Gary Mazerolle. Village of Belledune Regular Meeting Time: 7:05P.M. Place: Belledune Municipal Chambers Present: Mayor, Ronald Bourque CAO, David Hughes Councillor, Tracy Culligan Clerk/Treasurer, Brenda Cormier Councillor, Jerry Guitard Councillor, Mario Lapointe Councillor, Gary Mazerolle Absent: Councillor, Heather Frenette Mayor, Bourque called the meeting to order. Mayor, Bourque requested a moment of silence in remembrance and particularly for the late Arnold Elsliger, Florence Carrier and Henry Hickey, who recently passed. Tracy Culligan moved that the following item be added to the agenda, Mayor, Bourque present Councillor Frenette s statement in her absence, seconded by Jerry Guitard. Motion Mario Lapointe moved that the agenda be adopted with addition, seconded by Jerry Guitard. Motion Statement of Conflict of Interest: Councillor, Guitard filed a conflict of interest with the Clerk, regarding firefighters appreciation party. Election of Deputy Mayor: As per the Belledune Procedural By-law the Council proceeded with the Election of Deputy Mayor. Councillor, Mario Lapointe and Councillor, Tracy Culligan both expressed interest in the position. 1

2 In accordance By-law, Councillor, Culligan and Councillor, Lapointe gave a brief presentation. By way of open vote Mario Lapointe was nominated as Deputy Mayor. Jerry Guitard moved that Councillor Mario Lapointe be appointed as Deputy Mayor in accordance with section C. 2, subsection 2 of the Village of Belledune By-law Regulating the Proceeding of Council, seconded by Gary Mazerolle. Motion Minutes & Business Arising from Minutes Mario Lapointe moved that the both sets of minutes of May 28, 2012, (outgoing Council and newly elect) be adopted, with noted correction, seconded by Jerry Guitard. Motion Business Arising: Mayor, Bourque noted he completed the RCMP survey and if Council approved it will be submitted. Mario Lapointe moved that the RCMP survey be submitted, seconded by Gary Mazerolle. Motion Presentations / Petitions / Delegations: Nil Statements by Members of Council: Mayor, Bourque Monthly Report Tracy Culligan moved that Mayor Bourque s Monthly Report be accepted as presented and approved for posting on Belledune Website, seconded by Jerry Guitard. Motion 2013 Calendars Cancelled Gary Mazerolle moved that 2013 Calendar be cancelled and a notice be send out advising the public and those who have submitted photos for the Calendar Photo Contest, seconded by Mario Lapointe. Motion Veteran Affairs Canada (VAC) - Letter & Funding Offer Agreement C Force Memorial Mayor, Bourque recommending asking previous Acting Mayor, Emmie Flanagan to make a presentation to Council at the next Committee of Whole session on July 9, Tracy Culligan moved to table decision on VAC Funding Offer Agreement until the next regular meeting of Council, seconded by Mario Lapointe. Motion Orientation Proposed Date change Mario Lapointe moved that due to some conflicting schedules, the Council Orientation Session be rescheduled from July 14 & 15, 2012 to July 21 & 21, 2012, seconded by Jerry Guitard. 3 Mayor, Bourque noted the two new items on the agenda Public Comments / Questions and In Camera Sessions. Both were discussed in terms as to how they will be conducted. Mayor, Bourque proceeded to read statement submitted by Councillor, Heather Frenette regarding her absence. Councillor, Guitard Annual Firefighters Appreciation Councillor, Guitard vacated meeting at 7:29 p.m. as per Conflict of Interest declaration filed with the Clerk. Mario Lapointe that the annual appreciation party for Belledune Volunteer Fire Dept. (Station 1 & 2) be approved for $2,100 expenditure, seconded by Tracy Culligan. Motion Councillor, Guitard returned to meeting at 7:30 p.m. Reports: Administration Reports: CAO, Hughes Electrical Quotes, (Backup Generator) Chaleur Drive Water /Sewer Utility Jerry Guitard moved that Council accepts the lowest bid of $6, (including HST) from Claude Lagace Electrique of Pointe-Verte for the electrical connection work necessary to equip the water and sewer utility services (Chaleur Drive) for a back-up generator system and that the C.A.O. be authorized to finalize arrangements to complete this work as soon as possible, seconded by Tracy Culligan. Motion Tractor Tender (Budgeted Item) Tracy Culligan moved that Council authorize the C.A.O. to proceed with issuing the advertisement for tender for a 2012 Four Wheel Drive Ride on Front Mount Tractor (36 HP) complete with One 72 Mower Deck and One 62 Snow-Blower, seconded by Mario Lapointe. Motion Update Septic & Electrical Services Jacquet River Campground Jerry Guitard moved that the C.A.O. be authorized to obtain options and preliminary engineer drawings and cost estimates for a sewage collection system and electrical work for the Jacquet River Campground, for Gas Tax Fund application, seconded by Tracy Culligan. Motion Financial Reports Clerk/Treasurer, Cormier Tracy Culligan moved that the Financial Report be accepted as presented and the Accounts Payable be paid, seconded by Gary Mazerolle. Motion 3

Forward to Belledune Regional Environment Association McAdam - Ambulance Services in rural NB Jerry Guitard moved that as per the request, Belledune Council send letter to Premier, Minister of Health, Ambulance NB and MLA s, supporting McAdams concerns regarding Ambulance Services in rural New Brunswick, seconded by Gary Mazerolle. Motion Tops Chapter 5236, Flo Guitard - Use of Facility Mayor, Bourque discussed the use of municipal facilities and the need for Council to review conditions and terms of using facilities in an effort to treat everyone fairly. Issues such has giving out keys to individuals should not be the practice, as the municipal facilities have caretaker who are responsible to open and close. There is one current use by a band for practices where keys were given. These issues need to be addressed and corrected. As well the, payment for facility use has to be considered, again so everyone is treated equal. Currently a band is using the Jacquet River Municipal Building for band practice and was give a key. There was no payment, but it was presented that the band would provide a couple of free performances for the Village in lieu of payment. As for the request by Tops, there are 28 members with 23 from Belledune. As indicated on request a new location is needed by October as their current facility will not be available. They 4

5 currently pay $50 per month and are willing to pay Belledune the same. It was agreed that Tops can use the facility their use schedule should not interfere with the other user and can be accommodated Gary Mazerolle moved that Tops Chapter 5236 Belledune be approved for use of facility at former Jacquet River municipal chambers, seconded by Tracy Culligan. Motion The detail and conditions on municipal facility use will be looked at down the road by Council and a policy developed for consistence. Users will be advised on terms and conditions afterwards. Ambulance NB - Offer to make a presentation Council will request a presentation. Donations /Advertizements: Mayor, Bourque vacated the chair to Deputy Mayor, Lapointe to speak on the following issue. Laurie Hickey- Todd Smearer Fundraiser Mayor, Bourque met with Laurie Hickey and a request was submitted for the cost of copying and mailing a flyer for the event. There was also a request for tables, garbage cans, etc., which the Village cannot accommodate because of the Canada Day events being held the following day and the items are set up on Friday at Jacquet River Campground for that activity. However, Mayor, Bourque would ask Council to consider the request for flyer. Mayor, Bourque resumed the chair. Tracy Culligan moved that the Village of Belledune photocopy and mail a flyer for the Todd Smearer Fundraiser event, seconded by Jerry Guitard. Motion Gary Mazerolle moved that the Village of Belledune donations $75 to the Nepisiguit Family Services Family Week program, seconded by Jerry Guitard. Motion Carried.
