BUSINESS ARISING FROM MINUTES: Rink-Louisdale: Question on e progress of setting up a date and time to visit e Rink in Louisdale. Municipal Clerk has been speaking wi e Richmond County Office and will follow up on is some more. Councillor Dunbar suggested at perhaps we set a date and time to visit e Louisdale facility. Municipal Clerk & Treasurer will follow up on is.

2 2 Letter-Shannon Stevenson Re: Extended Care Facility No response has been received from Shannon Stevenson regarding a letter sent to him on e possibility of looking into building an extended care facility in e area. Strategic Plan Review Councillor Dunbar felt at e strategic plan for e municipality should be reviewed and updated. Council will contact e RDA to have a representative assist wi is. Dangerous & Unsightly Premises Letters have been sent regarding dangerous and unsightly premises, properties to be posted next Wednesday PRESENTATION: Cpl. Marty Feddema, RCMP Cpl. Marty Feddema appeared before Council to introduce e newest members of e force in St. Mary s. He noted at Constable Barry Rehill was unable to be here tonight but would be coming to a meeting in e near future. New Officers, Chad Morrison and Shelly MacDonald bo spoke to Council briefly, stating at is is a first posting for bo of em and at ey are happy to be here and glad to have been posted back to e Maritimes where ey are bo originally from. Council voiced some concerns regarding speeding in various areas in e municipality, especially large transport trucks and all terrain vehicles on roads. Cpl. Feddema expressed at bo of ese concerns will be looked into but at ere is no real apparent problem wi ATV s in e area. Council expressed eir appreciation for e added visibility of e RCMP in communities and Councillor Dort made special note of e work done in e Goshen area and anked em on behalf of e community. The Cpl. Feddema informed Council at Constable Todd St. Louis is now holding e position of School Liaison working wi you in e schools in Guysborough and St. Mary s. The two Street Crime Positions are currently being filled and Council will be informed when hiring is complete. Cpl. Feddema assured Council at e random spot checks will continue as ey have been. Warden Clark anked Cpl. Feddema and e two constables for taking e time to meet wi Council.

3 3 CORRESPONDENCE: A) New Horizons for Seniors: Meeting Wed. March 11 in Goshen This notice will be put in e March issue of e Municipal Newsletter. B) TAX REFUND REQUEST. ON MOTION OF COUNCILLOR DORT AND SECONDED BY COUNCILLOR BOWEN THAT COUNCIL REFUND PREPAID TAXES TO CORY AND ARLENE WORTH IN THE AMOUNT OF $ c) EASTERN COUNTIES REGIONAL LIBRARY - information purposes (copy on file) REPORTS: RDA - Carmel Avery-MacDonald Ocean Connections Conference is being held is Wednesday, Chedabucto Place in Guysborough from 9am-5pm, $20.00 fee. Housing and Transportation survey will be mailed out is week. Ballot boxes will be placed in local convenient stores. Deadline is February 27 for survey results to be submitted. Doroy Bennett, Janice Crooks and Carmel have been trained in business retention and expansion. They will visit Guysborough County businesses on a regular basis to check on eir status or see if ey may need assistance. The Kiosk project funding is almost completely confirmed. There will be ree of ese kiosks in e County, one in each Guysborough, Sherbrooke and Canso. Currently working wi e Port Bickerton Community Centre Club on a new building Doroy is working on Melrose Centre Project to finalize funding concerns RDA is also working wi St. Barnabus Church Group to finalize funding Investment Recruitment Strategy is almost complete. The next meeting on e Kiosk Project is set for sometime in March SOLID WASTE: Councillor Dort NS recycles contest coming up February 14. Diversion credits down is year. 4 4 SOLID WASTE: Councillor Dort Cont d... Nicole Haverkort attended e ACES training session and brought back information and met wi Frances to share same. Nicole and Councillor Dort also visited e Transfer Station on HHW updates. It was also noted at e barrels are in place at e Transfer Station. waiting word back from DOE on permit Clerk contacted Hodgesons re: Chipping Solid Waste Resource Strategy Workshop in Stellarton was a very informative session. Request extension on funding for scales. Also looking at pallet scales. FUNDING EXTENSION - SCALES: MOTION OF COUNCILLOR DORT AND SECONDED BY COUNCILLOR HARPELL THAT COUNCIL REQUEST AN EXTENSION ON FUNDING TO JULY 31, 2009 WITH THE INCLUSION OF PALLET SCALES. TERMS OF REFERENCE - SOLID WASTE CO-ORDINATOR: ON MOTION OF COUNCILLOR DORT AND SECONDED BY COUNCILLOR DUNBAR THAT COUNCIL APPROVE THE TERMS OF REFERENCE FOR NICOLE HAVERKORT, REGION 2 SOLID WASTE CO-ORDINATOR AND ALSO SUPPORT THE RECOMMENDATION FOR SALARY RANGE AND PENSION FOR SAME. END OF LIFE ELECTRONICS ON MOTION OF COUNCILLOR DORT AND SECONDED BY COUNCILLOR PYE THAT COUNCIL ACCEPT THE CONTRACT FROM ACES FOR END OF LIFE ELECTRONICS. PLANNING - Deputy Warden Mosher: The Planning Committee met on January 27, We are currently awaiting replies from John Bain, Eastern Region Planning and Guysborough Municipality on e administration of e Land-Use Plan. The Deputy Clerk will contact bo parties by e end of is week if no response has been received.

