PLEDGE OF ALLEGIANCE & INVOCATION: Given by Cub Scouts Pack 650. PROCLAMATIONS & PRESENTATIONS: A. Proclamation to Ray Solis Jr., Troop 750, for earning the rank of Eagle Scout. B. Community Support Presentation: Staff provided a video from the May 31, 2014, Thank You San Marcos Fire and Volunteers community event. The Council presented certificates of appreciation to individuals, companies and agencies, which provided support during and after the May 2014 Wildfires. C. Budget Review Committee Presentation: Glenn Winn, Chair, presented Council with a review of the 2014/15 budget, and thanked Jack Griffin, Laura Rocha and staff, for putting together a quality balanced budget. The Budget Review Committee recommends the City Council to approve the proposed budget. Mr. Winn also presented Dick Zohn with a San Marcos Excellence Award, for serving twelve consecutive years on the Budget Review Committee. # 2.1

Approved City Council, Successor Agency, and Fire Protection District warrants. 4) RESOLUTION NO INTENTION TO DETACH TERRITORIES FROM THE LIGHTING AND LANDSCAPING DISTRICT NO. 1. Approved the intention to detach territories from the District and setting the public hearing date for June 24, ) RESOLUTION NO PREPARATION OF AN ENGINEERS REPORT FOR LANDSCAPING AND LIGHTING DISTRICT NO. 1 FOR FISCAL YEAR 2014/2015. Consider approving a resolution ordering the preparation of an Engineer s Report for the Landscaping and Lighting District No. 1 for Fiscal Year 2014/2015. THIS ITEM WAS REMOVED FROM THE CONSENT CALENDAR. 6) RESOLUTION NO VALLECITOS TOWN CENTER INTENT TO LEVY FOR FISCAL YEAR 2014/2015 AND ORDER OF ENGINEER S REPORT. Approved the ordering the preparation of an Engineer s Report for the Vallecitos Town Center Street Maintenance District for Fiscal Year 2014/ ) RESOLUTION NO RICHLAND ELEMENTARY SAFE ROUTES 2 SCHOOL CAPITAL IMPROVEMENT PROJECT (CIP 88520) CONSTRUCTION DOCUMENTS AND CONTRACT AWARD APPROVAL. Approved the construction documents for the Richland Elementary Safe Routes to School Improvements and authorizing advertising for bids. # 2.2

Approved the addendum to the City Manager s Employment Agreement. 9) RESOLUTION NO STARSTONE/LA ROSA ROAD DRAINAGE CAPITAL IMPROVEMENT PROJECT (CIP 88506). Approved the construction contract documents, authorizing advertising for bids, and delegating to the City Manager the authority to award the construction contract for the Starstone Drive / La Rosa Drive storm drain capital improvement project (Project). 10) ORDINANCE NO EL DORADO II, SPECIFIC PLAN FOR A MIXED USE DEVELOPMENT IN THE RICHMAR NEIGHBORHOOD AND MITIGATED NEGATIVE DECLARATION APPROVAL (MITIGATE NEGATIVE DECLARATION ). Approved the El Dorado II Specific Plan (SP ) and errata sheets Ordinance. 11) ORDINANCE NO URBAN VILLAGES, SAN MARCOS, LLC UNIVERSITY DISTRICT SPECIFIC PLAN AMENDMENT (P14 011: SPECIFIC PLAN AMENDMENT ). Approved the University District Specific Plan Amendment SP Ordinance. ITEMS REMOVED FROM THE CONSENT CALENDAR 5) RESOLUTION NO PREPARATION OF AN ENGINEERS REPORT FOR LANDSCAPING AND LIGHTING DISTRICT NO. 1 FOR FISCAL YEAR 2014/2015. Consider approving a resolution ordering the preparation of an Engineer s Report for the Landscaping and Lighting District No. 1 for Fiscal Year 2014/2015. MICHAEL HUNSAKER, PODL, commended the City Engineer on work defining cost estimates and suggested to allow developers to negotiate and pay fees for services, and report the cost to the taxpayers. MOVED BY MAYOR DESMOND, SECONDED BY COUNCILMEMBER JONES, TO APPROVE ITEM NO. 5, AS RECOMMENDED BY STAFF. AYES: COUNCILMEMBERS: JABARA, JENKINS, JONES, ORLANDO, DESMOND NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE ORAL COMMUNICATIONS PATRICK WALTER, San Marcos resident and Community Service Commissioner, expressed concern about the new development of the Twin Oaks K 8 School and how the entrance to Trail #71 will be blocked off or closed. # 2.3

