The changes include the creation of an option in certain cases for Alternative Mitigation Strategies to address needs / interests beyond typical roadway work. Transportation 6.5 Fill the gaps for all modes of travel and improve the current transportation infrastructure while enhancing the aesthetic environment. Annex and zone the East Gateway Annexation, located approximately ¼ mile northeast of the I- 25 and East Mulberry Street interchange. 3 Oil and Gas Buffers Land Use Code Changes Election Code Amendments Staff report: Transitional Sentencing Program Possible Executive Session: Broadband Consider changes to the Land Use Code related to the buffers required around oil and gas wells when new development occurs, including buffers around both active and plugged and abandoned wells and requirements for notification to future property owners. Neighborhood Livability & Social Health-1.5 Guide development compatible with preservation and development review processes. Consider potential amendments to the Election Code to raise the threshold requirement for reporting of independent expenditures, ensure that the campaign violation complaint process applies to reporting of independent expenditures, and require paid for by disclaimers on campaign communications for registered committees. This was a selected initiative as part of the Climate Action Plan, and funded through budget-for-outcomes in collaboration with Sustainability Services. 5 Water s Edge Metropolitan Districts Consolidated Service Plan Presentation: Letter of Citation from State of Colorado to Chris Donegon, Utilities Financial Analyst Consider approving the Metro District Service Plan for the Water s Edge project. Water s Edge is a proposed 235-acre mostly residential development project located in the northeast portion of The project will be an age targeted development that is geared around an aging in place philosophy. The project features a non-potable water system, open space enhancements, and other services and support targeted for the 55-years and older age demographic. Neighborhood Livability & Social Health 1.5 Guide development compatible with preservation and development review processes Representatives from the State of CO will present an appreciation award to Chris Donegon for his work as a member of the Colorado EOC Support Teams that responded to help in the aftermath of Hurricane Irma. September 11 September Budget #1 Review the budget offers included in the City Manager s Recommended Budget and answer questions of Councilmembers. Neighborhood Livability & Social Health Culture and Recreation Economic Health Safe Community Budget Public Hearing Public hearing to gather public input on proposed City Budget. Phase II Poudre River Flows Plan IGA and Agreement for the use of certain City water rights in the Poudre River Flows Plan. Review and ask for approval of a Phase II IGA with the Poudre River Instream Flow Plan partners; and, to review and approve the proposed use of certain City water rights in the Plan. A coalition, including the City, has been developing a Plan to protect and provide instream flows on the Poudre River. Phase I of the Plan is drawing to a close. Phase II will entail a water court application by the State of Colorado on behalf of the partners. Three partners have offered water to include in the Plan, Fort Collins, Greeley, and Thornton. Environmental Health- 4.9 Sustain and improve the health of the Cache la Poudre River and its watershed. 4.8 Protect and enhance natural resources on City-owned properties and throughout Larimer County Behavioral Health Plan Staff Report: 2018 Bike to Work Day Consider a Resolution regarding the Larimer County Behavioral Health Plan. Neighborhood Livability & Social Health-1.2 Leverage and improve collaboration with other agencies to address homelessness, poverty issues and other high priority human service needs. Highlight the City s annual Bike to Work Day events and discuss the linkage to the Climate Action Plan Take Two initiative.

Design Compatibility and Character Land Use Code Amendments Amend the Land Use Code to address the compatibility of new construction with existing built environment. Those efforts include improved Historic Adjacency Standards and design standards for Downtown and within transition areas at the interface between Downtown and the Old Town Neighborhoods. Community & Neighborhood Livability-1.5 Guide development compatible with preservation and development review processes. 100% Renewable Electricity Resolution The purpose of this item is to consider a resolution to establish a community-wide 100% renewable electricity goal by 2030 in addition to the community s climate action goals. Park Refresh Code Compliance: Occupancy Enforcement Update Update Council on general homelessness initiatives including: sharing the Housing First Initiative Annual Report, Homeward 2020 strategic plan and priorities for the next couple years, Outreach Fort Collins summer report, and plans for winter overflow shelter. Present a summary of public deliberation and outreach regarding outdoor residential wood burning, along with potential policy options to better balance enjoyment of the outdoors with concerns about air quality and health impacts. Environmental Health-4.2 Improve indoor and outdoor air quality Provide an update on the FoCo Creates Arts and Culture Master plan process. Outline community input, emerging themes, and critical issues moving forward and seek council input related to planning issues and activities. Culture & Recreation-2.6 Develop a clear strategic description of the City's role in culture and arts while leveraging partnerships with other community organizations. Review the definition and scope of park refresh projects and what defines the character of our community parks. City staff will develop comments for City Council consideration. The purpose of this item is to review information provided in the final EIS and discuss City comments. Environmental Health-4.9 Sustain and improve the health of the Cache la Poudre River and its watershed. Purpose of Item Request appropriation of funds for half of the total construction costs for the Police Regional Training Center to be located on Boyd Lake Avenue west of the Northern Colorado Regional Airport. Per the partnership agreements the City of Loveland will be funding the other half of this project. This item will be scheduled for Council consideration after the August 28 work session. Safe Communities 5.1 Improve community involvement, education and regional partnerships to make our community safer and stronger. Replace the previously adopted Fort Collins Amendments to the Urban Drainage and Flood Control District Criteria Manual with an updated format to a stand-alone manual that incorporates all key design requirements and will more effectively communicate the criteria specific for Fort Collins and its GMA. The LID Manual will aid in improving current LID practices in Fort Collins and to help streamline compliance with City regulations. This LID Implementation Manual will become a technical addendum to the Stormwater Criteria Manual. This item will be scheduled for Council consideration in 4Q 2018, after additional outreach and analysis of the erosion control portions of the manual are completed.
