Daubs, Anne Campbell, Cal Oppenheim. Absent: Rick Tipton. Call to Order and Welcome Penelope Welch, President* Penelope welcomed HOA members and guests. She said it has been an interesting year with many challenges. She thanked the board for being patient and competent. Approval of October Meeting Minutes Gary Burge, Secretary* Approval of the October minutes was done via and will be posted on website. Financial Report & Approval of 2019 Budget Kathy Eison, Treasurer* In leiu of a magic trick, Kathy presented the current financial report as of the end of August. Motion : Approve financial report Kathy explained details of the 2019 budget. HOA Operations: $ 4,200 Rent $ 1,560 Communitcations $ 1,955 Community Maintenance $ 3,950 Social Activities $ 4,225 Total expenses: $16,890 Total projected income: $15,910 Additional income: $ 1,320 Total Income: $17,230 Motion : Approve 2019 Budget 2019 Dues and Directory Timeline Update Jim King, Communications Director Schedule for 2019 Dues Collection, Annual Directory Process & timeline will be very similar to 2018 Mid-November: request for HOA members to review & update their information ( s, phones, pets etc) Early in January: Initial dues request via Mid-January: Reminder s messages begin! Early February: Last reminder , time to send paper letters. Letter will includes Dues statement Request for updated Owner Information for Directory Activity Sign-Up Mid-February: Last reminder!

3 Beginning of March: Final push for the Annual Directory Mid-March: Directories sent to all members' homes Annual Directory Photo Contest We need YOU to send me good (high resolution, portrait) pictures of the community for the annual directory! (and Slice and...) Winner will be selected via crowdsourced voting and (wow!) get free dues for 2019 HOA Website Update Jim King Regular updates of information on HOA meetings, Slice archives, ownership data from Buncombe county tax site, etc Goal in 2019 is to increase awareness of the community C&Rs and what they mean for all residents Architectural Review Committee Report Cal Oppenheim, ARC Chair* We should recognize the Architectural Review Committee members who donated their time and energy for the betterment of our community: Sally Gabrielson Sandy Smith Charlie Franck Bud Wiley Walt Thomson JD Daubs Bob Vigeland Mike Watson This year we have responded to over 80 requests for changes and clarifications from prospective home and lot buyers. In addition we have overseen the completion or near completion of 3 new homes and 2 homes under construction, and ongoing discussions with 3 more lot owners who may be submitting plans very shortly. The bulk of this responsibility has landed on Mike Watson who has been an invaluable asset to both the Community and the families who are building. I am sure it has involved much more time and energy than he was told when I cajoled him to take the job. Thank you, Mike. Most items and concerns were handled quickly and easily. In only a few cases did the Committee deny or question a homeowner action. In most of those cases the homeowner either implemented a change without prior approval or made significant changes to a plan that had been approved. In only one case I can think of was a reasonable request denied because a

4 residents desire came into conflict with precedents that have been defined and established. In every case the committee spent an extraordinary amount of time to both give the homeowner a fair hearing and maintain the integrity of the HOA and our C&Rs. I thank them and so should you. Social Activities Report Chair Anne Campbell, Social Penelope presented a report on behalf of Ann Campbell, who is absent upon the death of her mother. Penelope thanked everyone for their participation and energy directed at the social events. She said that revenues from the social events has offset most of the costs of the events, so dues will not have to be raised. Community Affairs Report Affairs Robert Vigeland, External My job in External Relations has been to attend the meetings of the Weaverville Town Council and keep the Board and HOA members aware of important developments. This has been a good thing for a relatively new resident like me to undertake as it has given me an opportunity to become aware of the issues facing Weaverville and to get to know our elected officials and Weaverville staff. Probably the most significant issue facing Weaverville has been the expansion of the town s water system. It has long been recognized that the limited capacity of the existing system would be a constraint on growth and development of our town. This year, the Town Council began what will be a multi-year, two-phase project to double the capacity of the town s water system. Phase 1 will involve construction of a new water main on the west side of I26 at a cost of $3 million. This new main will expand the capacity of the system and will result in a looped system that should increase reliability as well as capacity. The town has applied for low interest financing from the U.S. Department of Agriculture for this phase. The planned Phase 2 will involve a doubling of the capacity of the water treatment plant at an estimate cost of $6 million. While these water system improvements will not affect property taxes, we can expect annual increases in our water rates averaging around 4% annually for the next 8 years. The Town Council has dealt with numerous zoning issues during the year. While many of these have involved complicated technical issues, one recurring theme has been to require developers of properties adjacent to the existing Weaverville borders to agree to annexation into the town as a condition for a water allocation from our system and to follow Weaverville planning and zoning ordinances. This policy has apparently caused several developers to cancel their development plans but will ensure that developers will comply with Weaverville s more stringent zoning requirements and provide property tax revenues to the town. Some things to look forward to in the near future are a new community center at Lake Louise, currently in the planning phase. Also in the planning phase but probably farther out is the

5 Reems Creek Greenway. A popular event in Weaverville that may not be continued due to safety concerns is the Fourth of July fireworks display. ARC approval must be given prior to any major landscaping changes, tree removal, any yard structure additions, new decks/patios/walkways or other exterior changes.
