Place: Belledune Municipal Chambers Present: Mayor, Ronald Bourque CAO, David Hughes Councillor, Tracy Culligan Clerk/Treasurer, Brenda Cormier Councillor, Heather Frenette Councillor, Jerry Guitard Councillor, Mario Lapointe Councillor, Gary Mazerolle Mayor, Bourque called the meeting to order. Mayor, Bourque requested a moment of silence in memory of those you may want to remember. Council reaffirmed their Oath of Office. Mario Lapointe moved that the agenda additions: Councillor, Culligan Sign at Arena and Mayor, Bourque Stanley Cup Financial Report, under Statements by Members of Council, be approved, seconded by Gary Mazerolle. Motion carried. Tracy Culligan moved that the amended agenda be approved, seconded by Heather Frenette. Motion carried. Statement of Conflict of Interest: Nil Minutes & Business Arising from Minutes Gary Mazerolle moved that the minutes of the Committee of Whole meeting of February 11, 2013 and Regular meeting of February 18, 2013, be adopted as presented, seconded by Heather Frenette. Motion carried. Business Arising: Mayor, Bourque commented on the letter receive from Chaleur Sawmill regarding their advisory to truckers using their facility to utilize Route #11. Presentations / Petitions / Delegations: RSC #3 Solid Waste Dept. Raymond Bryar and Yanick Sirois Mr. Sirois and Mr. Bryar made a presentation on solid waste management and recycling. The recycling pilot project was launched in Petit Rocher last year and has been working very successfully. The offer is being extended to Belledune to become the second municipality to proceed with the door-to-door collection of recyclables. A power point presentation was given regarding the project and business model. The recommendation is to have the collection method alternate; one week recyclables and one week regular waste. The system requires a wheel cart ($65 cost, delivered), and Belledune would need 763 of them. The carts can be supplies by the RSC #3 Solid Waste department and there are options that the municipality can look at for financing. They can pay the cost, receive the bins and distribute and collect the money from the citizens (i.e. payment in full or payment over a term period). 1

2 March 18, 2013 Council & CAO questions and comments: Bin price and ownership, limit on amount of recyclables collected, summer garbage and issues with collection every two weeks, time-line to get started & education component. Public questions and comments Competing with local recycler, impact on local guys business, collections system (bins & bags), collection time and the success in other places. Chaleur ATV Club Eric Cormier & Jacques Ouellette Mr. Cormier and Mr. Ouellette gave a history of the club from its beginning to now. The club went from a starting membership of 102 to 619 last year and is increasing substantially. There are between 150 and 160 km of four season groomed trails. The Chaleur ATV is the first in New Brunswick to get a grant for a project to purchase a new groomer. The club is now working very closely with the province to promote ATV s in the north as a tourism and economic development opportunity. There needs to be opportunity for ATVers to access communities to access businesses. The area of coverage for the club is the whole Chaleur region with the exception of Belledune. The purpose of this presentation this evening is not for solicitation of money, but to seek Belledune as supporters of the vision for the development of north east NB ATV industry and find a way to link Belledune to the Chaleur ATV Club trails. A letter of support is being requested from Belledune Council and a sample letter will be sent to the Village clerk for Council consideration. Mayor, Bourque called a brief recess at 8:25 p.m. Meeting reconvened at 8:27 p.m. Statements by Members of Council: Mayor, Bourque Monthly Report & Stanley Cup Report Jerry Guitard moved that the Mayor's Report with addition of Stanley Cup financial report be accepted and approved for posting to Belledune website, seconded by Mario Lapointe. Motion carried. Belledune Port Authority Representative There were six applicants for the position, all worthy and well qualified. Council did have a process for choosing and it was completed accordingly. Only one candidate could be appointed. A motion will be presented further on in the agenda. Action Plan Special Care Facility proposal A proposal was sent to Council for review with the intention to implement the plan in the month of April. Deputy Mayor, Lapointe said he will draft a Resolution for Council consideration at the April meeting. Proclamation - Canadian Cancer Society, Daffodil Month and Daffodil Day Mayor, Bourque proclaimed April as Daffodil Month and April 27, 2013 as Daffodil Day in Belledune. 2

