MOTION: APPROVE AMENDED AGENDA. MOTION MADE, SECONDED, AND CARRIED BY COUNCILMEMBER COUNCILMEMBERS GREENSTEIN AND STEADMAN. METROPOLITAN PARK DISTRICT SCOTT SPENCE, CITY MANAGER APPOINT THE FOR AND AGAINST COMMITTEE MEMBERS. MOTION: MOTION MADE BY COUNCILMEMBER GREENSTEIN TO APPOINT GRAEME SACKRISON, KEN BALSLEY, AND TROY KIRBY TO THE FOR COMMITTEE, AND EDWIN POLE, KEVEN HOCHHALTER, AND CHRIS ROHLOFF TO THE AGAINST COMMITTEE. COUNCILMEMBER HEARN SECONDED. MOTION CARRIED. At the July 26, 2018, Council meeting, Council approved Resolution 1064 which provides for the submission of a proposition to the qualified voters of the City of Lacey

2 at a general election to be held on November 6, 2018, for the approval or rejection of the creation of a Metropolitan Park District (MPD). The City published a press release on July 27, 2018, seeking persons interested in serving on committees For and Against the proposition. Each committee must be comprised of not more than three members. Applications were received by Graeme Sackrison, Debi Matthews, Ken Balsely, and Troy Kirby for the For Committee, and Edwin J. Pole III, Kevin Hochhalter, Chris Rohloff for the Against Committee. Councilmember Steadman stepped out to take a phone call at 7:03 p.m., and was not present during the vote. Councilmember Steadman returned to the meeting at 7:06 p.m. PLANNING COMMISSION WORK PROGRAM MOTION: RICK WALK, COMMUNITY & ECONOMIC DEVELOPMENT DEPARTMENT APPROVE THE COMPREHENSIVE PLAN. MOTION MADE, SECONDED, AND CARRIED BY COUNCILMEMBERS STEADMAN AND COX. MOTION CARRIED. Nine projects from the previous year s work program have been completed or substantially completed. This includes City-initiated and private-initiated comprehensive plan and development code amendments. The Plan Amendments for 2018 will not be finalized until the City Council takes action at this year s annual comprehensive plan amendment packet, scheduled to occur in September at a regular City Council meeting. After Council action, the plan amendments marked as complete on the work program will be officially removed. Work will continue on the housing strategy, land capacity analysis, Lacey Municipal Code Audit, and the wireless communications ordinance to address small cell technology. Two significant projects are being including in the coming year s work. These are interjurisdictional efforts facilitated by TRPC and include the Regional Climate Action Plan and the Martin Way Corridor Study. Next year s program will also include the annual reoccurring projects such as the Six-Year Transportation Improvement Program and Capital Facilities Plan.

3 DEPOT DISTRICT SUBAREA PLAN RYAN ANDREWS, PLANNING MANAGER BILL GRIME, STUDIO CASCADE The 2016 Land Use Element for Lacey and the Lacey Urban Growth Area identifies subarea plans as a way to provide more detailed planning on a geographic basis. The number one priority area for subarea planning identified in the Comprehensive Plan is the area known as the Depot District. The Depot District Subarea Plan provides a cohesive vision for the area that will also complement City investment in a new museum and depot project. The draft plan analyzes existing conditions; identifies goals and objectives for the area based on community input; identifies economic opportunities; and provides recommendations for implementation of land use designations and transportation systems that will catalyze private investment. It is derived from substantial community, staff, and consultant efforts. It responds to community suggestions on the multiple topics the subarea plan must address, shaped and submitted by expert guidance from urban design, land use, transportation, economics and engineering professionals. The plan also provides a meaningful and immediately useful perspective on the district, what to do next, and why. After tonight s briefing, the draft plan will be referred to the Planning Commission to hold a public hearing, consider testimony, and make a recommendation to the City Council. It is anticipated the City Council will review the Planning Commission recommendation at a Council meeting in September. PEDESTRIAN AND BICYCLE PLAN RYAN ANDREWS, PLANNING MANAGER MICHAEL HINTZE, TOOLE DESIGN GROUP For over a year, the City has been developing the first Pedestrian and Bicycle Plan for Lacey and the Lacey Urban Growth Area. The plan provides the following: A comprehensive plan to enhance Lacey's pedestrian and bicycle system. Contains an inventory of existing pedestrian and bicycle facilities. Identifies and analyzes existing conditions with focus around pedestrian and bicycle generating land uses including schools, parks, residential and employment areas, and commercial nodes

4 Identifies associated gaps and a methodology for prioritizing capital improvements to eliminate them. Identifies potential funding sources. Prioritizes measures and projects to implement the Pedestrian and Bicycle Plan. The plan will be incorporated into the City s Transportation Plan to guide the City s investments and other efforts to promote walking and biking as viable transportation options. The Planning Commission will hold a public hearing, consider testimony, and make a recommendation to the City Council. It is anticipated the City Council will review the Planning Commission recommendation at a Council meeting in September. PLANNING COMMISSION RECOMMENDATION BRIEFING ANNEXATION POLICY JESSICA BRANDT, ASSOCIATE PLANNER At the City Council retreat held on February 9, 2018, the Council and Planning Commission discussed city policies related to annexation. Based on the Council direction given at the retreat, proposed amendments to the City of Lacey Development Guidelines and Public Works standards were developed for consideration by the Planning Commission. At the May 1, 2018, Planning Commission meeting, staff presented a variety of property type examples or scenarios that exist in Lacey s Urban Growth Area (UGA) and the advantages and disadvantages from the City s perspective of each. The Planning Commission requested staff to draft language consistent with the City Council direction given at the retreat. This proposed amendment to the Development Guidelines and Public Works standards would require annexation before being served by a utility for parcel adjacent to City limits, provide flexibility for situations with a public health emergency is declared and requires power of attorney to the City for future annexation on parcels that are not adjacent to City limits, which are currently in the development process. Public outreach was conducted, and the Planning Commission held a public hearing on the amendment to the Development Guidelines and Public Works Standards. A final worksession was held where they discussed the public hearing comments. The Planning Commission approved a recommendation to the Council as follows: Owners of properties lying outside of, but contiguous to City boundaries shall be annexed prior to being served by a City-owned utility. Owners of properties lying

5 outside of but not contiguous to the City must legally commit their property to eventual annexation prior to being served by the City's utility system. If an existing residence or business experience a septic or water failure, connection to city utilities would not require annexation proceedings if a power of attorney agreement were executed legally committing their property to eventual annexation. LACEY MAKER SPACE SAINT MARTIN S UNIVERSITY MOU BRIEFING RICK WALK, COMMUNITY & ECONOMIC DEVELOPMENT DIRECTOR Staff provided an update on the Memorandum of Understanding (MOU) between the City of Lacey and Saint Martin s University for the purpose of establishing the Lacey MakerSpace in Zaveril Hall on the Saint Martin s University Campus. Formal action will be taken at an upcoming City Council meeting.
