CALL TO ORDER/ROLL CALL The Clio City Commission meeting was called to order by Mayor Bare at :00 p.m. ROLL CALL: Commission Members Present: Staff Present: Commissioner Duane Mosher City Administrator, Eric Wiederhold Commissioner David Fejedelem City Clerk, Linda Kingston Commissioner Robert Smith Police Chief, Rick Witham Commissioner Reuben Garcia City Attorney, Otis Stout Mayor Pro Tem Doug Vance City Treasurer, Donald Dowell Mayor Bonnie Bare DPS Superintendent, Arnold Brown Rowe Engineer, Dean Oparka ABSENT: Commissioner D. J. Williams. Public Comment A. 1. Stacy Masters- Field Rd, Clio, MI 0 Questioned Master s invoice #, looking for resolution and payment. The original duplicated invoice was sent to both the city and property owner. The costs were undetermined pertaining to what the city requested vs. property owner responsibility. City Administrator, Eric Wiederhold has requested several times an invoice specific to the authorized work. B. Presentations MTA Matt Weder Your Ride Manager Mr. Matt Weder Your Ride Manager with MTA (Michigan Transportation Authority) reported on the amount of use that the MTA- Your Ride receives to date. The use has increased dramatically over the last few years. Mr. Weder explained that there would be another millage question on the August 01 State Primary Election and would appreciate the community s and the Commissioners support. S.A.W. program Dean Oparka Rowe Engineer, Dean Oparka presented to the Commissioners an update on the S.A.W. program with a power point presentation. Up until 00 the sanitary system map was created and based on as-builts and staff knowledge. Beginning in 00, a system metering project followed by an inflow and infiltration analysis, in 0 the system map was updated. Based on new information gathered during the Asset Management Plan project the system map has been update accordingly. When a collection system component is installed, it is expected to last for given period of time which is known as its useful life. 2 Not all sections of pipes installed in a given year will reach the end of their useful life in the same amount of time. Factors that have an impact on useful life of system components include: Monitoring condition Maintenance Practices Material Usage Environmental conditions With proper monitoring and maintenance, it is possible to extend the useful life. Typical Level of Service Principals Provide sewage collection adequate to meet a communities current and potential future needs without interruptions in service. Provide enough capacity so that surcharging does not occur in order to prevent back-ups during wet weather peak flows. Monitor and maintain existing system components to keep the system performing at the designed level of service. Proposed City of Clio -year CIP (Capital Improvement Program) improvements based on the 01 Inflow & Infiltration study Increase capacity by replacing existing interceptor from end of Lincoln to county interceptor with an 1 pipe approximately 00 feet. Increase capacity by replacing existing interceptor from end of Lincoln to south side of Vienna Street with a 1 pipe approximately 00 feet. Increase capacity by replacing existing interceptor from south side of Vienna Street to the end of Young Street with a 1 pipe approximately 00 feet. Replace failing section of 1 pipe with an 1 pipe on Bluff Street west of Center Street approximately feet. Increase capacity by replacing existing pipe from Butler Street to county interceptor along N. Mill Street with a 1 pipe approximately 0 feet. Increase capacity by replacing existing interceptor from end of Johnson Street to county interceptor along Pine Run Creek with an 1 pipe approximately feet. Replace pumps in the lift station. Proposed City of Clio 0-year CIP Focus on Long Term Monitoring & Maintenance o Year Establish a manhole rehabilitation program with an annual construction budget of $,000 for years or until such time repairs are no longer needed. o Year 1, establish a cleaning and televising program with a budget of $,000 on parts of the system with the most maintenance issues or were have a moderate deterioration condition rating. 3 Approval of Agenda Motion by Mayor Pro Tem Vance, second by Commissioner Smith to approve the agenda adding F). Early Debt Retirement Major Roads, G). Early Debt Retirement Sanitary Sewer & Water, and H). Clio Clock Park. Approval of Minutes Motion by Commissioner Mosher, second by Commissioner Garcia to approve the March, 01 regular Commission meeting minutes. Approval of Bills Motion by Mayor Pro Tem Vance, second by Commissioner Mosher to approve the bills in the amount of $1,.0 Roll Call. Unfinished Business A. Vacant property/building maintenance ordinance discussion City Administrator, Eric Wiederhold reviewed with the Commissioners the East Lansing Vacant property/building maintenance ordinance. Wiederhold will present to the Commissioners the first and second readings in April 01. Meanwhile, the Commissioners can review and model the City of Clio s ordinance after East Lansing.. New Business A. Bikepath easement transfers to Vienna Township Motion by Commissioner Mosher, second by Mayor Pro Tem Vance to approve the Bikepath easement transfers to Vienna Township contingent on the review of the City Attorney for the sum of $1.00. 4 C. Property Updates Otis Stout Stout reported on 1 W. Vienna being available to close on the property by warranty deed. Additionally, 0 S. Mill Street will require a quit claim deed along with three separate full publications. D. Special Assessment discussion Eric Wiederhold recommended consideration of an assessment pursuant to the Police and Fire Protection, Act of 11 to provide relief to the City s General Fund. The City continues to work together to implement cuts and impose controls on City expenditures. For that reason, Eric requests consideration of an assessment pursuant to the Police and Fire Protection, Act of 11 to provide relief to the City s General Fund to address the City s operational and capital maintenance needs. See Following example: PROPERTY TAXES: Prior to the great recession (FY 00/0), the levy of 1 mill generated $, in real property taxes based on taxable value of $,,. Today (FY 01/1), the levy of 1 mill generates $,0 in real property taxes based on taxable value of $,0, for a reduction of 1.% per mill. 5 H. Clio Clock Park The Clio volunteer organization community is considering a Bernie Borden memorial at Clio Clock Park.. Staff Reports City Administrator Wiederhold had no further report. City Attorney no court activity Chief of Police Chief Rick Witham reported that Eric Rogers will resign. Officer Jonathon Sanborn will take on the additional part time hours. Treasurer no report. City Engineer- no report. DPS Superintendent- Arnold spoke to the Commissioners about Emterra trash pickup being not acceptable. Also, he is trying to stay on top of the potholes. It has been difficult with all the rain. Brown is talking with MDOT Representative, Ponce Esparza about guardrail recycling. Brown requested city identification badges for the workers. This will help the public identify city workers. Clerk Kingston will be attending the MAMC (Michigan Association of Municipal Clerks) Master Academy March 0 through the nd at CMU, Mount Pleasant, MI. Commissioner comments/committee reports Commissioner Fejedelem- would like to review Master s invoice and have discussion with Stacy Master s after the meeting is adjourned. Commissioner Mosher Water and Waste and Metro Alliance meeting this week. Commissioner Smith none Mayor Pro Tem Vance Planning Commission will meet Thursday for online MSU- Citizen Planner training. Fire Authority passed their budget. Community Council meets next week. Commissioner Garcia none Commissioner Williams absent Mayor Bare Gleaner s dinner is being hosted next Thursday evening. Common Ground talked about school starting before Labor Day holiday weekend. Lion s Club is hosting an Easter Egg Hunt Saturday, March 1st at :00 a.m..
