3 SECTION 1: THE OPPORTUNITY 1.1. Objective LAWA is seeking a qualified cnsultant t perfrm the apprpriate planning, envirnmental, technical and cnsulting services fr the Ls Angeles Internatinal Airprt (LAX) Nrth Airfield Safety Imprvement Prgram (cmmnly referred t as I- NASIP r NASIP). LAWA prpses t cntract with a qualified firm that culd prepare Califrnia Envirnmental Quality Act (CEQA), Natinal Envirnmental Plicy Act (NEPA) and entitlement dcumentatin, in additin t prviding planning related, architectural, urban design and engineering services. Prpsers shuld be aware that this RFQ cntemplates preparatin f an Envirnmental Assessment (EA) under NEPA. Hwever, if the Federal Aviatin Administratin (FAA) identifies the need t elevate the review t an Envirnmental Impact Statement (EIS) while this prject is underway, FAA wuld then cnduct a separate prcurement prcess fr preparatin f the EIS Backgrund The Ls Angeles Wrld Airprts (LAWA) is the Department f Airprts f the City f Ls Angeles (City) established pursuant t Article XXIV, Sectin 238 f the City Charter. As a financially self-sufficient, prprietary department f the City, LAWA is under the management and cntrl f a seven-member Bard f Airprt Cmmissiners (BOAC) appinted by the Ls Angeles City Mayr and apprved by the Ls Angeles City Cuncil. The Executive Directr administers LAWA and reprts t the BOAC. LAWA perates and maintains Ls Angeles Internatinal Airprt (LAX) and Van Nuys General Aviatin Airprt (VNY). LAX is a full-service airprt with cmmercial jet service t majr U.S. cities, internatinal service t all parts f the wrld and thrugh service t many ther U.S. and internatinal destinatins. LAX is lcated in Ls Angeles Cunty, Califrnia apprximately 15 miles west f dwntwn Ls Angeles. LAX is an integral part f a reginal system f airprts that serves passengers and carg in the five cunty Ls Angeles area. LAX is the wrld s fifth busiest airprt and ranks sixth in air carg tnnage handled. In 2015, LAX handled mre than 74.9 millin passengers. Its air carg system handled mre than 2.12 millin annual tns f gds. Internatinal freight is mre than 33 percent f this ttal. LAX internatinal passengers and carg traffic in the five-cunty Suthern Califrnia regin. The airprt accmmdated ver 636,000 peratins fr the year and is served by apprximately 55 passenger carriers and 33 carg airlines. The existing Nrth Airfield has tw parallel runways: Runway 6R-24L and Runway 6L- 24R and bth are 150 feet wide. The runway centerlines are separated by 700 feet. There are six taxiway exits fr Runway 6L-24R. There is n centerfield taxiway between the runways. Fr aircraft landing n Runway 6L-24R, which is the prminent arrival runway n the Nrth Airfield, there are fur runway exits available (Taxiways Y, Z, AA, Page 3 f 22

4 and BB). Nte that Taxiways Y and Z crss thrugh the middle third f Runway 6R-24L. Each runway and taxiways is lighted and equipped with navigatinal aids. LAWA and the FAA place runway safety as ne f their highest pririties and bth cntinue t wrk tgether in a cllabrative effrt t reduce the ptential and likelihd f cmprmising the airfield safety. The Nrth Airfield Safety Imprvement Prgram wuld implement lng-term imprvements related t the Nrth Airfield. T cnfrm with current FAA safety standards (AC 115/ A), airfield prjects may require federal and lcal apprval and envirnmental clearances under Califrnia Envirnmental Quality Act (CEQA) and Natinal Envirnmental Plicy Act (NEPA). The verall bjective f the LAX NASIP is t imprve safety fr aircraft arriving, departing and taxiing n the Nrth Airfield Scpe f Services The scpe utlined belw shuld nt be cnstrued as a detailed descriptin f the tasks t be perfrmed but rather a brad and general utline f the elements f the envirnmental effrt. A detailed scpe f wrk will be clearly defined and agreed upn as part f the cntract negtiatins. The scpe shall include: (a) the develpment f an envirnmental impact analysis and dcumentatin fr the prpsed prject and selected alternatives in cnfrmance with the Califrnia