2 LEGISLATIVE REQUEST FORM COMMITTEE ASSIGNMENT: City Development & Planning DATE: September 18, 2017 City Council Curtis Eatman, Deputy Commissioner of Finance 2016 Consolidated Annual Performance and Evaluation Report (CAPER) Background Information: The 2016 CAPER is a report on the City s annual Community Development Block Grants (CDBG), Emergency Solution Grant (ESG), and HOME program performance. The CAPER also includes information on activities undertaken with such funds and the status of the activities during the fiscal year of A summary of the 2016 CAPER is available at Evaluation/Analysis: The Department of Housing and Urban Development (HUD) requires an annual CAPER be submitted 30-days after the close of the Federal Fiscal year. City staff will submit the CAPER to HUD on September 29, Department of Development will call for a Public Hearing to be held on Monday, September 25th at 7pm in the City Council Chambers, Room 209 to coincide with the regularly scheduled City Council Meeting for the purposes of hearing comments on the 2016 CAPER. 2

4 LEGISLATION REQUEST FORM COMMITTEE ASSIGNMENT: FINANCE DATE: SEPTEMBER 12, 2017 City Council Anthony Ferrari 2018 Budget Call for Public Hearing TO BE PLACED ON COUNCIL AGENDA OF: September 25, 2017 Background Information: Pursuant to Section 36 of the Second Class Cities Law and Article VI of the Charter of the City of Schenectady, an Ordinance to approve and adopt the Proposed 2018 Operating Budget and any relevant Capital Budget needs to be adopted on or before November 1 st, A Public Hearing is a necessary component of the proposal and adoption of the City s Annual Budget. Evaluation/Analysis: The Mayor s Proposed 2018 Budget, which will be delivered to City Council on or before October 1, The 2018 Budget will include Capital Projects and a budget for the following funds: General, Golf, Water and Sewer. It is proposed that the Call for Public Hearing request be addressed at the City Council s September 18 th Committee and September 25 rd Council meetings. If the Call for Public Hearing request is approved by the City Council at its September 25 th Council Meeting, the Public Hearing would then be scheduled for and held on October 10 th. Any comments received at such hearing would be considered at the City Council s October 16 th Committee Meeting and, with Council s approval, the adoption of the 2018 Annual Budget would then be considered at the City Council s October 23 rd meeting. Recommendation: It is respectfully recommended that this Call for a Public Hearing on the 2018 Proposed Budget be approved and that such hearing be scheduled for October 10,