5 5 RECREATION : Councillor Shelley Bowen: The Recreational Services Committee met on January 27. The Program Development Department will be now referred to as St. Mary s Recreation. Brendon has been busy working on developing programs promoting healy eating. Children attending e Kids Only Club require notices for school buses in order to be dropped off at e program sites. Volunteer forms must be submitted by e end of mon. Brendon also noted at ere is a provincial program at we should get involved in is year. Kristen Porter would like to make presentation to council. Staff to let her know re: next meeting. PUBLIC PROPERTY: Councillor Pye The Committee met on January 27. At is meeting e committee was informed at e Clerk had spoken wi School Board officials and is currently awaiting a call on e operating costs associated wi St. Mary s Education Centre.. Sidewalks in Sherbrooke were discussed. A letter is to be sent to Paul Colton at DOT requesting furer information on same. Stonewall Park - The Municipal Clerk is to find out e property lines of e park area. Various members of council will take a tour of e park to assess e situation OTHER MATTERS OF BUSINESS: St. Mary s Fitness Centre: Brendon gave an overview of e average usage for e Fitness Centre. He broke down e usage to every half hour. (Sheets attached) Much discussion followed on e hours, possible cut-backs and finances of e Fitness Centre. It was decided at furer discussion on ese issues could be rd discussed at e Recreational Services/Finance Meeting to be held on February 23, 2009 at 7pm. Finance Officer, Marian Williams Marian sent amended working policies out to all employees last week Brendon, Mary Ann and Marian will be trained next week on e new website maintenance Updates were provided to Council on e remaining amounts in eir district funds

Distributed a report on a sustainability co-ordinator distributed for information purposes Marian read a letter from e Municipal Finance Corporation, re: e upcoming Government Finance Officers Association Conference in Seattle, Washington. Seeking applications for sponsorship. Marian requested councils support in applying for sponsorship to attend is very worwhile Conference. Application For Sponsorship: ON MOTION OF COUNCILLOR DORT AND SECONDED BY COUNCILLOR DUNBAR THAT COUNCIL APRPOVE FOR MARIAN WILLIAMS TO MOVE FORWARD WITH HER APPLICATION FOR SPONSORSHIP TO ATTEND THE ANNUAL GOVERNMENT FINANCE ASSOCIATION CONFERENCE. 7 7 Municipal Clerk & Treasurer, David Gillis: circulated copies of a letter re: St. Mary s Trail Association update FCM June 5-8 in Whistler BC Low Income Exemption: ON MOTION OF COUNCILLOR DUNBAR AND SECONDED BY COUNCILLOR DORT THAT COUNCIL SET THE INCOME LEVEL AT $15,500 AND THE EXEMPTION AMOUNT REMAIN AT $100 FOR LOW INCOME EXEMPTION FOR 2009/10. Suggested at e Personnel Committee meet wi Ms. Kristin Porter for a ree mon review on February 17 at 9:00 a.m. Warden David Clark: NS Secondary Schools Association looking for funding. The Finance Officer is to check wi school Principal Jim Keay to see if ere is anyone from St. Mary s Academy who will be attending is Conference. Guysborough Co. Resource Centre -Ms. Williams requested to forward application for funding Rural caucus received correspondence from e NS Fruit Growers Association Re: Purchasing policies. Council has been asked to send a letter of support to e NS Fruit Growers Association. NS Fruit Growers Association: ON MOTION OF COUNCILLOR DORT AND SECONDED BY COUNCILLOR DUNBAR THAT COUNCIL SEND A LETTER IN SUPPORT OF THE NS FRUIT GROWERS ASSOCIATIONS RESOLUTION REGARDING PURCHASING POLICIES AND PROGRAMS. Attended meeting wi NewPage representatives. It was nice to see e support of our watershed plan from is industry. Requested at a letter to be written to NewPage in appreciation for hosting e information session in e area. Municipal Clerk to look after is. Rural Caucus was held on Friday 6 in Cumberland County. Discussed were: -low income policy to replace CAP -lobbying government to replace CAP by NS power reassessment -strategic priorities should be put in place and an will be sent to all Councils

8 8 wi a time line for input. -PVSC costs of a concern -Nova Scotia week in Scotland - Trade Mission is upcoming in September -Attended meeting at Maple Manor. Resident has prepared a survey for e oer residents regarding any concerns or problems ey may be experiencing. Deputy Clerk: Mary Ann Cameron: Noing to report at is time. This program will be held in Country Harbour. Police advisory council training was really informative.