Envirnmental Quality Act (CEQA) and the Natinal Envirnmental Plicy Act (NEPA); (b) a thrugh analysis f current and anticipated cnditins; (c) the develpment f an envirnmental mitigatin plan; (d) assistance with the apprpriate cmmunity and agency utreach; (e) the develpment f related entitlement actins; (f) the prcessing f final dcuments fr apprval at lcal, state, and federal level; and (g) any planning r ther supprt wrk needed fr the items listed abve. The NASIP seeks t reslve nn-standard issues in the nrth airfield. Existing exit taxiways d nt cnfrm t current FAA Advisry Circular (AC) 150/ A standards. The prpsed prject is intended t cmply with the FAA AC standards. The primary elements f the prject, as currently cntemplated, include: (1) Exit taxiway(s) recnfiguratin t reslve nn-standard lcatins; (2) Replacement f existing pavement at the new crssing taxiways and uter ends f the runway; (3) Remval r decmmissining f existing exit taxiways at nn-standard lcatins; (4) Taxiway extensin and cnnectins t existing taxiways; (5) New and rehabilitated pavement where needed; (6) All assciated enabling prjects which may include relcatin, remval, r redevelpment f existing facilities and gates. The redevelpment may be accmmdated in Cncurse 0, Cncurse/Terminal 9, Midfield Satellite Cncurse Suth, r any ther cncurse cnnected t the Central Terminal Area. Page 4 f 22

5 TASKS Tasks may include but nt be limited t: Task 1: Prject Definitin/Phasing and Sensitivity Analysis The prpser team will cllabrate with LAWA staff and cnsultant teams t: Develp the prject descriptin, ptential prgram phasing, frecast and hrizn years; Crdinate sensitivity analysis, mdeling/testing f varius alternative prgrams, and prject assumptins; Perfrm CEQA/NEPA sensitivity analysis in clse cnsultatin with the ther cnsultant teams wrking n the LAX NASIP and individual prject cmpnents; Identify CEQA threshlds and technical assumptins; and Develp NEPA strategy including General Cnfrmity. Task 2: Califrnia Envirnmental Quality Act (CEQA) Analysis LAWA anticipates that a prject-level Envirnmental Impact Reprt (EIR) may be required t implement the selected cmpnents f the LAX NASIP. LAWA anticipates that the ptential significant impacts that may be addressed in the EIR include, but are nt limited t the fllwing envirnmental tpics: Aesthetics Air Quality Bilgy Resurces Cultural Resurces Gelgy/Sils Greenhuse Gas Emissins Hydrlgy/Water Quality Land Use Planning The Prpser Team shall: Prepare the Initial Study Nise Ppulatin/Husing Public Services Transprtatin /Circulatin Utility/Service System Cumulative Impacts Alternative Analyses Be respnsible fr preparing an initial study based n preliminary design cncepts prpsed fr the selected cmpnents f the LAX NASIP. Assess and cnfirm the necessary scpe f analysis fr the Draft EIR cnsistent with the prject descriptin and related assumptins. Prepare the Ntice f Preparatin (NOP) in accrdance with CEQA requirements Crdinate with Respnsible Agencies Assist LAWA with briefings fr respnsible agencies t include, but nt limited t: the FAA; the Airprt Land Use Cmmissin, Cunty f Ls Angeles; the Suth Cast Air Quality Management District; the Ls Angeles Reginal Water Quality Cntrl Bard; the Califrnia Public Utilities Cmmissin; the City and Califrnia Page 5 f 22

6 State Department f Transprtatin; the Suthern Califrnia Assciatin f Gvernments; and ther Federal, State r Lcal Agencies deemed necessary fr the prject. Prepare the Draft EIR (DEIR) Develp an Administrative Draft EIR fr internal review by LAWA staff and the City Attrney s Office. LAWA anticipates tw full runds f internal review and revisin and a final review befre the dcument is printed and distributed fr agency/ public review. The review and revisin prcess will ccur electrnically with sectins/dcuments being distributed electrnically (as ppsed t printing/ sending hard cpies) and review cmments being submitted electrnically. Develp the DEIR addressing the envirnmental tpics identified abve and all elements required by CEQA. The DEIR