Revise the Land Use Code to create a new process and regulations for a Planned Unit Development (PUD) Overlay District. The proposed PUD Overlay District provides for additional flexibility in site design not available through traditional development procedures, and the ability for extended vested property rights, in return for the provision of significant public benefits.

2 Staff report: FC Lean Staff report: North College Railroad Project Update Council on the progress made implementing the City s process improvement program, FC Lean. This was an Offer funded by Council in the Budget. Update City Council on the planned railroad (RR) crossing closure at North College Avenue, just north of Cherry Street, from July 16-18, in order to replace the railroad crossing, as well as repair deteriorated asphalt from the bridge at Poudre River to Cherry Street. Larimer County staff will co-present with City staff. Economic Health-3.4 Provide transparent, predictable and efficient processes for citizens and businesses interacting with the City High level review of major assumptions and themes included within the City Managers Recommended Budget. Review Strategy Map process used by staff to monitor and status results and review a representative sample of performance measures linked to strategic objectives and BFO offers from the Strategy Maps

4 August 21 Regional Wasteshed Project Update City Comments on the Northern Integrated Supply Project (NISP), Final Environmental Impact Statement (EIS)(tentative, based on date of release of EIS) Updates to the Policy for Reviewing Proposed Service Plans for Title 32 Metropolitan Districts Changes to Transportation Element of Adequate Public Facilities Ordinance (consent) East Gateway Annexation and Zoning (Second Reading-consent) Review draft intergovernmental agreement outlining solid waste infrastructure and policy commitments between Larimer County and Fort Collins, which would formalize recommendations of the North Front Range Wasteshed Coalition for increasing diversion of construction debris and organic material Environmental Health-4.5 Achieve the 2020 Road to Zero Waste goals and work toward 2030 zero waste goals. The U.S. Army Corps of Engineers will solicit public comments on the final EIS for NISP. City staff will develop comments for City Council consideration. The purpose of this item is to review information provided in the final EIS and discuss City comments. Environmental Health-4.9 Sustain and improve the health of the Cache la Poudre River and its watershed. Consider changes to the Policy for Reviewing Proposed Service Plan for Title 32 Metropolitan Districts. The primary change is removing the current emphasis on commercial districts to enable the use of Metro District to fund residential development, only if those same districts enable the delivery of extraordinary public benefits. In addition, changes include a wide-array of improvements based on research and experience. preservation and development review processes Consider changes to the Adequate Public Facilities ordinance in order to create flexibility in the process for evaluating intersections during development review. The changes include the creation of an option in certain cases for Alternative Mitigation Strategies to address needs / interests beyond typical roadway work. Transportation. 6.5 Fill the gaps for all modes of travel and improve the current transportation infrastructure while enhancing the aesthetic environment. Annex and zone the East Gateway Annexation, located approximately ¼ mile northeast of the I- 25 and East Mulberry Street interchange. Neighborhood Livability and Social Health-1.5 Guide development compatible with Staff report: Transitional Sentencing Program Possible Executive Session: Broadband Provide Council with an update on alternative sentencing options for Municipal Court defendants. Consider adjourning into executive session to discuss matters concerning Broadband.

Review potential options and outreach strategies regarding Art in Public Places as it relates to new broadband construction and underground infrastructure projects. Culture and Recreation-2.3 Provide enhanced opportunities for arts and culture throughout the City. Economic Health-3.6 Invest in utility infrastructure aligned with community development 3.7 Deploy reliable, high-speed internet services throughout the community Consider a resolution setting the public hearings for the Budget for September 18 and October 2. Consider a Resolution directing the City Manager to submit comments on NISP. Environmental Health-4.9 Sustain and improve the health of the Cache la Poudre River and its watershed. 6 Waterfield Metropolitan Districts Consolidated Service Plan Water s Edge Metropolitan Districts Consolidated Service Plan Consider approving the Metro District Service Plan for the Waterfield project. Waterfield is a 71-acre proposed residential development located in the northeast portion The project will deliver a number of stated extraordinary public benefits, including enhanced environmental sustainability, critical public infrastructure, smart growth development, and affordable housing. preservation and development review processes Consider approving the Metro District Service Plan for the Water s Edge project. Water s Edge is a proposed 235-acre mostly residential development project located in the northeast portion of the community. The project will be an age targeted development that is geared around an aging in place philosophy. The project features a non-potable water system, open space enhancements, and other services and support targeted for the 55-years and older age demographic. preservation and development review processes September 11 September Budget #1 Review the budget offers included in the City Manager s Recommended Budget and answer questions of Councilmembers. Neighborhood Livability & Social Health Culture and Recreation Economic Health Safe Community Budget Public Hearing Public hearing to gather public input on proposed City Budget. New Fort Collins Stormwater Criteria Manual and Low Impact Development (LID) Implementation Manual (consent) Replace the previously adopted Fort Collins Amendments to the Urban Drainage and Flood Control District Criteria Manual with an updated format to a stand-alone manual that incorporates all key design requirements and will more effectively communicate the criteria specific for Fort Collins and its GMA. The LID Manual will aid in improving current LID practices in Fort Collins and to help streamline compliance with City regulations. This LID Implementation Manual will become a technical addendum to the Stormwater Criteria Manual. Safe Community-5.5 Protect life and property with natural and attractive flood mitigation facilities Larimer County Behavioral Health Plan Consider a Resolution regarding the Larimer County Behavioral Health Plan. Neighborhood Livability & Social Health-1.2 Leverage and improve collaboration with other agencies to address homelessness, poverty issues and other high priority human service needs.

