registered office at SJVN Complex, Shanan, Shimla, Himachal Pradesh Pin No , have their Nathpa Jhakri Hydroelectric Power Plant with a capacity of 6x250 MW at Nathpa (Distt. Kinnaur) and Jhakri (Distt. Shimla) in the State of Himachal Pradesh, India. 1.2 SJVN Ltd. has issued an invitation to bid as enclosed and will receive bids as set forth in the accompanying Bid documents. 1.3 Bids can not be uploaded after the time & date fixed for receipt of bids as set out in the Invitation of Bid. 1.4 SJVN Ltd. reserves the right to accept or reject any or all Bids without assigning any reason for such a decision. 1.5 All the cost and expenses incidental to preparation of the proposals, discussions and conferences, if any, including pre-award discussions with the Bidder, technical and other presentation including any demonstrations etc. shall be to the account of the Bidder and Owner shall bear no liability whatsoever on such costs and expenses. 1.6 The complete filled in bids and necessary scanned documents shall be uploaded at the mentioned address up to at 13:00 hrs. The last date of availability /downloading of the bid document are on at 12:00 hrs. The commercial bid shall be opened on at 14:00 hrs. The bids cannot be uploaded / submitted later than at 13:00 hrs. However, Price bid part of qualified & commercial responsive bidders shall be opened on subsequent date, for which the qualified bidders shall be informed separately. 1.7 Please note that bids in physical form shall not be entertained under any circumstances and are only to be submitted through e-tendering at DIGITAL SIGNATURES: The bidder should also have the Digital Signatures (Class IIA or higher with signing & encryption) which are mandatory for security purpose. 8 1.9 The contract & procurement process through e-tendering/e-procurement system is in process at NJHPS, SJVN Jhakri and hence this tender is to be processed through e- tendering/e-procurement system. The bids are to be filled and submitted online. Shimla) in the State of Himachal Pradesh. 3.0 Communication and Transport Limitation The Plant Site is located in the interior of Himachal Pradesh. The dam is located on the Sutlej River near village Nathpa in District Kinnaur. The underground power house is located near village Jhakri in District Shimla. Jhakri is ahead of Shimla, the capital of the State of Himachal Pradesh about 150Km on NH-5. The rail head (broad gauge) is at Kalka (NR). Kalka is about 235 Km (Approx.) from Jhakri. Approximate Distance from Kalka To Mumbai To Kolkata (i) By Rail (ii) By Road The distance from Kalka to Delhi by road is 285 Km (approx.). 10 From the Kalka rail head, the Project is approachable by the following roads/routes:- (i) Kalka - Dharampur - Solan - Shimla - Narkanda - Rampur - Jhakri (NH -5). PCD-NJHPS-657 for Renovation/ Upgradation, Supply and Erection of 12.5T EOT Crane at (Page-5 of 17) Transport Limitation The transport limitation by road from Kalka to the Plant Site at Jhakri would be the governing factor in respect of the permissible package size and weight. Bidder should consider all factors as can be envisaged for transportation of equipment to avoid and overcome the hindrances/ limitations on existing road on account of weather conditions and any other reasons without affecting the schedule. 4.0 Minimum Qualifying Requirement: NA 5.0 Scope of Proposal The scope of Proposal includes the Renovation/ Upgradation, Supply and Erection of 12.5T EOT Crane at {Details scope of supply & installation as per Technical Specification Annexure-A &B as Enclosed}: 5.1 The detail complete scope of supply & installation is detailed in the Technical specifications Annexure-A &B enclosed. 5.2 The Transport & insurance charges shall be reimbursed as actual against the documentary proof & maximum restricted to the total amount as quoted in the bid. 5.3 The material is to transport through Registered Common Carrier only (Registered Common Carrier mean the carrier registered with a State Transport Authority or a Regional Transport Authority). 5.4 Inspection: - The final inspection of the material shall be carried out at O&M Store, NJHPS, SJVN Ltd. Jhakri. 5.5 The intending bidder must upload the certificate issued by EIC, AGM (PH Elect. Maint.) that the bidder has visited the site before uploading/submitting the bid. The bidder who will not submit/upload the certificate issued by EIC along with the bid, then their bid will be rejected. It is mandatory for all the bidders who want to participate in this tender to visit to make acquaintance with work before uploading/submitting the bid. Failure to furnish all information required by the bidding documents or submission of a bid not substantially responsive to the bidding documents in every respect will be at the Bidder's risk and may result in rejection of its bid. 9.0 Amendment of Bidding Documents 9.1 At any time prior to the deadline for submission of bids, the Owner may, for any reason, whether at its own initiative, or in response to a clarification requested by a prospective Bidder, amend the bidding documents. 