2 TWO TRAINING OPPORTUNITIES A workshop on Public Employer Labor Relations will be held on February 13, 2008, prior to the 22 nd Annual Civil Service Workshop on February 14-15, Both workshops will be held at the Moody Gardens Hotel in Galveston. The programs are sponsored by the Texas Municipal Human Resources Association (TMHRA) and the Texas Public Employer Labor Relations Association (TXPELRA). Enrollment for both workshops is limited to human resources professionals and management representatives from Texas municipal governments (for example, the city manager s office, the city attorney s office, civil service commissioners, the human resources department, the police department, and the fire department). TEXAS PUBLIC EMPLOYER LABOR RELATIONS ASSOCIATION ANNUAL WORKSHOP (February 13) National Public Employer Labor Relations (NPELRA) President Denyce Holsey and Jim Parrish, director of human resources for the City of Amarillo, will welcome participants to the annual TXPELRA meeting and will discuss the activities of the national association in the NPELRA Update. Representatives from four Texas cities will report on Meet and Confer: Experiences from the Frontlines. Fred Sandoval, city manager with the City of Pharr; Julia Vasquez, first assistant city attorney for the City of Wichita Falls; Miguel Ozuna, director of human resources with the City of Cedar Park; and Tadd Phillips, director of human resources for the City of San Angelo, will share what s happening in their cities. After the luncheon, Fort Worth attorney and TXPELRA charter member Bettye Lynn will give an update of labor relations activities in Texas with Alison Froehlich-Smith, director of human resources/civil service in the City of Baytown, acting as moderator. Political Sides of Bargaining Do s and Don ts will be presented by Daniel Jackson, legal advisor for the City of Baytown; and Dick Hodapp, assistant director of human resources/civil service with the City of Fort Worth; with Jim Parrish, director of human resources in the City of Amarillo, moderating. CIVIL SERVICE WORKSHOP (February 14-15) On Thursday, Bettye Lynn, Fort Worth labor attorney and perennial workshop presenter, will again keynote this year s workshop with Civil Service Legal Update, providing a review of current civil service developments and the lessons learned. Lateral Entry Hiring will be the subject of a session led by Dick Hodapp, assistant director of human resources/civil service with the City of Fort Worth; Corporal Mike Wilcox, administrative officer with the City of Temple Police Department; Debbie Maynor, director of human resources/civil service in the City of Killeen; and Priscilla Wilson, director of human resources/civil service with the City of Garland. Following the luncheon, participants will have the opportunity to hear speakers on a variety of civil service topics. Three program tracks have been established: (1) Recruiting/Sign-On Bonuses, Out-of-State Testing by George Mones, director of human resources/civil service for the City of Mesquite, and Jim Parrish, director of human resources/civil service in the City of Amarillo; (2) USERRA presented by Julia Ganaway, senior associate attorney with Lynn Pham & Ross, LLP, and Armand Escalera with the United States Department of Labor in El Paso; and (3) Hearing Examiners and What They Look For, moderated by Miguel Ozuna, director of human resources with the City of Cedar Park, and presented by Bob Greer, arbitrator and professor at Texas Christian University School of Business, and Don Hayes, arbitrator from Sherman. Two additional sessions will be held after a short break. Alternate Promotional Testing will be presented by Melanie Caballero, former human resources director in the City of Bryan, and Bruce Ure with Ure Consulting in Victoria, Texas; and Current Trends, Pitfalls, and Random Thoughts on Chapter 143 will be led by Richard Miller, author of Texas Firemen s and Policemen s Civil Service Law. On Friday, Jeff Church will present Successful Police Recruiting Strategies. For the final session, Bettye Lynn, Partner with Lynn Pham & Ross, LLP, in Fort Worth; Carolyn Liner, director of human resources with the City of San Marcos; Dick Hodapp,

3 assistant director of human resources/civil service for the City of Fort Worth; and Jan Stricklin, former director of administrative services and civil service director in the City of Wichita Falls, will lead Questions and Answers on Chapter 143. The members of the 2008 Program Planning Committee for these two workshops included Jim Parrish (Amarillo), Alison Froehlich-Smith (Baytown), Miguel Ozuna (Cedar Park), Dick Hodapp (Fort Worth), Bettye Lynn (Fort Worth), Barry Robinson (Greenville), and Charlie Shapard (retired). There will be opportunities in each session to ask questions related to administering the State Civil Service Law in your community and about meet and confer and its emerging impact on municipalities affected and on those in key managerial roles. In addition to the formal program, you will have the opportunity to network with others who also share similar problems and challenges. Speakers have been selected for their knowledge and experience of civil service, labor relations, and human resources management.
