2 CITY COUNCIL ITEM A Economic Development TITLE: Briefing: FTA Findings and Recommendation for City Center DEPARTMENT CONTACT: Dustin Akers SUMMARY: Lynnwood received a grant from the Federal Transit Administration in April 2016 to review the opportunities for transit-oriented development within the City Center. Since that time the City has worked with the Federal Transit Administration, Smart Growth America and Enterprise Community Partners to develop strategic recommendations for transit-oriented development in the City Center and around the future Sound Transit Lynnwood Link light rail station. This effort has culminated with a two day Technical Assistance Panel (TAP) on September 20 and 21 which was undertaken by the project partners and the Urban Land Institute Northwest. The TAP brings together a professional panel comprised of the region's leading experts in development, urban design, infrastructure, finance, and policy. Tonight's briefing will present an overview of the findings and recommendations developed during this six month process. Subsequently, a final report will be prepared and provided to the City. BACKGROUND: In 2005, the City Center Sub-Area Plan was adopted providing a policy framework to guide the development of a dense, mixed-use, pedestrian- and transit-oriented urban hub within the City's Regional Growth Center. In 2008, voters approved ST2 which included a light rail station located in City Center as part of the Lynnwood Link Extension. Planning and design is underway for the station and its environs with construction anticipated to begin in 2018 and service beginning in In January 2016, the City of Lynnwood submitted an application to the Federal Transportation Administration Transit-Oriented Development Technical Assistance Initiative seeking support in guiding transit-oriented development in City Center and around the future Sound Transit Lynnwood Link light rail station. Lynnwood was one of three communities nationwide selected to receive in-depth technical assistance through the program. The program is being administered by Smart Growth America in partnership with Enterprise Community Partners. A-1
