West Nile Virus (WNV) Program Revisions Staff report: I-25 Coalition Efforts Recognition of 2018 City Employee Awards for Public Service Recognition Week. Consider renewal of a 2012 IGA establishing a revolving line of credit (LOC) for a six-year period in the amount of $5,000,000. This LOC is in the best interests of both the DDA and the City in that it helps to reduce financing costs of DDA projects in order to preserve the maximum amount of property tax increment revenues for DDA projects. Economic Health-3.4 Improve effectiveness through collaboration with economic health oriented regional partners. Consider a resolution authorizing the execution of a funding agreement between the City and Housing Catalyst for a loan of funds from the Affordable Housing Capital Fund to assist Housing Catalyst (Fort Collins Housing Authority) for the construction of Mason Place, a permanent supportive housing development. The funding requested is $1,080,000 which will assist with the remaining funding gap prior to application for Low Income Housing Tax Credits which will provide the majority of the funding needed for the project. Neighborhood Livability and Social Health-1.1 Improve access to a broad range of quality housing that is safe, accessible and affordable. Consider potential policy changes. Environmental Health -4.3 Engage citizens in ways to educate and encourage behaviors toward more sustainable living practices. Highlight regional efforts to fund improvements to the I-25 corridor in Northern Colorado.

2 Staff report: Development Review Process Enhancements May 22 City Plan Update Visioning & Scenarios Regional Wasteshed Project Update Council on community feedback and potential revisions to City Plan vision elements. Information will also be provided on types of information and data to analyze as part of the upcoming scenario development and analysis phase of the process. High Performing Government 7.5 Broaden methods of public engagement to reach all segments of the community by giving additional consideration to diverse backgrounds, languages and needs Review recommendations from the North Front Range Regional Wasteshed Coalition, including options that would increase opportunities for composting organic material, such as yard trimmings and food scraps. 4 July 3 Ordinance amending City Code Regarding executive sessions (consent) Oil and Gas Land Use Code Updates Update City Code consistent with the November 7, 2017 voter-approved Charter amendment providing for telecommunications (broadband) service as part of the City s Electric Utility, in particular as it relates to the related purposes for which the Council or other City bodies may to go into executive session. Economic Health 3.9: Encourage the development of reliable, high speed internet services throughout the community Update Land Use Code to increase the setback between new residential development and existing oil and gas operations from 350 feet to 500 feet. The proposed requirements would allow for a reduced setback around permanently plugged wells if the developer completes additional soil, groundwater and air quality testing. Staff will present the results of community outreach and proposed code changes for consideration. Larimer County staff will co-present with City staff. Review 2017 performance measurements and metrics, goals, actual spending to budget, benefits to the community related to strategic outcome goals, operational efficiency, productivity improvements, and issues of concern to the Authority, the District and the City. consider changes to the Adequate Public Facilities ordinance in order to create flexibility in the process for evaluating intersections during development review. The changes include the creation of an option in certain cases for Alternative Mitigation Strategies to address needs / interests beyond typical roadway work. Transportation. 6.5 Fill the gaps for all modes of travel and improve the current transportation infrastructure while enhancing the aesthetic environment.

