2 City of Brooklyn Park Council Work Session Meeting Date: September 4, 2018 Originating Department: Agenda Item: C.1 Prepared By: Agenda Section: Discussion Items/ General Action Items Presented By: Operations and Maintenance Jeff Holstein, City Transportation Engineer Jesse Struve, City Engineer and Marie Cote, SRF Consulting Group Item: TH 169 / 101 st Avenue Interchange Benefit Study Summary: The City is currently progressing toward the construction of a new full access interchange at the Highway 169 / 101 st Avenue junction. The estimated cost of the interchange ($31 million) exceeds the grant and bond funding ($22.5 million) the City has received from the federal and state governments. The City has retained the SRF Consulting Group, Inc., to investigate the potential to special assess a portion of the remaining $8.5 million to the benefitting land owners near the proposed interchange. The City could use EDA funds, Special Assessment Construction Funds, bonding and/or franchise fees to help bridge the $8.5 million gap. Development within the city typically helps fund infrastructure improvements as the development occurs. In this instance, the northwest area of the city is not expected to reach the highest development potential without the interchange. The primary benefit area is bounded by 109 th Avenue to the north, Highway 610 to the south, Winnetka/West Broadway to the east and the city s western boundary to the west. Staff and SRF held a public meeting with the land owners on August 29, 2018 to discuss the potential interchange assessment. There will be similar presentation outlining the proposed assessment process at the work session. Staff is requesting direction from the Council relative to proceeding with the assessment process. If Council desires staff to proceed, staff would come back to request formal approval to move ahead with a feasibility study to begin the Minnesota Statute 429 process. 5 TH 169/101st Avenue Interchange One of the last remaining undeveloped areas in the City is in the northwest corner west of TH 169 and north of TH 610 Purpose and Need Improve access to TH 169 to accommodate planned growth and development in northwest Brooklyn Park Existing access to TH 169 is inadequate to serve forecast travel demand Additional considerations that will guide the project development process include the Rush Creek Regional Trail corridor and the METRO Blue Line LRT Extension

Examples include using lunch hours and other personal time to provide Meals on Wheels, mentoring, etc. Staff have asked the City Manager if we could have a policy to designate a certain number of paid hours each year that could be used for providing volunteer services benefiting Brooklyn Park residents and the community broadly. An initial proposal is to use eight hours, spread across multiple days or used within one day that could be set aside for such purposes.

Staff will update the City Council on the design resolution process and provide a brief overview of related issues under discussion at this time. For information on the project see The Corridor Management Committee (CMC) is advising the Metropolitan Council on design and construction issues. The purpose of this discussion is to provide an overview of the anticipated changes to the 2019 Budget and discuss the preliminary analysis of the property tax levy impact to a median valued residential home. The City Council must set a preliminary tax levy for 2019 before October 1, Setting the preliminary tax levy indicates the maximum amount of property tax levy the City is proposing to collect in This number cannot be increased, although the City Council maintains the flexibility to reduce the levy prior to final levy certification in December.
