This is to amend the preliminary budget with actual carryover dollars and the contract for the Strategic Assessment project. Please see the attached memo. ACTION: Decision VI. Oregon Passenger Rail (Attachment III) Bonakdar Staff will present the Oregon Passenger Rail process to develop the MPO s position on this project. Please see the attached memo. ACTION: Decision VII. 2 Attachment I Draft Minutes METROPOLITAN PLANNING ORGANIZATION POLICY BOARD MEETING Tuesday, October 9 th, 2013 Sunset Building MINUTES Policy Board Members Attending: Linda Modrell, Rocky Sloan, Hal Brauner and Amy Ramsdell Policy Board Members Absent: Bill Currier Alternates Present: Alan Rowe and Mary Steckel Staff Attending: Ali Bonakdar and Emma Chavez TOPIC DISCUSSION DECISION / CONCLUSION I. Meeting called to order by Chair Hal Brauner at 5:20 pm II. Agenda Review There were no changes to the agenda. III. Public Comments IV. Minutes of September 11, 2013 MPO Policy Board V. CAMPO s Quorum Requirements Correction to agenda item IV. Under City of Philomath Jurisdiction Report: Change Homer Crew to Kerman Kehrli. At the last Policy Board meeting members discussed the issue of meeting quorum. At that meeting the board asked staff to look into whether There were no public comments. Consensus by Policy Board members present to approve the August meeting minutes with corrections. 1

3 Attachment I Draft Minutes changing the quorum requirements would include changing both the bylaws and the IGA. The board also requested staff to look into the possibility of an alternate for Bill Currier. Staff reported that changing the quorum would require amending both the bylaws and IGA. Staff also reported that had a discussion with Bill Currier and he designated Alan Rowe to represent the City of Adair Village as an alternate for Bill Currier. Alan has graciously accepted. Alan was a member of CAMPO in the early years of CAMPO. He is currently the Chair of the Planning Commission for the City of Adair Village. Hal Brauner announced Mary Steckel as his formal alternate. Board members were requested to let staff know who their alternates are. Members concluded that by having alternates quorum will be more likely met and at this time there is no need to amend the bylaws or IGA. VI. Contingency List of Projects ODOT requested MPOs to develop a list of priority projects for funding in case the Oregon Legislature decides to enact a transportation funding legislation similar to the 2009 Job and Transportation Act. At its last meeting the Board directed staff to work with the TAC to develop a list of priority projects for the CAMPO Area. The TAC met in September and developed a list of priority projects for funding. Projects were marked by the degree of their priority as high, medium and low. Amy provided additional information on the subject. Members reviewed the list and made the following recommendations: Remove the number column to eliminate any indication of priority. By consensus, the Policy Board agreed to endorse the list of contingency projects to be submitted to the ACT and ODOT as the MPO s priorities for funding with recommended changes. 2

Philomath Blvd. Segment Facility Plan VIII. Updates Members discussed in more detail the US20/OR34, Neton-Neer (ITS) and 53 rd Street & Philomath Blvd. Intersection projects. Commissioner Modrell asked for more information on some of the projects. Mary will look into getting additional information for the Walgreens Development. After discussing the list and noting changes, the Board agreed to endorse the list of contingency projects to be submitted to the ACT and ODOT as the MPO s priorities for funding with the above recommended changes. A study of the Philomath Blvd. from 35 th Street in Corvallis to 19 th Street in Philomath is among the ODOT s current planning tasks. ODOT representative, Amy Ramsdell advised members that the project cost has been increasing over time. The project would cost over half a million dollars for a four year study. ODOT believes this is not an effective use of funds and looked into the Cities of Philomath and Corvallis to add the study to their TSP s. Amy stated that although these are State funds and approval of the Board is not required, ODOT would like the Policy Board s support. a) Director s Report On September 11, 2013 the Policy Board requested staff to provide background information on MPOs across the country. Ali reviewed a handout provided to the Board. Consensus from the Policy Board to drop the Philomath Blvd Segment Facility Plan and use the money to support the TSP developments. 3