5 Design Compatibility and Character Land Use Code Amendments Amend the Land Use Code to address the compatibility of new construction with existing built environment. Those efforts include improved Historic Adjacency Standards and design standards for Downtown and within transition areas at the interface between Downtown and the Old Town Neighborhoods. Community & Neighborhood Livability-1.5 Guide development compatible with July 24 City Comments on the Northern Integrated Supply Project (NISP), Final Environmental Impact Statement (EIS)(tentative, based on date of release of EIS) Art in Public Places Review The U.S. Army Corps of Engineers will solicit public comments on the final EIS for NISP. City staff will develop comments for City Council consideration. The purpose of this item is to review information provided in the final EIS and discuss City comments. Environmental Health-4.9 Sustain and improve the health of the Cache la Poudre River and its watershed. Review potential options and outreach strategies regarding Art in Public Places as it relates to new broadband construction and underground infrastructure projects. Culture and Recreation-2.3 Provide enhanced opportunities for arts and culture throughout the City. 6 August 21 Regional Wasteshed Project Update New Fort Collins Stormwater Criteria Manual and Low Impact Development (LID) Implementation Manual (consent) Review public engagement plan for policy recommendations of the North Front Range Regional Wasteshed Coalition, related to options for increasing diversion of construction debris and organic material, such as yard trimmings and food scraps. Environmental Health-4.5 Achieve the 2020 Road to Zero Waste goals and work toward 2030 zero waste goals Replace the previously adopted Fort Collins Amendments to the Urban Drainage and Flood Control District Criteria Manual with an updated format to a stand-alone manual that incorporates all key design requirements and will more effectively communicate the criteria specific for Fort Collins and its GMA. The LID Manual will aid in improving current LID practices in Fort Collins and to help streamline compliance with City regulations. This LID Implementation Manual will become a technical addendum to the Stormwater Criteria Manual. Safe Community-5.5 Protect life and property with natural and attractive flood mitigation facilities August 28 September 4 Possible Executive Session: Broadband Police Regional Training Center Building Energy Scoring Occupancy Study (U+2) Setting the Budget Public Hearings (consent) Consider adjourning into executive session to discuss matters concerning Broadband. Review final design and discuss initial scope of the regional training center. Provide estimated costs and financial implications of project. Receive council direction on training center and scope of initial construction. Safe Communities 5.1 Improve community involvement, education and regional partnerships to make our community safer and stronger. Review staff recommendations to effectively implement a building benchmarking, scoring, and transparency program for commercial and multi-family buildings. This was a selected initiative as part of the Climate Action Plan, and funded through budget-for-outcomes in collaboration with Sustainability Services. Environmental Health-: 4.5 Work towards long term net zero energy goals within the community and the City organization using a systems approach. Review initial findings and draft report of Occupancy Study. Neighborhood Livability & Social Health-1.7 Maintain and enhance attractive neighborhoods through City services, innovative enforcement techniques and voluntary compliance with City codes and regulations. Consider a resolution setting the public hearings for the Budget for September 18 and October 2.

High Performing Government-7.1 Provide world-class services that meet the needs of the community. Status: Outreach plan is being developed to coincide with budget process. This topic will be discussed at the Council Finance Committee meetings in March and May. Provide an update on the FoCo Creates Arts and Culture Master plan process. Outline community input, emerging themes, and critical issues moving forward and seek council input related to planning issues and activities. Culture & Recreation-2.6 Develop a clear strategic description of the City's role in culture and arts while leveraging partnerships with other community organizations. Purpose of Item Phase II Poudre River Flows Plan IGA and Agreement for the use of certain City water rights in the Poudre River Flows Plan. Review and ask for approval of a Phase II IGA with the Poudre River Instream Flow Plan partners; and, to review and approve the proposed use of certain City water rights in the Plan. A coalition, including the City, has been developing a Plan to protect and provide instream flows on the Poudre River. Phase I of the Plan is drawing to a close. Phase II will entail a water court

10 Adoption of Changes to the Historic Preservation Codes application by the State of Colorado on behalf of the partners. Three partners have offered water to include in the Plan, Fort Collins, Greeley, and Thornton. Environmental Health- 4.9 Sustain and improve the health of the Cache la Poudre River and its watershed. 4.8 Protect and enhance natural resources on City-owned properties and throughout the community. Amend the Municipal Code and Land Use Codes to better align historic preservation codes with the principles and policies established through the historic preservation program review. These changes are to code sections concerning the Landmark designation processes; the review of alterations to Landmarks; the review of new development that is abutting or near historic properties; the review of 50+ year old properties that are not landmarks; dangerous buildings; and demolition by neglect.