9.2 The amendment will be notified in writing or by cable or through website (on and to all prospective Bidders that have received the bidding documents and will be binding on them. Bidders are required to immediately acknowledge receipt of any such amendment, and it will be assumed that the information contained therein has been taken into account by the Bidder in its bid. 9.3 In order to afford prospective Bidders reasonable time in which to take the amendment into account in preparing their bid, the Owner may, at its discretion, extend the deadline for the submission of bids. 9.4 The amendment(s) of the NIT shall be put on our web-sites directly. The bidders who have not informed us about the download would be required to regularly visit our website for updating themselves about any amendments which may arise from time to time. 12 The bid prepared by the Bidder and all correspondence and documents related to the bid exchanged by the Bidder and the Owner shall be written in English language. Any printed literature furnished by the bidder may also be written in English language Cost of Bid Document and Earnest Money deposit {EMD/ Bid Security (FDR/TDR)}(ONLINE) The cost for purchase of bid document: NIL 11.2 The bidder shall furnish, a bid security/ earnest money as part of the bid amounting to 22,000/-(Rupees Twenty Two thousand Only) Micro or Small Entreprises (MSE)/NSIC registered firms are exempted from the submission of the Tender Document Cost (if any) and EMD and must enclose (Upload scanned copy of the MSE/ NSIC certificate). If the MSE/ NSIC certificate does not contain the item(s)/work(s)/services as listed in our NIQ/NIT and no EMD is found submitted, then SJVN may ask the bidder to submit the EMD and the same should reach within ten (10) days from the date of SJVN s notification by /Fax Letter, otherwise the bid shall be considered as non-responsive and price bid of such firms shall not be opened The Cost of Bid Document and Earnest Money (EMD) shall be submitted using below mentioned facilities:- a) Credit Card b) Debit Card c) Net Banking d) NEFT/RTGS Credit Card/Debit Card/Net Banking: Bidder is required to add website in Trusted Zone as suggested above. Bidder needs to feed correct details while making the payment through online payment gateway. NEFT/RTGS: To make payment through NEFT/RTGS, bidders will get an auto generated e- Mail which contains details of their Unique Bidder Code and when and how to do RTGS/NEFT and details pertaining to it. This information will also be available on screen under heading of NEFT/RTGS Instruction once bidder gets login. Once bidder deposit amount in Beneficiary account number provided to them, while making payment for document fees and EMD by RTGS/NEFT payment option at the document fees and EMD payment screen, bidder shall be able to view the funds already remitted by him/her through NEFT /RTGS as available. This facility allows you to transfer lump sum amount to your Bidder ID account number as mentioned above via RTGS / NEFT. Bidder would be able to use the funds as and when require till the time balance is available in Bidder ID. Also, Bidder can transfer more amount as and when he/she require. Kindly note that the payment via RTGS / NEFT is required to be made one working day in advance in order to make it available in your Bidder ID. Hence please ensure that Bidder remit funds at least one day in advance before he/she would like to make the document fees and EMD payment through RTGS / NEFT option on payment gateway. Caution: Please ensure that you need to mention the correct beneficiary account number and IFSC code as mentioned above while making payment via RTGS / NEFT. In the event of funds remitted to wrong beneficiary account number, SJVN Limited or its Bank or its service provider would not responsible for the same. To start activities according to Work Completion Schedule Deviations Deviations, if any, from the terms and conditions of Bidding Documents or Technical Specifications including drawings shall be listed only in Deviation Schedule of the bid i.e. Online Schedule of Deviations. The Bidder shall also provide the additional price, if any, for withdrawal of the deviations. A bid submitted with an adjustable price quotation will be treated as non-responsive and rejected Bid Currencies Bidders shall quote all prices in Indian Rupees only Period of Validity of Bid Bids shall remain valid for a period of 120 days after the closing date prescribed by the Owner for the receipt of bids. A bid valid for a shorter period shall be rejected by the Owner as being non-responsive. In exceptional circumstances, the Owner may solicit the Bidder's consent to an extension of the bid validity period. The request and responses thereto shall be made in writing or by cable/fax. Any effort by a Bidder to influence the Owner in the Owner s bid evaluation, bid comparison or contract award decisions may result in rejection of the Bidder s bid Award of Contract The Owner will award the contract to the successful Bidder whose bid has been determined to be substantially responsive and to be the lowest evaluated bid for entire scope of supply on single responsibility, further provided that the bidder is determined to be qualified to perform the contract satisfactorily. The owner may request the Bidder to withdraw any of the deviations listed in Deviation Schedule of the winning bid, at the price shown for the deviation in Deviation schedule. In case the Bidder does not withdraw the deviations proposed by him, if any, at the cost of withdrawal stated in the bid, his bid will be rejected and bid security forfeited. Bidders would be required to comply with all other requirement of the Bidding Documents except for those deviations in Deviation Schedule, which are accepted by the Owner, failing which the bid security of the Bidder may be forfeited.