4 Tuesday, June 10, 2014 Page 4 of 6 CITY MANAGER GRIFFIN stated that staff were in discussions with SMUSD about the trail and access issues and that he would provide the City Council an update on the school development. MICHAEL HUNSAKER, PODL, stated concerns about the Wildfire response by the City with respect to traffic, evacuation, firefighting equipment, low cost loan options for affected residents, fire investigation and improving vegetation management in high fire danger areas. VICE MAYOR JONES stated for the record that the City has not determined how the San Marcos fire started, and it is still being investigated. NEW BUSINESS 12. RESOLUTION NOS , & PROPOSED BUDGETS OPERATIONS & MAINTENANCE BUDGET FISCAL YEAR (FY) AND CAPITAL IMPROVEMENT PROJECTS BUDGET FOR FISCAL YEAR (FY) FOR THE CITY OF SAN MARCOS. Approved the following: 1) Resolution adopting the Operations & Maintenance Budget for FY and Capital Improvement Project Budget for FY and authorizing the appropriation of the funds from the City Treasury. Additionally, this resolution adopts the FY classification and compensation schedule. All of the salaries included in the proposed budget are based upon this schedule. 2) Resolution authorizing the appropriation and transfer of funds for the establishment of an appropriated reserve fund for future expenditures and/or contingencies for FY ) Resolution setting the tax rate for FY CITY MANAGER GRIFFIN provided staff report dated 6/10/14, and summarized the balanced budget for fiscal year 2014/15. FINANCE DIRECTOR ROCHA presented the 2014/15 Fiscal Operation and Maintenance Budget. STAFF responded to INDIVIDUAL COUNCILMEMBER questions for the Operation and Maintenance Budget as follows: 1) Federal Government (FEMA Grant) will cover 75% of the cost of the San Marcos Fire with San Marcos will picking up the other 25% of the cost. 2) Governor Brown declared SBA loans available for affected individuals and businesses. 3) Environmental Mitigation Requirements are State mandated. 4) Actual expenditures compared to projections for the previous fiscal years. 5) structural change to the budget shows each department carrying their own personnel expenses. 6) personnel budget does not include the Sheriff s Department contract, which are in the operations budget. # 2.4

5 Tuesday, June 10, 2014 Page 5 of 6 7) budgeted revenue projections for 2014/15 are highly conservative and 8) clarification of the development services fee schedule review. Mike Edward, Public Works Director/City Engineer presented the 2014/15 Fiscal Capital Improvement Program (CIP) Budget. STAFF responded to INDIVIDUAL COUNCILMEMBER Fiscal Capital Improvement Program Budget questions as follows: 1) CIP funding sources are mostly secured funds. 2) Creek District project will be paid using RDA, Transnet, Federal Highway/Bridges grant funds. 3) General Funds are not used for CIP projects. 3) City Council will be approving the appropriation of funds for budgeted CIP projects. 4) High profile projects will have workshops for public input, Traffic and Planning Commission approval, and City Council final approval. 5) Creek District Phase I bridges will be paid with mostly grant funds. 6) Public Facilities Fees are the funding source for the 78 Woodland Parkway Multi Year Interchange Project. 7) Clarification of the allowable uses of RDA bond proceeds as listed in the ROPS. 8) Senior nutrition funds cover meals and transportation for seniors with staff currently looking to improve the meal program. CITY COUNCIL commended STAFF and BUDGET REVIEW COMMITTEE on all their hard work for presenting an easy to read and balanced budget. COUNCIL COMMENTARY Councilmember Orlando requested staff to review a policy that would apply the 2008 Ridgeline Protection Ordinance for future annexed properties. Vice Mayor Jones invited staff and citizens to the Grand Opening of Mary Connors Park on June 11, 2014 at 5:00 p.m. Councilmember Jabara requested an update on the Blues Festival Event last weekend. City Manager Griffin participated in the event said it seemed to be a good event with no problems or issues. Community Services Director Martin explained that staff is still working on gathering the final numbers from the event. ADJOURNMENT Mayor Desmond adjourned the meeting at 8:29 p.m. ATTEST: JAMES M.
