M I N U T E S The meeting was called to order by Chairman Elmer Beard. Those Members Present: Bob Bender, Nancy Brown, John Burr, Leann Castillo, Joyce Chilton, John Detrick, Karen Duncan, Howard Kitko, and Lowell McGlothin. Following roll call, Chairman Beard led the TCC in the Pledge of Allegiance. MINUTES Motion by Matt Parrill, seconded by Joyce Chilton to approve the minutes from the August 12, 2016 meeting. Vote: Motion approved FINANCIAL REPORTING Budget Status & Cash on Hand Report Motion by Richard Henry, seconded by Bob Bender to approve the Budget Status & Cash on Hand Report for August Vote: Motion approved Summary of Expenses Expenditures for August were for the amount of $62, Motion to approve was made by John Burr, seconded by Karen Duncan. Vote: Motion approved ADMINISTRATIVE REPORT FY2016 Planning Work Program Completion Report Scott Schmid presented Resolution 2016-N for TCC approval. The Planning Work Program Completion Report documents expenditures and work products that occurred during the past fiscal year. Scott highlighted work completed by staff in various work elements during this period. Motion by Howard Kitko, seconded by Nancy Brown to approve Resolution 2016-N. Vote: Motion approved TRANSPORTATION PLANNING REPORT FY2016 Annual Listing of Obligated Projects Scott Schmid presented the Annual Listing of Obligated Projects for FY2016. The projects listed all had Federal funds obligated or authorized in FY2016 and does not include funds encumbered or spent. Staff requested a motion to approve Resolution 2016-O to accept the 1

Motion by John Burr, seconded by Bob Bender to approve Resolution 2016-O. Vote: Motion approved. FY Transportation Improvement Program Scott Schmid presented Resolution 2016-P for TCC approval. Scott stated that the resolution includes modifications for the following projects: safety funding added to the Bechtle Signals project, US40 and Bird Road Signal project added to the TIP, splitting funds for right-of-way on the Belmont Ave Reconstruction Ph 2 project, and adding right-of-way funds to the Bechtle Bridge project. Motion by John Burr, seconded by Karen Duncan to approve Resolution P. Vote: Motion approved FY Transportation Improvement Program Scott Schmid reported that solicitation of applications for the new TIP cycle closed on August 31 st. Sixteen applications were received totaling $11.1 million. A public open house will be held on September 13 th at Springview. A list of projects will also be run in the Springfield News Sun for public comment. The public comment period will run through the end of September. Moving forward recommendations will be presented to LOGCAC and TAC in late September for review and comments. TAC/staff recommendations will then be presented to the TCC at the October meeting. South Limestone Street Corridor Study Scott Schmid reported that a public meeting will be held on September 15 th at the Career ConnectED Center. This will be the second and final public meeting on the planning study for the South Limestone Street Corridor. Two scenario exhibits will be on display for public comment. Other MPO Reform and Coordination Notice of Proposed Rule Making Scott Schmid reported that included in the agenda packet was a copy of the letter submitted to the docket on behalf of the TCC. Scott stated that the NPRM docket closed on August 26 th. There were 526 comments received and the final ruling is expected to be published in Fall Matt Parrill added that ODOT s recommendation was sent on August 16 th and mirrored the MPO s comments. 4 Clark County Springfield September 9, 2016 Transportation Coordinating Committee Springview Government Center Regular Meeting 10:30 A.M. COMMUNICATIONS John Burr thanked ODOT for delaying the start of construction on the bridge rehabilitation project on SR4 while Moorefield Road is currently closed due to work on the bridge. Elmer Beard extended a thank you to the contractor who worked on the Dayton Road overpass rehabilitation project. He stated the contractor worked with Greenon schools to allow 2 or 3 buses to go through the closing at S. Tecumseh Road so it wouldn t delay bus transportation. 11 Memorandum To: Transportation Coordinating Committee From: Scott Schmid Phone Transportation Director Re: Administrative Report Date: October 7, 2016 The following are items for discussion and action during the October 14, 2016 Transportation Coordinating Committee meeting. Prior Approval Requests There are two requests for prior approval for upcoming travel. Request for an amount not to exceed $1,350 for 4 TCC staff, 3 County Engineering staff, and 1 City of Springfield staff to attend the 2016 Ohio Transportation Engineering Conference October 24-26, 2016 in Columbus. Cost estimate includes registration for all, mileage and parking for TCC staff only. Request for an amount not to exceed $225 for 1 TCC staff and 2 City of Springfield staff to attend the LTAP/ODOT Office of Environmental Services Project Development Process Training December 8 in Columbus. Cost estimate includes registration for all, mileage for TCC staff only. Staff is requesting discussion and a voice vote to approve the requests above TCC Calendar Reminder As a reminder, the TCC will not have a meeting in November. 12 Memorandum To: Transportation Coordinating Committee From: Scott Schmid Phone Transportation Director Re: Transportation Planning Report Date: October 7, 2016 The following are items for discussion during the October 14, 2016 Transportation Coordinating Committee meeting. FY Transportation Improvement Program The Technical Advisory Committee met on October 5 to discuss the TIP funding applications. Staff reviewed the scores as well as comments from District 7 and the public that were received. There were four comments submitted in opposition to the Derr Road project. Staff will be conducting a planning study on the Derr Road project over the next three months utilizing the planning task order to examine the operational and vehicular emissions effects of the project as proposed. Staff proposed multiple funding scenarios to the TAC. The TAC voted to approve the list included in the TCC agenda packet. Staff will review the funding recommendations and the TIP development schedule moving forward. Informational only, no action requested at this time. South Limestone Street Corridor Study The final public meeting for the study was held September 15 at the Career ConnectED Center. Two scenarios for five different sections of the corridor were developed and presented to the public for comment. 56 people signed in at the meeting and 20 written comments were submitted. The comment period for the study ends on October 13. Staff will review the scenarios and the comments received. A summary is also included in the TCC agenda packet. Due to size of the exhibits, the scenario drawings are not included in the agenda packet. 13 Safe Routes to Schools Program After the presentation at the Annual Meeting and discussion with the TCC s LOGCAC, staff applied for and was awarded a free Safe Routes to Schools Travel Plan workshop. The workshop will be presented by the Ohio Safe Routes Academy and will be held at the Springfield Township Administrative Building. The workshop will be held on Wednesday, December 7 from 8:30-11:30 AM. Lunch will be served afterwards. Invitations to the workshop have gone out to the school districts, cities, villages, and townships, law enforcement, and the CCCHD.