5 Attachment I Draft Minutes The City of Corvallis engineer made a request ODOT to begin work on 15 th Street and he was told that CAMPO does not have enough STP Fund balance. This is because the project is programmed for FY14 and the FY14 fund does not get to here until January This is a cash flow problem that both the Corvallis and Benton County are experiencing for the implementation of their STP funded projects. b) Jurisdictional Report ODOT There will be a National Hwy Institute Training Session on November 6 th in Salem. The training is targeted towards metropolitan planning organizations, local governments and economic development agencies. The training is titled Engaging the Private Sector in Freight Planning. ODOT is hosting the training. It is limited to twenty-five participants. ODOT is also looking at some sort of operational fix for Philomath Blvd. Looking for funds in fix-it bucket. Benton County Still working on roundabout. West Hills Road is finished. Did road stabilization on Decker Road. Styrofoam blocks were used to reduce weight against the road. Also replaced Harrison bridge. Linda thanked the City of Corvallis for supplying grindings to the County. City of Adair Village The 99 Express continues to be successful. City of Corvallis Reconstruction in conjunction with OSU at the intersection of 15 th and Washington Way. Will try to realign Washington Way. The city will do 4

6 Attachment I Draft Minutes the redesign for the project. The traffic circle is gone. They are currently grinding the pavement and it will be paved tomorrow. Launched the Vehicle Information System. The smart phone system tells you the location of the bus. The next major advancement will be QR barcodes on the buses to be able to scan the buses and find out how long until they get to a certain bus stop. City of Philomath East Apple Gate has been paved. Linda mentioned that she had observed that on South 3 rd Street in Corvallis people do not use the crosswalk or use the crosswalk without the walking light. ODOT stated that they have done outreach with Safe Routes to School. Mary stated they may need to reach out to the college population. VIII. Adjourn Meeting adjourned at 6:50 pm. 5

Background In March 2013 the Policy Board adopted CAMPO s Unified Planning Work Program and its associated budget. The approved budget included an estimated dollar amount for the fund that would not be spent by the end FY13 (carryover). Also, at that time, CAMPO had not yet signed the $20K IGA with ODOT for the Strategic Assessment of GHG Emissions. Status The following two developments since the approval of the budget warrant an amendment to the CAMPO s FY 14 budget: 1. The exact amount of PL and Transit funds that were carried over into FY14 is: $154,500, or $124,500 more than the estimate. 2. CAMPO signed a $20K IGA with ODOT for the Strategic Assessment of GHG emissions. Therefore, the new budget is increased by $144,500. The additional amount (minus the $20K new IGA) was placed under Contingency/Contracts to be used for contracting with COG staff and consultants. 10 Attachment III CORVALLIS AREA METROPOLITAN PLANNING ORGANIZATION 301 SW 4 th Street, Suite 240 Corvallis, Oregon Phone: Fax: Memorandum To: CAMPO Policy Board From: Ali Bonakdar, Director Date: November 5, 2013 Re: Oregon Passenger Rail Requested Action Form CAMPO s position on the Oregon Passenger Rail Project. Background The Oregon Department of Transportation (ODOT) has launched a study of a higher speed Passenger Rail service between Eugene-Springfield and Portland-Vancouver, Washington. The project is steered by a Leadership Council, chaired by Mayor Kitty Piercy of Eugene and is supported by a Corridor Forum, made up of representatives of communities along the corridor. Several alternative routes have been identified. The objective of the project is to provide seven round trips per day while each trip would roughly take the same amount of travel time as driving. The alternative routes or options are as follows: The Blue Alternative follows mostly the existing Amtrak Cascades Route along or near the Union Pacific Railroad line and as such it could use the existing railroad stations. The Red Alternative would be constructed as a completely new track along I-5 and I-205 between Springfield and Vancouver, Washington. It would bypass the existing stations of Eugene, Albany and Salem/Keizer. The new track would be the most efficient option in terms of travel time, but it would come with the highest price tag. The Purple Alternative uses the existing Oregon Electric line and parts of the Blue Alternative. This alternative features several different alignments by sharing a portion or portions with the Blue Line. The Yellow Alternative is the one that includes the City of Corvallis. This alternative would run from the Eugene Station to Junction City, thence on a new track to Monroe to connect to the existing rail line between Monroe and Corvallis and then to Albany. A notable issue with the existing track from Corvallis to Albany is that the track meets the Union Pacific line north of Albany and bypasses the Albany Depot. This option would not work for a train trip between Corvallis and Albany. Another variation of the Yellow Alternative would depart the existing 1

11 Attachment III lines in Corvallis and would run on a completely new alignment along Highway 34 to Tangent to join the Union Pacific track south of Albany. This option would provide for train trips between Corvallis and Albany by going through the Albany Depot which also serves as a transit hob. Public input can be provided through multiple means. The Website for information on the project is: The Contact Page of the Website allows direct public input and a Community Open House Meeting has been scheduled for 5:00-7:00 PM on November 7, 2013, at the Linn-Benton College in Albany (6500 Pacific Blvd, SW, Albany). 2
