MINUTES Motion by David Estrop, seconded by Nancy Brown to approve the minutes from the December 14, 2018 meeting. FINANCIAL REPORTING Budget Status & Cash on Hand Report Motion by Lowell McGlothin, seconded by William Lindsey to approve the Budget Status & Cash on Hand Report for December Motion by William Lindsey, seconded by David Estrop to approve the Budget Status & Cash on Hand Report for January Summary of Expenses Expenditures for December were for the amount of $57, Motion to approve was made by Richard Henry, seconded by David Estrop. Expenditures for January were for the amount of $79, Motion to approve was made by William Lindsey, seconded by David Estrop Mileage Rate Scott Schmid presented Resolution 2019-A for TCC approval. This resolution approves the mileage reimbursement rate for CY2019 for the TCC as requested by the Clark County Auditor s Office. The rate changes from $0.54 to $0.58 per mile. Nancy Brown asked if this is the Federal rate. Scott stated this is the GSA rate. Motion by Nancy Brown, seconded by David Estrop to approve Resolution 2019-A. 1

ADMINISTRATIVE REPORT TCC Subcommittee Appointments Scott Schmid reported that Bob Bender has requested to be removed from the Human Services and Coordinated Transportation Advisory Committee (HSCTAC). Scott stated that the Board of Developmental Disabilities has been winding down their transportation services and moving those services to other providers and as such Bob has requested he be removed from the advisory committee. Joyce Chilton asked with Bob Bender vacating that seat will a new person be appointed to that spot. Scott stated no one from Board of Developmental Disabilities will fill that spot since they are not providing transportation services as they were in the past. There are an additional four seats that the TCC could appoint, but at this point there has been no interest. Motion by William Lindsey, seconded by Lowell McGlothin to remove Bob Bender from the HSCTAC at his request.. Travel Approval Requests Scott Schmid requested TCC approval for the following travel requests: Past prior approval o 1 TCC staff member to attend the 4 th Annual Southwest Ohio Logistics Conference in Dayton on February 6, Amount is not to exceed $225 and includes registration, mileage, and parking. Scott stated that since there was no January TCC meeting he did reach out to the Chairman and Vice-Chairman to get their approval, but final approval from the TCC is still required. Four prior approvals o 1 TCC staff member to attend Access Management Analysis online training on March 4-5, Amount is not to exceed $225 and includes registration only. o 1 TCC staff member, 2 SCAT staff members, 1 City of Springfield staff member, and 3 HSCTAC members to attend the 2019 Ohio Public Transportation Association Conference in Columbus on April 1-3, Amount is not to exceed $1,450 and includes registration for all, mileage and parking for TCC staff only. o 3 TCC staff members to attend the 2019 Ohio Civil Rights Symposium in Columbus on April 9-10, Amount is not to exceed $600 and includes registration, mileage, and parking. o 2 TCC staff members to attend LTAP Traffic Forecasting Training in Columbus on February 26 th and April 10, Amount is not exceed $500 and includes registration and mileage. Motion by David Estrop, seconded by Kathy Estep to approve the Travel Approval Requests. Triennial TCC Appointments and Elections of Officers Scott Schmid reported that a new triennial appointment period began at the beginning of the calendar year and includes Per the current Bylaws the TCC needs a new election of officers which would include a new Chair and Vice-Chair. Lowell McGlothin moved to keep the current Chair (Elmer Beard) and Vice-Chair (Kathy Estep) as is if they are willing to serve, seconded by William Lindsey. 2
4 Clark County Springfield February 8, 2019 Springview Government Center Regular Meeting 10:30 A.M TCC Calendar Reminder Scott Schmid briefly reminded everyone of the 2019 meeting dates. The Annual Meeting is scheduled for Friday, August 9 th at Clark State s Leffel Lane Campus. TRANSPORTATION PLANNING REPORT Clark County Mobility Management Program Scott Schmid updated the TCC on the Clark County Mobility Management Program that began on January 1 st with Catholic Social Services of the Miami Valley in Sidney. Scott briefly explained that TCC submitted an FTA grant application in Mary 2018 which was endorsed by the TCC with Resolution 2018-D. Initially the TCC was awarded $23,400 Federal FTA funds in June 2018 and this was revised to $41,000 in August The contract with Catholic Social Services went before County Commission for approval in December Scott provided a brief overview of the program and introduced Michelle Caserta-Bixler as the Mobility Manager liaison for Clark County. Michelle briefly talked about some of the work she has done since starting the program. FTA Section 5310 CY2020 Mobility Management Grant Scott Schmid presented Resolution 2019-B for TCC approval. Scott stated that this is a request for TCC endorsement of an application for next year to continue the Mobility Management program. TCC staff intends to apply for the $64,000 grant request to fund the program and requests a voice vote for endorsement of the grant application. Motion by David Estrop, seconded