2 THREE TRAINING OPPORTUNITIES The Texas Public Employer Labor Relations Association (TxPELRA) will host the National Public Employer Labor Relations Association s (NPELRA) Academy III: The Negotiation Process on February 8, 2011, prior to the Texas Public Employer Labor Relations Workshop on February 9-10, Information and registration details for Academy III can be found at The TxPELRA Annual Workshop will be on February 9-10, 2011, and the 25 th Annual Civil Service Workshop will be on February All three workshops will be held at the Crowne Plaza Hotel Downtown Dallas. Enrollment for the TxPELRA Annual Workshop and the Civil Service Annual Workshop is limited to human resources professionals and management representatives from Texas municipal governments (for example, the city manager s office, the city attorney s office, civil service commissioners, the human resources department, the police department, and the fire department). BENEFITS OF ATTENDING The programs for the TxPELRA and Civil Service Workshops have been designed as a broad developmental experience for all participants, no matter their level of knowledge or experience. There will be opportunities in each session to ask questions related to administering the State Civil Service Law in your community and legislation regarding mandatory collective bargaining for public safety. In addition to the formal program, you will have the opportunity to network with others who also share similar problems and challenges. Speakers have been selected for their knowledge and experience of civil service, labor relations, and human resources management. This year s programs promise to be two of the best in the 25-year history of the workshops. Noon 1:30 p.m. LUNCH 1:30 3:00 p.m. Groundwork for Collective Bargaining Mr. Duckett will discuss the intricacies of preparing for collective bargaining. The discussion will include such topics as Preparing Goals with a City Council and City Manager, What to Bargain For, and How to Protect Management Rights. 3:00 3:15 p.m. BREAK 3:15 4:45 p.m. Groundwork for Collective Bargaining (continued) In this session, Mr. Duckett will provide information related to the following: What does it mean to bargain in good faith? What constitutes bad faith bargaining? How do you develop your goals and proposals in bargaining? Who should be at the collective bargaining table and who should never be there? Should you use an internal or external negotiator? Thursday, February 10 8:00 9:15 a.m. Surviving and Thriving in the World of Collective Bargaining Ever wonder what should be included in a collective bargaining agreement and/or what should stay out? This session will help answer these questions and provide information on how to plan for a future in which collective bargaining is a reality. 9:15 9:30 a.m. BREAK 9:30 10:45 a.m. Surviving and Thriving in the World of Collective Bargaining (continued) Mr. Duckett will describe the difference between meet and confer and more traditional collective bargaining. This session will also define impasse, explain how you know if you ve reached impasse, and provide examples of how other states have resolved impasses.

Find out how you may be able to implement this innovative approach to improve the diversity of the pool of qualified applicants in your city. The representative from the City of Harlingen will describe the city s recruiting program and how it contributes to hiring officers in a more timely manner. Complimentary parking is available for guests of the hotel. SEMINAR MATERIALS TMHRA no longer provides handouts for speaker papers or printed materials of any kind. Instead, TMHRA will put all speaker papers on the TMHRA Web site at (under Seminar Materials ) for attendees to download in advance, if they so desire.
