3 NOACA Regional Strategic Plans Water Quality Strategic Plan Draft document complete Incorporated public feedback and input from the Water Quality Subcommittee, technical stakeholders, Ohio EPA Central and Northeast District Offices Presented to Water Quality Subcommittee in March 2017 Presented to Board for final approval in June 2017

4 Long Range Transportation Plan Public Engagement Formal public engagement process has concluded Five venues for obtaining comment o Online engagement tool o Public opinion surveys o Statistically relevant across five counties o Phone surveys & online surveys o Public Meetings o Four meetings held at NOACA; two informational & two focused on specific stakeholder audiences o Visioning session held at Ideastream s Idea Center o NOACA website and social media feeds o Comments through the media/news articles

5 Long Range Transportation Plan LRTP 2040 Draft conceptual development, list of projects, and financial plan complete; chapters are currently being written Schedule Draft LRTP to be introduced and publically presented to NOACA Board in March 2017 Discussion and consideration by NOACA committees in April June Public outreach & comment March June Draft LRTP presented to Board for approval in June 2017

Plain Dealer on September 20 o Celebrated with a community ride September 21 from Public Square to Cleveland Public Auditorium, where the 2016 Sustainable Cleveland Summit was being held. o Bike stations are located within the detroitnews.com Cleveland central business district and in University Circle o NOACA committed $.4 million to this project

14 Communications & Outreach NOACA in the News Ohio EPA awards grants to three environmental education programs in NE Ohio Earth Day Coalition received $43 K to fund the Reducing Greenhouse Gas Emissions through Alternative Fuels program Plain Dealer on December 13 o o o The Ohio Environmental Education Fund provides money each year for environmental education projects serving kindergarten through university students, the public and the regulated community. NOACA is a member of the Earth Day Coalition collaborative Grant will be used for three Fuel for Thought workshops for fleet managers

15 Communications & Outreach Other Transportation News A recent infrastructure report documents that one third of the nation s major urban roads are ranked in substandard or poor condition. City Lab.com on November 3 o Cleveland ranks 12 th on the list of urban regions with pavements that provide a rough ride, with 49% of roads in poor condition o The average motorist in the U.S. detroitnews.com loses $523 annually in vehicle operating costs as a result of Gov. Kasich, Cleveland.com driving on rough roads in need of repair. o Report published by TRIP, a Washington, D.C. nonprofit

16 Legislative & Funding Issues Federal Infrastructure Bill President Elect Trump emphasizes job creation as the focus of a proposed Federal infrastructure bill Economic advisors to the President Elect have called for $1 trillion in infrastructure spending through: Repatriated corporate overseas earnings Public private partnerships Issuance of bonds Trump transition website uses $550 million as the official figure for a proposed Infrastructure Bill NOACA will monitor proposals and report to the External Affairs Committee as to potential action items Bike Cleveland Photo

17 Legislative & Funding Issues Elaine Chao to be Nominated for USDOT Secretary Prior experience: Deputy Administrator of the Maritime Administration (1986) Deputy Secretary of Transportation (1989) Director of the Peace Corps (1991) Secretary of Labor (2001) Confirmation expected by U.S. Senate 20 other jobs within USDOT require nomination by President Elect Trump and confirmation by the U.S. Senate Elaine Chao

18 Legislative & Funding Issues MPO Coordination and Planning Area Reform On June 27 the USDOT issued a rulemaking which promotes the consolidation of planning documents and metropolitan planning organizations themselves NARC, AMPO, AASHTO, and OARC have submitted comments in opposition to the rulemaking The Final Rule will be published today Creates a waiver process for MPO s and State s if unified planning is not feasible Implementation moved to 2024

19 Legislative & Funding Issues State Transportation Budget Ohio state budget runs for two years Decided within the first six months of the newly sworn in General Assembly State budget includes critical funding of transportation programs derived from state gas tax, motor vehicle license tax, and turnpike revenues State policy initiatives to monitor/advocate on: Impacts of Federal mandates on state open container laws and primary seatbelt laws Eligibility requirements and funding for the urban paving program Improved funding for transit Bike Cleveland Photo

20 Legislative & Funding Issues Medicaid/Transit Funding Due to a Federal mandate, sales taxes and use taxes on Medicaid managed care organizations will not be collected by the state Transit agencies and counties could lose $500 million in revenue in 2018 In 2015, State contributions to transit, for the entire state, was $7.3 million Further details or potential solutions may be released in the state budget in January

21 Legislative & Funding Issues FAST Lane Grant NOACA partnered with the City of Cleveland and the Cleveland Cuyahoga County Port Authority, submitting two project applications for consideration in the USDOT FAST Lane program Irishtown Bend $17M Cleveland Flats Intermodal Modernization Project $18M

22 Legislative & Funding Issues Transportation for Livable Communities Initiative (TLCI) Applications for TLCI planning and implementation grants and Technical Assistance program due December 19 (extension from 14 th ). TLCI Pre award workshop held at NOACA on November 30 with 35 attendees. Grant recipient recommendations to be considered at March NOACA Board of Directors meeting.

23 Overall Work Program (OWP) Project Planning Review (PPR) Updates Project Location Type Bridge CUY IR : PID No IR-480, over the Cuyahoga River Valley, in Independence and Valley View Ramp Modification CUY IR-71 IR-71 / SR-82 SB ramp, in Strongsville Primary Work Type Replace decks of the twin IR- 480 bridges; construct a new structure between the existing bridges Construct new slip ramp off the existing IR-71 SB ramp at SR-82 to Howe Rd./Shurmur Rd. intersection; Widen Howe Rd. Total Cost $300M (ODOT) $7.7M (City / ODOT Safety) Status NOACA conducting regional air quality conformity analysis. Will be presented for Board Action in March 2017 after required public involvement period Application has been withdrawn by the City pending additional analysis by NOACA, ODOT and City. 28 Federal Certification Review Conducted December at NOACA Participants: FHWA, FTA, ODOT, NOACA, Greater Cleveland RTA Review of NOACA s transportation planning processes and products Results in recommendations or commendations regarding the metropolitan planning process Public meeting held on Dec. 14, 5 6 p.m. FHWA and FTA representatives will discuss preliminary findings

29 Announcements Julius Ciaccia retiring as Northeast Ohio Regional Sewer District CEO o Led NEORSD and served as NOACA Board member since 2007 o 30 years with City of Cleveland serving as director of public utilities and commissioner of water detroitnews.com o Served as NOACA Assistant Treasurer since 2008 and was Vice Chair for the Finance & Audit Committee in 2016.