by Kathy Estep to approve Resolution 2019-B which endorses the application. Vote: Motion approved. SUBCOMMITTEE REPORTS No updates to report OLD BUSINESS No updates to report NEW BUSINESS No updates to report COMMUNICATIONS Scott Schmid reported on the ODOT Director s testimony from the Governor s Advisory Committee on Transportation and Infrastructure that was distributed prior to the meeting. Scott stated that there have been several articles regarding the Governor s Committee to examine the transportation funding and testimony that s been going on. Scott briefly reviewed the current situation with the transportation budget and its effects on future years. There was additional discussion regarding the impact to the business community, the gas tax, and options for additional revenue which included the most recent permissive tax fee approved by the County Commission. 3

Nancy Brown thanked the Clark County Engineer s Office and ODOT for closing the Spangler Road exit at I-70 during the most recent rains that caused a heavy amount of flooding. Nancy stated the levy is broken on the river and beavers have also created dams in the wetlands which causes the flooding to occur when it rains. Dean Fenton stated that individuals can sign up on the county s website through Notify Me to get alerts regarding road closures. Lisa McDonough thanked Springfield City Area Transit for offering their busses to the Springfield Towers to allow the residents someplace to sit to keep warm during the carbon monoxide scare and while they were waiting the all clear. Prior Approval Request There is one request for prior approval for upcoming travel. Request for an amount not to exceed $250 for 1 HSCTAC member to attend the DRIVE Train the Trainer training session provided by the Central Ohio Area Agency on Aging in Columbus March Cost is for registration only. 10 Memorandum To: From: Scott Schmid Phone Transportation Director Re: Transportation Planning Report Date: March 1, 2019 The following are items for discussion and action during the March 8, 2019 meeting. Draft FY2020 Planning Work Program The Draft FY2020 Planning Work Program has been completed and is available for review at: Hard copies will also be available at the meeting. The proposed total budget for next year is $1,189, This includes an estimated $170,000 in carry forward CPG, all local programs with associated funding, and transportation planning for LUC with associated SPR and estimated carry forward SPR funding. Additional information regarding proposed work product will be reviewed at the meeting. Staff requests any questions, comments, and additions to the document by April 19, The final document will be presented to the TCC at the May 10, 2019 meeting for adoption. Informational only, no action requested at this time. State Transportation Budget Update At time of agenda distribution, the State Transportation Budget is drafted and has had three days of hearings in the Ohio House Finance Committee. The budget, as drafted, includes an 18 cent increase to the Ohio Motor Fuels Tax along with indexing for inflation. It is anticipated that the House will consider the proposal, HB 62, sometime during the week of March 4. Staff will review the status of HB 62 at the March 8 meeting along with any additional documentation that is received. Staff sent informational s to all board members, alternates, and advisory committee members on February 22 and 25 with a request for review. Two of those attachments, along with the recent OARC statement of support, have also been included in this agenda packet. Staff is presenting this as an informational item for discussion and, at the discretion of the TCC, to take a position on the budget. March 2019 TCC Transportation Planning Report 1
11 Ohio s Transportation Funding Problem: An Emerging Crisis Ohio s roads, highways and bridges are critical factors in to our state s overall prosperity. Unfortunately, Ohio s ability to maintain a safe, efficient and effective transportation infrastructure is in jeopardy as the state faces a major shortage of reliable funding for our roads and bridges. Unless action is taken soon, the system will continue to fall into disrepair and become further congested damaging the overall vitality of our state and the safety of the people who live here. Fix Our Roads Ohio (FOR Ohio) is a statewide coalition of Ohioans who share an interest in the future of our state s safety, economy and lifestyle. The coalition is working to educate Ohio citizens and our lawmakers on the critical needs of Ohio s transportation infrastructure and is advocating for a long-term, dedicated funding solution to invest in Ohio s roadways and bridges. We agree with Ohio Department of Transportation Director Jack Marchbanks, who has said, We are facing a future where we will clearly not be able to maintain the quality of the system we have, let alone improve upon it. This will endanger the safety of every single person who travels Ohio s transportation network. How did we get here? The primary source of road and bridge funding in the state is through the Motor Fuel User Fee, established in Currently, the federal fee is 18.4 cents per gallon and the state fee is 28 cents per gallon. The federal fee has remained unchanged since 1993, and the last adjustment to the state