shall include: A descriptin f the selected cmpnents f the LAX Nrth Airfield Safety Imprvement Prgram, including prject bjectives; A discussin f the existing cnditin, prject impacts, recmmended mitigatin measures and residual impacts fllwing the implementatins f the mitigatin measures; and The scpe f the analyses, analytical methdlgies, and threshlds f significance and mitigatin appraches shall be cnsistent with recent LAWA dcuments, mdified as necessary t reflect the mst current methdlgies and threshlds f significance. Prepare Draft EIR fr Public Distributin Assist LAWA staff in preparing a Ntice f Availability (NOA) fr LAWA t use in the mailing f NOA pstcards, the sending f distributin, and the publicatin in lcal newspapers. Prepare Final EIR Prepare the respnse t cmments received n the Draft EIR and make crrectin and additins t the DEIR, where apprpriate. Develp an Administrative Final EIR fr internal review by LAWA staff and the City Attrney s Office. LAWA anticipates a final internal review befre the dcument is printed and distributed fr agency/public review. The internal review and revisin prcess will ccur electrnically. Prepare Mitigatin Mnitring and Reprting Prgram (MMRP) using the template established fr the LAX Master Plan EIR and in use fr the recent EIRs n ther LAX prjects (tw runds f internal review and team revisins are anticipated fr finalizing the MMRP). Prepare CEQA Findings f Fact and Statement f Overriding Cnsideratins with the ptential need t develp an ecnmic impact analysis r ther technical studies t supprt its cnclusins. Page 6 f 22

7 Assist with Public Briefings, Meetings and Nticing Assist LAWA staff in crdinating and assisting in the public scping meeting, public wrkshps and/r hearings, and any public/stakehlder/agency meetings with the allwance prvided by the cntract. Assist in preparing bards, cllateral materials (FAQs and fact sheets), and PwerPint presentatins fr use and distributin at public, stakehlder and agency meetings. Assist in preparing and prducing the ntificatin list, mailing, printing, and publishing f all dcuments with the allwance prvided in the cntract. Task 3: Natinal Envirnmental Plicy Act (NEPA) Analysis The FAA serves as LAWA s primary regulatr and will prvide input int the NEPA prcess. This prcurement cntemplates that nly an Envirnmental Assessment (EA) will be required fr the prpsed actin. (Prpsers shuld be aware that if FAA subsequently determines that an Envirnmental Impact Statement (EIS) is required, the agency will then cnduct its wn prcurement prcess t identify the cnsultant t prepare the EIS.) The EA and any ther required envirnmental dcument t address the envirnmental impacts f the Prject shall be addressed in a manner set frth by FAA Orders E and B fllwing the cmpletin f the initial cnsultatin with FAA. The Prpser team shall: Crdinate with Federal Agencies Assist LAWA in discussins with the FAA regarding the envirnmental analysis required fr the selected cmpnents f the LAX NASIP. Assist LAWA in charting the apprpriate federal apprval path and may prepare the required dcumentatin and studies that may include, but nt limited t an Air Quality Prtcl and Histrical Reprts necessary fr federal cnsultatins. Assist LAWA in discussins with any ther federal agencies regarding the envirnmental analysis as apprpriate r required. Utilize the CEQA Analysis as Base fr NEPA Analysis Use the CEQA study utputs t ppulate the NEPA analysis t the extent feasible. It is anticipated that the NEPA analysis may require supplemental air quality mdeling. Prepare Draft Envirnmental Dcument Develp an Administrative Draft EA fr internal review by LAWA staff, city attrney and the FAA. LAWA anticipates tw full internal runds f review and revisins, and a final review befre the dcument is printed and distributed fr Page 7 f 22