3 March 18, 2013 Deputy Mayor, Lapointe reported on meetings attended and related issues, reintroduction of reading of minutes, RSC #3 RPAC nomination, Chaleur Bay Watershed group presentation, Belledune newsletter and other day to day activities. A copy of his report is on file. Councillor, Culligan reported on meetings attended, participation in webinars, UMNB meeting discussions, newsletter involvement, Chaleur Bay Watershed Group meeting, Stanley Cup activities, Restigouche Gun Club donation request and other municipal business related issues. A copy of her report is on file. The sign for the arena is in poor condition. After speaking with employee Charles Hache, she is suggesting that in the mean-time the sign could be repaired for estimated costs of between $300- $400. CAO Hughes will have a look into this. Councillor, Frenette reported on meetings attended, Stanley Cup activities and acknowledgement of Paul Arseneault for this initiative and the Mayor s participation. A copy of her report is on file. Councillor, Guitard reported on the meetings he attended, conversations with DOT and RCMP on trucking issue on Route 134 and working on a boat safety course for May. A copy of his report is on file. Councillor, Mazerolle reported on the meetings he attended, participation in webinar, Stanley Cup and Special Care facility in Belledune. A copy of his report is on file. Reports: Administration Reports: CAO, Hughes Purchasing Policy Amendment - Report CAO (Approval will be handled under By-laws and Policies Section of Agenda) French Course Jerry Guitard moved that Council accepts Report CAO and approves the purchase of a five (5) day extensive French course from the University of Moncton, for the CAO, at a cost of $1, (including H.S.T.), seconded by Gary Mazerolle. Motion carried. Water Operator Certification Training (2nd Individual) - Requirement of Approval to Operate Gary Mazerolle moved that Council accepts Report CAO and authorizes the approval from the Utility Operating Budget, the payment of fifty percent (50%) of the cost of Level 1- water operator certification training for the Chaleur Dr. water system backup operator, at an estimated cost of $2,100 plus expenses, seconded by Heather Frenette. Motion carried. Fire Station #1 - Automatic Garage Door Openers Gary Mazerolle moved that Council accepts Report CAO and authorize the purchase and installation of automatic wireless garage door openers for three (3) overhead doors at Fire Station #1, from Village Glass at a total cost of $3, (including HST), seconded by Tracy Culligan. Motion carried. 3

4 March 18, 2013 Councillor, Guitard expressed that after speaking with another vendor who quoted, he has concerns the lowest quote may not have included all the hardware and materials necessary for the job. As long as Village Glass can do the job for the amount quoted. Name the Newsletter Contest There were three suggested name submitted for the Newsletter. Council discussed the fact that a name had already been chosen through a contest in the past and motioned by Council, they determined that the previous name The Messenger would remain as the name for the newsletter. Council questioned what happens with the current contest and prize. As a new name has not been chosen, no prize will be issued. Clerk/Treasurer, Cormier Financial Report Tracy Culligan moved that the Financial Report be accepted as presented and the Accounts Payable be paid, seconded by Mario Lapointe. Motion carried. By-laws and Policies: Jerry Guitard moved that Purchasing Policy Amendment # A be approved as presented, seconded by Tracy Culligan. Motion carried. Councillor, Guitard wanted assurance that Council would be kept in the loupe with regards to purchases between $2,000 -$10,000, that the CAO approves. Councillor, Frenette wanted assurance that local within 100 km, would mean that purchases outside the Village would only be if the materials or servics was not available locally. Motions & Resolutions: Belledune Port Authority - Municipal Representative Appointment Tracy Culligan moved that Paul Shannon be appointed as Belledune municipal representative to the Belledune Port Authority Board of Directors for a term of 3 years, seconded by Heather Frenette. Motion carried. Xstrata Donation - Gentlemen's Hockey Tournament. Jerry Guitard moved that the donation received from Xstrata in the amount of $600 for the 2013 Gentlemen's Hockey Tournament payable to the Village of Belledune be assigned to the event coordinator, Mark Arseneault, seconded by Mario Lapointe. Motion carried. Regional Services Commission #3 -Authorization to Borrow CBB Mario Lapointe moved that Belledune Council approves RSC # 3 s application to the Municipal Capital Borrowing Board in the amount of $2,424,000, for Solid Waste Management for Environmental Health Services, seconded by Gary Mazerolle. 5 Luxor Shriners - Fire Truck Acquisition Invite them to come and see the 1974 truck in back and if they are interested it can be brought back to Council table for discussion. A. Carrier - Municipal Elected Officials Retention Schedule Mayor, Bourque read correspondence, as requested. March 18, 2013 Donations /Advertizements: Jerry Guitard moved that Belledune make the following donations; $300 to the Restigouche Gun Club, a painting for Junior Achievement Auction, $250 to Kid s Help Phone, $100 to NB Trails Council Inc., a painting to Restigouche Tourism Assoc. Auction, & $150 to Parkwood Heights Elementary Home and School Easter Basket Auction and approve a 3 x 3 advertizement for Administrative Assistant Week for the amount of $185, seconded by Tracy Culligan. Arnold Carrier posed questions on recycling presentation. What about large items like fridges, etc., will that be picked up? Carole Roberts question about time frame for recycling program to begin. Tommy Landry question if recycling is worth the extra cost and time. Laurie Hickey suggested Council check with Clarence Rosengreen on recycling. Perhaps Mr. Rosengreen, who already has a truck, could pick it up. 5

6 Diana Noel noted that there is currently dumping of garbage in the woods, etc. It may be reduced if people are able to just bring it to the end of driveway.
