TCMA Membership Directory Format and Update On January 7, 01, the TCMA Board voted to provide a PDF version of the annual directory to members. This replaced the traditional printed and mailed version. The membership will be notified when the updated version is available and will receive instructions for printing. It is important for all members to review their contact information in order to have accurate records. Please complete this process by March 9 for the corrections to be included in the updated version. To review and update your TCMA directory information, please follow these instructions: 1. Go to Click on Roster, located in the table of contents.. Click on Online Membership Directory.. Enter your name, scroll down, and select Submit. 5. Check your contact information on the initial screen and then click on your name. 6. Check your entire record of information, including work history, education, and more. 7. 2 Management Transitions Robert Bradshaw is no longer the city manager of the City of Port Aransas. David Parsons is the new city manager. Gary Brown will retire as the city manager of the City of Floydada, effective September 0. Scott Campbell is no longer the town manager of the Town of Sunnyvale. He is the new city manager of the City of Roanoke. Dan Savage is interim town manager of the Town of Sunnyvale. Julio Cerda is no longer the city manager of the City of Mission. Martin Garza, police chief, is the interim city manager. Scott Edmondson is no longer the city administrator of the City of Mertzon. Adam Gee is the new city administrator. Elizabeth Lea is retiring as the city administrator of the City of Nash, effective April 5. Scott Neils is no longer the city manager of the City of Watauga. Bill Crawford, fire chief, is the interim city manager. New Member Applications TCMA Board policy requires that names of new member applicants be published each month in the Management Messenger. Any written objection during the subsequent 0-day period will be reviewed by the TCMA Membership Committee. If no objections are received during this time, the names will be submitted for Board approval at the next scheduled Board meeting. For a list of current city management job openings in Texas, please visit The Tom Muehlenbeck Scholarship TCMA is now accepting applications for the Tom Muehlenbeck Scholarship. The scholarship is a one-time $,500 scholarship available to a Texas City Management Association member s dependent child who is a high school graduating senior and has been accepted to a Texas college or university. The deadline for application is April 5. For more information and an application, click on Attention, Voting Members! Important 01 TCMA Election Information This year marks the first year TCMA elections will occur electronically. The membership approved electronic voting at the June 9, 01, Business Meeting (TCMA Constitution Article III, Section ). TCMA voting members will receive their ballot via the week of March 11. Voting will close on April 1 at 5:00 p.m. A random link will be provided in your allowing you to vote one time. Each ballot MUST be certified, so be sure to certify the electronic ballot before you exit the ballot. Your vote WILL NOT count if you fail to do so! Biographies for each candidate will be available within the electronic ballot.
3 Municipal Permitting of Petrochemical Pipelines: Safety Assurance and Best Practices With the recent fracking boom, cities across the State of Texas have to enhance their approach to safely permitting various components associated with fracking, such as pipeline transmission lines. The petrochemical pipeline concentrations that cross Texas are some of the highest concentrations of lines found in the United States today. The goal of the permitting process should be to manage the risk associated with pipelines, not add existing regulations already imposed at the federal and state level. As demonstrated by historical record, petrochemical pipelines can pose significant hazards to the general public if all the design, construction, and appropriate safety practices are not followed. Safety Assurance and Best Management Practice Checklist: Service Awards TCMA would like to recognize TCMA members who have reached service milestones. These individuals will be recognized at the TCMA Annual Conference Awards Luncheon on Friday, June 8. The service awards honor TCMA members who have been Full or Associate members and in full-time service as an appointed employee of a local government entity for a minimum of 0 years. Although TCMA and ICMA are similar organizations, their criteria for service awards are not identical. The criteria in the TCMA Constitution are as follows: Article V. Memberships, Section 1 Membership Classification, E. Special Member, 1 Life Member, () Membership: Must have been a Full or Associate Member eligible to hold an overall management position in a Texas city/cog for a minimum of twenty (0) years regardless of age at retirement Define a comprehensive permitting and permit renewal process. Obtain comprehensive owner and owner contract information. Require that an emergency contact be submitted as part of the application and renewal process. Record drawings submitted in electronic format and uploaded into GIS. Give technical requirements regarding design and equipment specifications. Require generous setbacks from adjacent property owners, especially high consequence areas such as churches, schools, and public buildings. Develop corridors and buffers whenever possible. Establish a city-industry coordinating panel to address needs and concerns. Conduct pre-construction, construction, and postconstruction meetings. Require the submittal of a pipeline integrity management system with maintenance and incident reporting schedules. In addition to this, also obtain a notification of incident and remedies undertaken for reported incidents. Give notice of pipeline start-up and removal from service. Require that notifications be sent to all adjacent property owners, including other pipeline and well operators. 4 Member News Paul Parker, city manager of the City of Lufkin, was released from the hospital on February 0 following a successful single lung transplant. He and Sue will be staying close to the hospital for three months while he recuperates and receives therapy. Memos on Meetings The Advocacy Committee met on February 0 at the Texas Municipal Center in Austin. The Membership Committee will meet on April 1 in the Concourse Conference Room of the Wyndham Love Field, located at 00 W. Mockingbird Lane in Dallas. The Board will meet April 19 at the Texas Municipal Center in Austin. George R. Shackelford Jr., father of George T. Shackelford (city manager, City of Tomball), passed on February 1. Funeral services were held on Monday, February 18.