The internal review and revisin prcess will ccur electrnically, with sectins/dcuments being submitted electrnically t LAWA and FAA with review cmments being submitted electrnically. The FAA will require hard cpies fr their fficial administrative review. Develp the Draft EA addressing all envirnmental tpics required by NEPA. Prepare Draft EA fr Public Distributin Assist LAWA staff in preparing a NOA fr LAWA t use in the mailing f NOA pstcards, the sending f distributin, and the publicatin in lcal newspapers with allwance prvided in the cntract. Prepare Final EA Prepare the respnse t cmments received n the Draft EA and make crrectin and additins t the Draft EA, where apprpriate. Develp an Administrative Final EA fr internal review by LAWA staff, city attrney and the FAA. LAWA anticipates a final internal review befre the dcument is printed and distributed fr agency/public review. The internal review and revisin prcess will ccur electrnically with review cmments being submitted electrnically. The FAA will require hard cpies fr their fficial administrative review. Assist LAWA in btaining final actin frm FAA n the EA pursuant t NEPA and issuance f the Finding f N Significant Impact (FONSI), if applicable. Assist with Public Briefings, Meetings and Nticing Assist LAWA staff in crdinating and assisting in the public scping meeting, public wrkshps and/r hearings, and any public/stakehlder/agency meetings with the allwance prvided by the cntract (NEPA scping meeting is nt anticipated but may be requested.) Assist in preparing bards, cllateral materials (FAQs and fact sheets), and PwerPint presentatins fr use and distributin at public, stakehlder, and agency meetings. Assist in preparing and distributing the ntificatin list, mailing, printing, and publishing f all dcuments with allwance prvided in the cntract. LAWA anticipates that the CEQA materials can be utilized and/r updated t create the NEPA materials needed t the extent feasible. Task 4: Prject Meetings, Management and Crdinatin The Prpser Team will: Be available t meet with LAWA staff and ther cnsultants wrking n LAX NASIP, as necessary, thrugh the CEQA & NEPA prcess. 9 Fr csting purpses, it is assumed that attendance at mnthly meetings (either at LAWA ffices r via cnference call at ne hur each) will be needed during the curse f the wrk effrt. This task als assumes internal crdinatin f staff and sub-cnsultants, peer review, and quality cntrl and general administrative versight fr the Prject. Task 5: Additinal Planning Services The Prpser Team will: Prvide Entitlement Supprt Assist LAWA in identifying all necessary entitlements including any necessary updates t Plans, preparing maps and GIS dcuments, exhibits and cllateral materials fr entitlement applicatins, as well as cmmunicating envirnmental analysis as may be required by any regulatry agencies. It is anticipated that the selected cmpnents f the LAX NASIP may require entitlements frm the City f Ls Angeles, Cunty f Ls Angeles, Califrnia Department f Transprtatin, Califrnia Public Utilities Cmmissin, and the FAA. Prvide Additinal Planning Services Prvide LAWA with additinal planning services which may include, but nt be limited t: existing cnditin assessments, prject definitins, planning studies, mdeling, life cycle csting, cst estimating, scheduling, engineering and cnstructability analysis fr ther planning prjects and enabling prjects. Wrk may include additinal/unanticipated envirnmental impact evaluatins, envirnmental analysis and related technical studies, and may include sustainable design analysis. Additinal tasks may als require crdinatin with LAWA cmmunicatins and utreach staff Qualificatins LAWA des nt intend t limit the type f entity that may prpse. Prpsing entities may include individuals, crpratins, partnerships, limited liability crpratins r jint ventures. The Prpser (i.e. the prpsing entity) shuld be the legal entity that will execute the Agreement. Such entity may be ne that is newly created fr the purpse f prpsing n this pprtunity. The Prpser need nt have all the required skills and experience in huse, but may assemble a team t prvide the necessary skills and experience ( Prpsal Team ). The Prpsal Team may be assembled in a variety f ways, including thrugh Page 9 f 22