fee occurred in Due to inflation, the purchasing power of Ohio s 28 cents per gallon fee has significantly diminished to a value of only 18 cents in 2019 dollars. To generate revenue in the short term, the Ohio Turnpike and Infrastructure Commission borrowed against future toll income by issuing bonds for $1 billion in August 2013 and again in 2018 for $550 million. The entirety of those funds will be encumbered for specific projects by the end of June 2019 and the state will be paying on the debt until Due to the conclusion of the Ohio Turnpike Bond Program and the impact of inflation on the motor fuel user fee, the Ohio Department of Transportation s (ODOT s) projected capital program is dropping from $2.4 billion in state fiscal years 2014 and 2015 to $1.5 billion in state fiscal year 2020 which begins on July 1, That is a $900 million reduction in just five years. How Do We Fix It? OHIo At A Glance 2nd largest inventory of bridges 3rd largest in freight volume 4th largest interstate highway system (based on lane miles) 6th in the country in total Vehicle Miles Traveled, at billion miles annually A lack of adequate funding to invest in Ohio s transportation system will negatively impact our state s economy and quality of life for every citizen. In a case statement, FOR Ohio offers a list of policy options for the DeWine Administration and the Ohio General Assembly to consider. Those include phased in increases to Ohio s Motor Fuel User Fee and indexing the fee so it keeps up with inflation, levying an annual fee on electric-powered vehicles, studying future funding alternatives that account for technological advancements and identifying a dedicated funding source to better support public transit. The Cost of Inaction The anticipated shortfall in transportation funding will eliminate funding for new projects designed to add capacity and relieve congestion on Ohio roads. It will also delay other needed maintenance and upgrades to existing bridges and roadways. This will send a negative ripple through Ohio s economy as road conditions worsen and construction jobs are lost. Beyond these critical existing needs, the future of transportation will include advanced technology such as autonomous vehicles and smart mobility. Ohio has been a leader in the development of these innovations, however at current funding levels, the state will be unprepared to build the infrastructure for tomorrow when it s unable to maintain its existing system today. Futryk Legislative Services Director Government Advantage Group Columbus The Ohio Association of Regional Councils Supports Governor DeWine s Proposed Increase in the Motor Fuel User Fee The Ohio Association of Regional Councils applauds and supports Governor Mike DeWine s proposed gas tax increase to address the $1 billion fiscal cliff that the Ohio Department of Transportation is facing. OARC President Grace Gallucci commented: At the OARC Candidates Forum in July 2018, then-candidate Mike DeWine promised to appoint a Blue-Ribbon Task Force, which he did, and which subsequently concluded that Ohio needs to raise the motor fuel user fee in order to meet transportation demands. We thank Governor DeWine for his leadership. Gallucci added, OARC members are keenly aware of the transportation funding needs in the regions we serve, and we hope the members of the General Assembly support this effort to prevent Ohio s transportation system from slipping into further disrepair. OARC members also hope that the governor and legislature will ensure that these user fees are distributed in a fair and equitable manner going back to the communities and regions where they were raised and collected for critical maintenance and repair of Ohio s transportation network. Transportation is integral to retaining and growing jobs, increasing public safety, and supporting overall quality of life in Ohio. Furthermore, stated Gallucci, OARC supports the Governor s efforts to increase funding for public transportation, and we are hopeful that transit will be funded at a level representative of the benefit it provides to the entire transportation system - for both riders and non-riders alike, including motorists. We view the proposed $7 million annually as a starting point, and we look forward to working with Governor DeWine and the General Assembly to reverse years of declining transit funding -- so Ohioans can enjoy modern, multi-modal transportation networks. To that end, we strongly urge that transit systems continue to be exempted from paying the motor fuel user fee. OARC supports the proposed increase of the motor fuel user fee, as well as indexing future rates to inflation so Ohio can keep pace with the demands on our transportation system. OARC also encourages members of the General Assembly to continue to explore additional resources for public transit, continue to explore how electric and alternative fuel vehicles can pay their fair share to maintain the roads they drive on, and provide permissive authority to local governments to increase their local license tag fees. OARC comprises 24 agencies serving 1,500 municipalities, villages, townships and counties. OARC members coordinate and work to streamline statewide services at the regional level, leverage federal resources, and serve as stewards of the state s resources.
