NOACA is a member of the Earth Day Coalition collaborative Grant will be used for three Fuel for Thought workshops for fleet managers

18 Legislative & Funding Issues MPO Coordination and Planning Area Reform On June 27 the USDOT issued a rulemaking which promotes the consolidation of planning documents and metropolitan planning organizations themselves NARC, AMPO, AASHTO, and OARC have submitted comments in opposition to the rulemaking The Final Rule will be published today Creates a waiver process for MPO s and State s if unified planning is not feasible Implementation moved to 2024
19 Legislative & Funding Issues State Transportation Budget Ohio state budget runs for two years Decided within the first six months of the newly sworn in General Assembly State budget includes critical funding of transportation programs derived from state gas tax, motor vehicle license tax, and turnpike revenues State policy initiatives to monitor/advocate on: Impacts of Federal mandates on state open container laws and primary seatbelt laws Eligibility requirements and funding for the urban paving program Improved funding for transit Bike Cleveland Photo
20 Legislative & Funding Issues Medicaid/Transit Funding Due to a Federal mandate, sales taxes and use taxes on Medicaid managed care organizations will not be collected by the state Transit agencies and counties could lose $500 million in revenue in 2018 In 2015, State contributions to transit, for the entire state, was $7.3 million Further details or potential solutions may be released in the state budget in January

TLCI Pre award workshop held at NOACA on November 30 with 35 attendees. Grant recipient recommendations to be considered at March NOACA Board of Directors meeting.