10 cntracting, partnering, jint venturing, etc. It will be the entirety f the prpsal team that will be evaluated and scred. LAWA is seeking t hire a cnsultant t undertake the abve mentined prjects. The selectin prcess fr this RFQ will include an interview. Cnsultants may submit team, cnsrtium, jint venture r individual qualificatins. LAWA reserves the right t select a lead cnsultant and all subcntractrs frm amng any f the submittals. Further, LAWA reserves the right t reject all submittals and cancel r re-advertise the prject in anther frm. All prspective cnsultants shall have sufficient qualified persnnel, subcnsultants, and resurces t accmplish all the services described herein within the prescribed time described belw. The cnsultants shall be capable f furnishing all necessary prfessinal, technical, and expert services as required t cmplete all the elements f the apprpriate envirnmental analysis and dcuments as described in the scpe f wrk abve. LAWA is seeking a single prime cnsultant fr this prject which can bring tgether a team f firms capable f cmpleting all aspects f the envirnmental analysis t supprt the planning effrt fr the best verall value. This prject will require a high degree f management and technical expertise and experience directly related t envirnmental analysis related t airfield and terminal prjects. T ensure that the cnsultants are capable f prviding an acceptable level f service t LAWA n this prject, the fllwing minimum requirements must be met. The prpser must demnstrate bth the firm s experience and expertise and that f the persnnel prpsed t wrk n the prject. The primary cnsulting firm must have extensive experience in the directin, crdinatin and preparatin f envirnmental dcuments fr airprt airfield and terminal facilities fr airprts f similar size t LAX. Cnsultants must have knwledge f federal, state and lcal requirements cncerning the preparatin f envirnmental dcuments related t airfield and terminal facilities. The cnsultant team must demnstrate extensive experience and expertise in CEQA, NEPA and related envirnmental analysis in the aviatin/airprt setting. The cnsultants must have gd wrking knwledge f the FAA envirnmental Orders (Order B and E). The cnsultant team must demnstrate experience with and knwledge f the unique reginal issues related t aviatin in Suthern Califrnia. The cnsultant team must have technical, prfessinal, and prject management expertise t prepare cmplex envirnmental dcuments related t airprt airfield and terminal facilities. Expertise shuld be demnstrated in the fllwing areas: Page 10 f 22

Evaluatin Criteria Upn receipt f the prpsals, LAWA will review and evaluate all prpsals that cntain the infrmatin set frth in this prpsal package. The prpsals will be rated utilizing a ttal scre that will represent 100 pints f the final ranking. Prpsers will be evaluated using the criteria belw. The City reserves the right t judge, appraise and reject all prpsals submitted. 12 *Nte: Yur written prpsal will nt be cnsidered at all if yur firm fails t cmply with the Administrative Requirements. As such, it is imperative that attentin t detail is bserved and instructins are strictly fllwed as described in Exhibit C (Administrative Requirements) f this RFQ. Yur administrative frms must be submitted crrectly and cmpletely fr further cnsideratin f yur written prpsal. Interviews and Shrt-Listing LAWA expects t cnduct interviews (either all r a shrt list) f Prpsers. The purpse f interviews wuld be t allw Prpsers the pprtunity t clarify aspects f their prpsal. They als present an pprtunity t evaluate key persnnel and discuss issues f experience, perfrmance, financials, qualificatins and quality assurance. Prpser(s) (either all r a shrt list) may be subsequently re-interviewed fr final evaluatin. Prpsers may bring presentatin bards r use n-screen PwerPint presentatins at the interview. Furthermre, LAWA reserves the right t establish a shrt list f Prpsers withut cnducting interviews. If a shrt list is used, it will