1 Call to order at 1 PM. Pledge of Allegiance by Joe Shortt OPRA INFORMAL MEETING APRIL 4, 2016 Present: Kevin Donovan, President Phil Masten, Secretary/Treasurer Vice President, Pat Santospirito was absent. Minutes of March 7, 2016 were approved. Treasurer's Report will be submitted at May 2 formal meeting. Old Business: Board needs volunteers to serve. The Board is looking for people who would like to work on specific issues. People bring viable issues before the Board. The Board needs people to step forward and organize committees to address the issues of concern to our residents. The fence is up. The Board has been informed that a check will be forthcoming from OPO for half of the cost of the green slats recommended to protect adjoining residences from unsightly situation. The Board is waiting for the Architectural Design Committee to authorize placement of the dart boards. The problem is that OPO wants to protect the molding in the ping pong room. The Board will make a recommendation to move the dart board and ping pong tables to the adjoining room and move the conference room to the current ping pong room. With regard to chairs for the card room, Kevin has asked Brad to make available a picture of the chair they are considering and a copy of the work order. Bob Mulkern is thanked for all of his hard, conscientious years keeping up the events board and also, the Board thanked Pete and Michelle Axson for volunteering to take over this task. Brad has indicated he will have an answer for us at the May formal meeting to explain why the amenities adjustment date has been moved up two months.

2 ! 2 OPO has posted its 2015 financial report outside the Activities Director's door. It indicates OPO lost $300,000. Kevin contacted Mr. Gooding, attorney representing the 27 th Avenue Project to ascertain what they are willing to do to protect the residents of Ocala Palms from any development on the properties at the entrance to the Ocala Palms property. The subjects discussed were increasing the setback, having locating access on south or north end of property, leaving the Ocala Palms monument signs. Kevin requested that Mr. Gooding meet with some of our residents to discuss what the residents want. Proposed attendees from Ocala Palms are OPRA members and Bob Deeley. After the meeting, the Board will prepare an information sheet for all residents. We want to determine if they want to accommodate out needs. If they indicate at the meeting that they are not going to negotiate, we will have to let it go. Phil indicated that the Board has indicated to Mr. Gooding and to OPO that the Board is not in a position to enter into any use agreement with regard to the property up front being used for a dog park. The issue of how the property is used is not within the purview of OPRA. This issue is separate from the issue of the use of the property. The Board would like to have a discussion with OPO about potential rezoning of the property out front after the meeting with Mr. Gooding. OPRA asked Brad if the Board and OPO could have a meeting and he said he would check and let us know. Open Session: Items discussed were: OPRA has received many complaints about the lack of maintenance of front property After Kevin called and reported the situation, the front property was mowed. The contract for purchase of the old real estate building was rescinded when the rezoning request was denied. The clinic proposed for this property might be a better alternative than some of the other possible uses under the PUD zoning. The ponds are not being aerated and this is a bad situation for the swans. Kevin explained that when OPO repaired the sink hole in the swan pond, a wire was cut. He will ask OPO to repair the wire so that the pond can be aerated. With regard to pond in front of the old sales office, the power was turned off at the request of the property owners and that is why the fountain is not working. It was pointed out that residents from Foxwood, Quail Meadow and Ocala Palms use dog park. Phil explained that the dog park is a moot issue. The owners of the property have decided that no one is permitted to use this property. The owners of the property

3 ! 3 have decided that the legal liability is on them if someone is injured and they are not willing to take that risk. Surveyor stakes around the property were questioned. Kevin said the people using the stakes informed him that OPO only wants to mow its own property and that was the purpose of the stakes. Prior to the rezoning hearing, OPO had an agreement to mow all of the property. After the rezoning meeting, OPO stopped mowing property it does not own. The front property is now being mowed by the owners of the front property, not OPO. With regard to OPO's position on any of the matters discussed, Kevin indicated OPO has not answered any of the letters sent to them on this issue. OPO will have to be a party to any agreement the OPRA works out with the 27 th Avenue Project people. Kevin invited interested residents who want to attend the meeting to give him their names. Any discussion from OPRA's standpoint will be geared toward protecting the value of our properties. A question arose as to whether Bob Deeley can be neutral since he is a real estate salesman. Kevin explained he is going to the meeting as a homeowner. As to how any resulting action will be accommodated, Kevin explained that, when an agreement is reached, wording will be added to the sale documents of the front property so that the residents will be protected against some future action that would degrade our property. Kevin explained that OPRA needs to hear what they have to say before setting forth any proposal. New Business The fountain in the swan pond needs to be repaired. OPO needs to make handicapped accessible bathrooms open during hours that Blanca's is open. Otherwise, there will be a problem with ADA. Kevin indicated he had discussed this issue with Brad without any response. At present there there is a problem between Blanca's and OPO. Certain repairs need to be made and OPO wants Blanca's to pay for them and Blanca does not agree. Phil indicated he has a draft of a new complaint form When finalized, it is hopeful that this form will assist in collecting residents' concerns and communicating them more efficiently. Tennis net replacement is still an open matter.

4 ! 4 Propane tank has been filled. The OPRA President's Award for 2015 was awarded to Gary and Sandy Nelson and Soon Kelly. These individuals were recognized for their many volunteer activities. Residents should congratulate them when you see them. If anyone is aware of an individual(s) who have shown exemplary volunteer services to our community/residents, please let OPRA know. The Board is looking for candidates for The next GTKY event will be Friday, May 13 at 7PM. Ocala Palmettes Line Dancers will be entertaining and new residents will be introduced. Please attend and welcome them. A petition regarding the deficiency of the back gate is being circulated for residents' signatures. After being circulated, it will be sent on to OPO Operations. The Board indicated one manner that the OPRA meetings could be more informative is if some of our committees/activities, would send a representative to a regular OPRA meeting. OPRA could feature two or three groups a month. This would help our residents understand what each group does. Recently the OPLGA had a golfing event at our property 96 golfers attended. The bathrooms in both the men's room and ladies' and on the golf course were totally unacceptable and members of OPLGA had to clean these facilities. The maintenance staff only work Monday, Wednesday and Friday. Recommend all Committee Chairmen who have upcoming events check out the bathrooms prior to the events. Phil suggested that, since the maintenance staff is contracted by OPO, Committee Chairmen who schedule any events need to coordinate with David to let him know of any upcoming events so that he can address this situation. Kevin requested the Committee Chairman of OPLGA send him a letter setting forth their concern and he will send it to Brad with copy to OPO. There are still trucks, horse trailers and cars parking on grass around the property. Dogs are not being controlled by owners. They are not leashed and are permitted to relieve themselves on residents' lawns. Kevin indicated property owners need to get pictures and give OPRA addresses so that these situations can be brought to OPO's attention and OPO can send a letter to the offending people, with a copy of the covenants.

5 ! 5 Clarification of what it means that Ocala Palms is officially an over 55 community was requested. It was explained that even with the over 55 designation, a percentage under 55 is permitted. Question was asked if we are ever going to get more flowers out front. Phil indicated OPRA has no word on this. It was suggested that if the area around the guard house could have some flowers, it would look better. Phil suggested Ocala Palms could have a garden club with members from the community who are interested in maintaining/ improving appearance of the property. The meeting was adjourned at 2:30 PM.