7 September 25 October Budget Public Hearing Public hearing to gather public input on proposed City Budget Annual Adjustment Ordinance (consent) Appropriate expenses related to unanticipated revenue, grants and unforeseen costs that had not previously been budgeted. Design Compatibility and Character Land Use Code Amendments Amend the Land Use Code to address the compatibility of new construction with existing built environment. Those efforts include improved Historic Adjacency Standards and design standards for Downtown and within transition areas at the interface between Downtown and the Old Town Neighborhoods. Community & Neighborhood Livability-1.5 Guide development compatible with October Budget #2 Review the budget offers included in the City Manager s Recommended Budget and answer questions of Councilmembers. Neighborhood Livability & Social Health-1.2 Leverage and improve collaboration with other agencies to address homelessness, poverty issues and other high priority human service needs. Present a summary of public deliberation and outreach regarding outdoor residential wood burning, along with options and a recommendation related to addressing air quality and health impacts. Environmental Health-4.2 Improve indoor and outdoor air quality Review the definition and scope of park refresh projects and what defines the character of our community parks. Culture & Recreation Plan, design, implement and maintain the City s parks and trials system. Consideration of the annual appropriation ordinance and setting the City budget for a two-year period ( ) which becomes the City s financial plan for the next two fiscal years Electric Rate Ordinance Adjust monthly charges for electric service in Electric charges need to be increased to meet the revenue requirements of the utility and to adjust charges between the rate classes based on the updated cost of service study. Provide an update on the FoCo Creates Arts and Culture Master plan process. Outline community input, emerging themes, and critical issues moving forward and seek council input related to planning issues and activities. Culture & Recreation-2.6 Develop a clear strategic description of the City's role in culture and arts while leveraging partnerships with other community organizations. REGULAR MEETING Phase II Poudre River Flows Plan IGA and Agreement for the use of certain City water rights in the Poudre River Flows Plan. Adoption of Changes to the Historic Preservation Codes Police Regional Training Center Appropriation Purpose of Item Review and ask for approval of a Phase II IGA with the Poudre River Instream Flow Plan partners; and, to review and approve the proposed use of certain City water rights in the Plan. A coalition, including the City, has been developing a Plan to protect and provide instream flows on the Poudre River. Phase I of the Plan is drawing to a close. Phase II will entail a water court application by the State of Colorado on behalf of the partners. Three partners have offered water to include in the Plan, Fort Collins, Greeley, and Thornton. Environmental Health- 4.9 Sustain and improve the health of the Cache la Poudre River and its watershed. 4.8 Protect and enhance natural resources on City-owned properties and throughout the community. Amend the Municipal Code and Land Use Codes to better align historic preservation codes with the principles and policies established through the historic preservation program review. These changes are to code sections concerning the Landmark designation processes; the review of alterations to Landmarks; the review of new development that is abutting or near historic properties; the review of 50+ year old properties that are not landmarks; dangerous buildings; and demolition by neglect. Community & Neighborhood Livability-1.5 Guide development compatible with Request appropriation of funds for half of the total construction costs for the Police Regional Training Center to be located on Boyd Lake Avenue west of the Northern Colorado Regional Airport. Per the partnership agreements the City of Loveland will be funding the other half of this project. Safe Communities 5.1 Improve community involvement, education and regional partnerships to make our community safer and stronger. 100% Renewable Electricity Resolution The purpose of this item is to consider a resolution to establish a community-wide 100% renewable electricity goal by 2030 in addition to the community s climate action goals. Environmental Health Achieve 2020 Energy Policy goals and work toward longterm net zero energy