be based n the evaluatin panel using all the evaluatin criteria listed abve and by applying the same relative weights assigned t these criteria as listed. If LAWA elects t establish a shrt list amng the Prpsers, LAWA reserves the right fr the Prpsal Evaluatin Panel t determine the number f shrt-listed prpsals during the evaluatin prcess. Scres arising frm any shrt-listing prcess will nt be carried frward t subsequent runds r final scring f the prpsal/interview prcess. Scring and Ranking Once each evaluatin panel member has cmpleted scring, the evaluatin panel member s verall scre fr each prpser will be cnverted t rankings (i.e. 1st, 2nd, 3rd, etc.). These rankings amng evaluatin panel members will then be averaged t determine the verall ranking by the evaluatin panel. Panel member rankings will be averaged t the first decimal place. The prpsal that btains the best average ranking frm panel members will be the cnsensus chice f the Evaluatin Panel. If the best average ranking results in a tie t the first decimal place, ttal pints assigned by panel members will be used t break such a tie. Apprval f Selectin and Award f Cntract(s) Once cntract negtiatins are cmpleted, the selected Prpser(s) will be required t enter int a cntract agreement with LAWA fllwing the prcurement prcesses utlined in FAA Advisry Circular E. Any such cntract(s) will be subject t award by the BOAC and apprval as t frm by the City Attrney. LAWA reserves the right t award a cntract(s) based n all r nly a prtin f the scpe f wrk utlined in this RFQ. Page 12 f 22

13 SECTION 2: Instructins t Prpsers 2.1. General Instructins RFQ fr Nrth Airfield Safety Imprvement Prgram Ptential Prpsers shuld read, review and understand this RFQ, all exhibits, attachments and any addenda issued. The cntents f the prpsal shall be cmplete in descriptin, cncise in vlume, and strictly cmply with frmatting requirements. LAWA must receive delivery f the prpsal package at the address specified n the cver page f this RFQ n later than the date and time specified n such cver page (the Prpsal Due Date ). Any submissin received at the wrng lcatin r after the time specified fr receipt will nt be cnsidered. Submissin Requirements Ptential Prpsers must submit a Prpsal in binders, packaged tgether, in accrdance with the instructins given in this RFQ. Each Prpser must submit their prpsal package in tw parts: Part A The Prpsal Part B The Administrative Requirements Written submittal t this RFQ prcess will be the primary basis n which LAWA will cnsider its award fr the cntract. Therefre, Prpsers shuld be thrugh, detailed and as cncise as pssible when respnding t each prpsal item and assembling a prpsal. In the written prpsal, Prpsers must include respnses t all prpsal items requested. Prpsers will nt be able t add t r mdify their prpsals after the prpsal due date. LAWA may deem a Prpser nn-respnsive if the Prpser fails t prvide all required dcuments and cpies. In submitting the prpsal, the Prpser agrees the prpsal will remain valid fr 180 days after the deadline fr submissin f prpsals and may be extended beynd that time by mutual agreement. Organizatin, Team Members and Qualificatins (10 pages duble-sided maximum) A. Organizatinal Chart and Prpsal Team Identificatin: Submit a prject rganizatinal chart (1 page maximum 11 x 17 ) identifying the Prject Crdinatr and key staff and nte the Categries with which they wuld be assciated. Include the fllwing infrmatin n the chart: a. Names and titles f individuals wh will be invlved in this prject (with cmpany affiliatin). b. A respnsibility matrix indicating the reprting structure and task respnsibilities f each member f the prject team. c. Prpsal Team Descriptin - Summarize the resumes f prpsed key staff. Prject Crdinatrs shuld demnstrate expertise in cmmunity relatins fr cmplex airfield and terminal planning prjects, as well as, technical, prfessinal, and prject management expertise f significant envirnmental dcuments, including prject phasing and implementatin, and interagency crdinatin.
